Retards in the Government 97

It's your weekly compendium of foolishness and corruption and murder in Philippine politics.

https://newsinfo.inquirer.net/1103468/just-a-metaphor-sotto-says-of-dutertes-revolutionary-war-threat
Senate President Vicente “Tito” Sotto III  believes President Rodrigo Duterte’s warning of a revolutionary war declaration was said metaphorically.
“He is just frustrated. I’m sure he will have a better outlook once his programs vs criminality becomes more successful,” Sotto said in text message on Friday.
Asked if Duterte’s threats should not be a cause for alarm, Sotto said: “Nope. Suspension of the writ has proper Constitutional safeguards while a revolutionary war is a metaphor.”
Senator Panfilo Lacson, meanwhile, believes the President himself knows that he could not do both — suspend the writ of habeas corpus and declare a revolutionary war.
“He will not do it because he is too smart and intelligent to know he cannot do it,” Lacson said in a separate text message.
Perhaps Duterte will not make good on these threats but they are hardly metaphors and the point to deep seated issue of Duterte wanting to do everything on his own with the congress or the constitution. He has in fact said "I will abolish Congress and run a revolutionary form of government if I become President" and "The constitution is just a piece of paper."

https://newsinfo.inquirer.net/1103452/osmena-claims-8-senate-seats-sold-at-p50-million-each-in-2016-polls
Senatorial bet Sergio “Serge” Osmeña III alleged on Friday that eight Senate seats were sold at P50 million each during the 2016 national elections.
Cheating. The goddamned Comelec [Commission on Elections] cheated me,” Osmeña said when asked about a major problem in 2016 over an interview with ANC’s Early Edition.
When asked whether it was Smartmatic or Comelec who allegedly made the cheating, Osmeña answered: “Both of them. Because they had to do that to get the numbers correctly. And they cheated me.”
Osmeña said he was ranking well before the polls, but was allegedly cheated when Senate seats were sold at P50 million each.
“They did not cheat me itself. They cheated so I went down. So I went down to number 11 from number six. But that was because they sold eight seats at P50 million each,” he said.
However, Osmeña admits he does not have evidence to support his claims: “I have evidence based on the final results. I have no evidence on how they did it because it’s all done by computer.”
Damning allegations of which he can offer no proof. Just a sore loser? Why did he not bring this up before and why is he participating in an election which he thinks is fundamentally unfair?

https://newsinfo.inquirer.net/1103461/pnp-ready-to-probe-video-linking-paolo-duterte-to-drugs-cathrine-gonzales
“The ACG is ready to provide assistance to anyone victimized by online or cybercrimes, investigate the incident to determine authenticity and source and file necessary charges under the law,” PNP spokesperson Colonel Bernard Banac told INQUIRER.net in a text message Friday (April 5).

“Hence, it is best that the Senate blue ribbon resume its investigation, in order that those named in the video, particularly Mr. Paolo Duterte and Undersecretary Carpio, can clear their names,” Drilon said at the Kapihan sa Senado forum.
Two different reactions to the same video. The PNP is willing to investigate the video and those who made it but not the allegations made in the video while the a few Senators think the allegations are worth investigating. Why won't the PNP investigate the claims? Or maybe they are doing that clandestinely.

https://www.philstar.com/headlines/2019/04/08/1908189/doj-defers-probe-10-narco-fiscals
The hands of the justice department are also tied in investigating the alleged involvement of several prosecutors in the illegal drug trade after the Philippine Drug Enforcement Agency (PDEA) declined to bare details of its so-called narco list.
Just like the Supreme Court, the DOJ has not been able to initiate its probe on the 10 prosecutors in the narco list due to the refusal of the PDEA to share information with the department.
He lamented the decision of PDEA not to share the names after publicly announcing the alleged involvement of prosecutors in the drug trade.
“It is regretful that PDEA announced it before validation because everyone in the prosecution service as well as judges in the judiciary became a suspect at this point when the names are being withheld,” he argued.
It's like the tables have been turned and now the DOJ knows what its like to implicated in the drug trade with the announcement of a narco-list that is said to contain many judges and prosecutors.

https://www.philstar.com/headlines/2019/04/07/1907966/bi-chief-seeks-suspension-18-extort-agents
Acting on the order of President Duterte, the Bureau of Immigration (BI) has asked Department of Justice (DOJ) Secretary Menardo Guevarra to suspend 18 immigration personnel who allegedly extorted P9 million from 15 Korean nationals arrested on March 6 in Angeles City, Pampanga for overstaying.
In a statement, BI Commissioner Jaime Morente said they recommended that the 18 agents be placed under preventive suspension pending an investigation on the alleged extortion try during a law enforcement operation.
“Extortion is a violation of our oath of service. We cannot allow such instances to go unpunished. We have requested the DOJ, which is our mother department, to issue the suspension order.”
He said the agents face both administrative and criminal charges.
Acting on the order of the President? Why doesn't he just give the order to suspend them like he has given the order to arrest people?
https://www.philstar.com/nation/2019/04/08/1908125/lawyer-slaps-poll-officer

For allegedly slapping an election officer, a  lawyer  who is running for the municipal council in Camiling, Tarlac, is facing disbarment.
Commission on Elections (Comelec) Commissioner Rowena Guanzon yesterday said the poll body would seek the disbarment of Marty Toralba.
“The candidate who slapped our Comelec EO is Marty Toralba, who claims to be a lawyer. We will have him disbarred,” Guanzon posted on her Twitter account.
The group reported that Toralba slapped the 59-year-old Mariano as the poll officer was leading the removal of illegal campaign posters in his area of responsibility.
A candidate for office slapped a poll worker as he was removing said candidates illegal posters. At least he did not shoot the man.

https://www.philstar.com/headlines/2019/04/09/1908623/leave-dogs-alone-comelec-tells-public-not-use-dogs-politicking
“Seriously. Isn’t it enough that politicking has already trashed the country you claim to love, you’ve got to harass dogs too? Leave. Dogs. Alone,” Jimenez wrote.
Online users identified that the campaign material belongs to a local candidate in Parañaque City. It was not, however, clear whether the campaign sticker was placed by the candidates or supporters.
This is brilliant idea. All a candidate has to do is place his face on as many stray dogs butt's as he can and he will get maximal coverage and be sure to win.

https://newsinfo.inquirer.net/1104955/cop-probing-teens-slay-admits-violating-pnp-rules
The lead investigator in the killing of 19-year-old Carl Angelo Arnaiz admitted that he failed to follow standard police operational procedure while handling the case.
In Monday’s hearing on the murder case, Police Master Sgt. Noel Bollosa, a defense witness, said that he himself asked Scene of the Crime Operatives (Soco) to process the crime scene.
According to police operational procedures, the investigator should request the chief of police to send the Soco team.
Bollosa, however, said he was not aware of that rule, reasoning out to defense lawyer Dodjie Encinas that on that day, he was handling five to six “drug-related” cases.
“It’s a big deal, not following [protocol]. It fosters the fact that there was ‘hocus pocus’ that happened,” State Prosecutor Xerxes Garcia said after the hearing.
When asked by Garcia what other cases he was handling the night Arnaiz was killed, Bollosa said that he could not remember since all his records were lost in a fire.
How many other cops fail to follow protocol during investigations?
https://newsinfo.inquirer.net/1105306/retired-cop-running-for-councilor-shot-in-legazpi-city
Police Major Maria Luisa Calubaquib, spokesperson of the Bicol police, said that based on initial reports, retired Senior Supt. Ramiro Bausa, was shot while campaigning in Barangay Cagbacong around 2 p.m.
Too bad. That's Philippine politics though.

https://newsinfo.inquirer.net/1104940/nbi-holds-3-cops-in-tayabas-shootout

The National Bureau of Investigation has taken custody of three policemen who were held responsible for the killing of the son of Mayor Marcelo Gayeta of Sariaya town, Quezon province, and his companion in an alleged shootout on March 14 in Tayabas City.
Lt. Col. Mark Joseph Laygo, Cpl. Lonald Sumalpong and Pat. Robert Legaspi were held at the Camp Soledad Dolor holding center in Candelaria town after their arrest by the NBI on Monday night.
Police said they sent a team following complaints that motorcycle riders fired at a gas station in Tayabas without any provocation.
The riders, later identified as the young Gayeta and Manalo, were killed after they allegedly exchanged gunfire with the policemen
But according to the NBI investigation, which was requested by the Gayeta family, the victims were deliberately killed. The NBI had obtained the testimonies of four other policemen who were involved in the supposed shootout.
There is not much to go on in this story. Cops are being held because an investigation shows they deliberately killed two men but the two men allegedly fired at the cops. It would not be surprising if the cops deliberately killed them because they were being fired at.

https://newsinfo.inquirer.net/1104995/sue-cops-palace-tells-kin-of-slain-negros-farmers
Malacañang on Tuesday said the families of 14 farmers from Negros Oriental province whom police allegedly shot down in cold blood last month should bring charges against the policemen involved, giving assurance that President Ridrugi Duterte would neither allow police brutality nor tolerate police abuse.
Fact-finding teams from 21 human rights and farmers’ organizations investigated the March 30 killings in Canlaon City and Manjuyod and Santa Catalina towns and found through interviews with witnesses and the victims’ families that the policemen who were supposed to be searching the farmers’ houses for illegal weapons summarily executed them, contrary to the police claim that they had fought back.
“The families should file charges, that’s the best they can do, and we will let the law take its course,” presidential spokesperson Salvador Panelo said in a text message on Tuesday.
Panelo gave assurance that President Duterte would “not allow police brutality nor will he tolerate police abuse.”
“The Palace is waiting for the official copy of the report on the investigation, which the Philippine National Police is currently doing with a team from its national headquarters now in Negros Oriental,” Panelo said.
This is not a helpful comment but it is typical of he lawsuit heavy Philippines. Panelo knows these people are too poor and uninformed to go about filing a lawsuit. Filing charges should the job of a DA or even the PAO. So where is the PAO in this case or the CHR?

https://newsinfo.inquirer.net/1104292/topacio-files-perjury-complaint-vs-koko-pimentel
Lawyer Ferdinand Topacio on Monday filed a perjury complaint against re-electionist Senator Aquilino “Koko” Pimentel before the prosecutor’s office of Manila City Hall for making false statements while under oath.
The perjury complaint filed by Topacio stemmed from the electoral sabotage that Pimentel filed against now House Speaker Gloria Macapagal Arroyo, her husband Mike Arroyo, and others back in 2011.
The Pasay City Regional Trial Court however ruled in December 2018 that Arroyo was cleared from electoral sabotage, granting her demurrer to evidence.
With this, Topacio said that the statements made by Pimentel while under oath were false and are grounds for perjury.
He also noted that he filed the complaint not on behalf of the former president but on his own decision.
https://newsinfo.inquirer.net/1104334/topacio-should-be-the-one-to-face-perjury-complaint-pimentel
Pimentel also dismissed the complaint as merely a “gimmick” that he said should be ignored.
“This latest gimmick of Topacio should be ignored,” Pimentel told reporters in a text message.
“Topacio will be the one to face a perjury complaint,” he added.
“Subject document was filed years ago and he files perjury only now that it is election time?” Pimentel said.
“The purpose is obvious. For election distraction only,” he added.
The senator, however, said that he will refer the case to his lawyer to study and determine their course of action.
Topacio's reasoning, that Arroyo's acquittal means Pimentel's testimony was all lies, is very bad logic and very bad lawyering. It could be that Pimentel told the truth but despite that there was no enough evidence beyond a reasonable doubt to convict. The picture with Topacio proudly displaying and points to the lawsuit is a great picture of Philippine politics where everyone sues anyone for anything no matter how trifling.

https://newsinfo.inquirer.net/1105628/cop-nabbed-for-shabu-gun-possession-in-lanao-sur
Police in Lanao del Sur arrested one of their own for possession of an unlicensed gun and of suspected shabu at a checkpoint in Marantao, Lanao del Sur on Wednesday.
Police Brigadier-General Graciano Mijares, director of the Regional Police Office-Bangsamoro Autonomous Region in Muslim Mindanao (RPO-BARMM), said Patrolman Alrajhi Londo Hadji Yasser, 34, faced charges for violation of the election gun ban and of the Comprehensive Dangerous Drugs Act of 2002.
Mijares said the police politely requested Yasser to open his car’s window for plain view inspection but the suspect instead tried to pull out his gun. He was subdued by other police officers.
Police also allegedly found upon inspection an unlicensed gun, an Uzi 9-mm machine pistol, and seven sachets of suspected shabu in Yasser’s car, a Toyota Revo.
Several identification cards, including that from the Philippine National Police, an upper GOA “C” uniform with nameplate MAMLE with pant, athletic uniform, RIG belt, and ball cap were also recovered from Yasser’s vehicle.
Madiwo, in a separate interview, said Yasser had been under surveillance for almost a year now because of his alleged involvement in illegal drugs but they never had strong evidence to get him until his vehicle passed by their checkpoint by chance.
PNP officer in the BARMM nabbed for weapons and drug violations.

A policeman was shot dead by a still unidentified gunman inside his house in Catbalogan City in Samar, the Police Regional Office-8 said Thursday.
Police Lt. Col. Douglas Antonio Eloja, chief of the Catbalogan City police, said Police Staff Sergeant Kirk Walter Lorenzo, 38, had just arrived home after attending the alumni gathering at the Samar State University when he was shot by the perpetrator.
Initial investigation showed that the suspect followed Lorenzo to his house located at Calachuchi St. Barangay Muñoz, Catbalogan City, Samar on Wednesday night.
The suspect shot Lorenzo, who was resting on a sofa, and then managed to escape, police said.
Pretty awful and goodness knows the motive could be anything from involvement with drugs to silencing a snitch.

The Lies of Edinell Calvario and Healing Galing

Last year I wrote an article about vagina steaming which was being offered at Healing Galing clinics. The very thought of a woman steaming her private bits for some health benefit was ridiculous to me so I riffed on that and their taint bath service. To round out the article I examined the qualifications of Dr. Edinell Calvario who is the owner of Healing Galing. Recently I received an email informing me that Edinell Calvario was not happy with my article, wanted to find out my identity, and requesting that I please delete the article in question. I replied that Edinell Calvario should email me detailing her concerns about the article in question. I have yet to hear from her.

DR. EDINELL CALVARIO IS NOT A LICENSED MEDICAL DOCTOR!

Researching further into Miss Calvario and Healing Galing I have stumbled across the most unsurprising revelation: Dr. Edinell Calvario is a liar and Healing Galing sells products with outrageous and dangerously fraudulent claims.  Shocking, right?  Not really when you know that she received a Phd in Alternative Medicine from what is essentially a diploma mill in Sri Lanka. She might balk at that accusation but I ask her: what was your dissertation thesis, where can I access and read your dissertation, who was your doctoral advisor, how many years of schooling did you attend in Sri Lanka? Even if she did legitimately earn her Phd it is still a Phd and not an MD. Edinell Calvario is not a licensed medical doctor.

Calling someone a liar, as I have called Edinell Calvario is a charge which requires proof and I will lay it all out for you now. I will do this by looking at two of her products which seem to be the most popular: the EC27 Guava Soap and the Healing Oil.

Let's start by looking at her products page. Specifically let us look at the product details for the EC27 Guava Plus Soap. This is what we see.

http://healinggaling.ph/blog/product/ec27-guava-plus/

No therapeutic claims. Every single one of her products has this disclaimer. No therapeutic claims. Now this is a lie because Edinell Calvario makes 27 therapeutic claims for this soap she invented. That is why 27 is in the name of the product. In fact you can see that claim on the box in the picture. The picture of the product contradicts the statement "No Therapeutic Claims" because the box itself makes therapeutic claims for the product! Here is the same product listing from 2016.

https://web.archive.org/web/20160302222756/http://healinggaling.ph/blog/product/ec27-guava-plus

Look at all those therapeutic claims!
Benefits
For 27 skin conditions. Best for hair loss, dandruff, pimple/acne, psoriasis, skin asthma, body odor/excessive sweating, dermatitis, allergy, bed sore, dry skin, insect bite, warts and skin tag prevention, masculine and feminine hygiene, skin rash, itching, wounds, scaly rough skin, jock itch space (had-had), boils (pigsa), blister (mamaso), papule (butlig), pityriasis versicolor (an-an), prickly heat (bungang-araw), ringworm (buni), scabies (galis-aso), athletes foot (alipunga).
How about the product EC Healing Oil? Surely it must have curative properties. It's in the name.

http://healinggaling.ph/blog/product/ec-healing-oil/

No therapeutic claims. Though it's writ large on the bottle in the picture, "Effectively Controls Ailments and Diseases." Again the picture of the product contradicts the statement "No Therapeutic Claims" because the bottle itself makes therapeutic claims for the product! Now let's take a look at this same page as it appeared in 2015.

https://web.archive.org/web/20150712073037/http://healinggaling.ph/product/ec-healing-oil/

What a difference. There are quite a few therapeutic claims being made for this oil. 46 of them in fact.
Benefits
Best for aches and pains, cough, colds, swelling/inflammation, eye condition, sinusitis, sore throat, tonsillitis, asthma, tuberculosis, stomach condition, vomiting, ear condition, constipation, painful menstruation, paralysis, poor blood circulation, heart condition, lung ailment, kidney disorder, liver problem, stiff neck, atrophy, frozen shoulder, hematoma, mayoma, high blood pressure, dizziness, diarrhea, lump, diabetes, itching, boils (pigsa), anemia, falling hair, dead fingers/toe nails, wound, massage, arthritis, gout, rheumatism, insomnia, burns, insect bites, cramps, numbness, palpitation. For topical use only.
Why would Edinell Calvario list all these benefits for both the soap and the oil and then suddenly retract them? Most likely because the FDA came breathing down her neck. Does this mean those products never produced the benefits listed? If so that means she was lying to her customers. But wait. She still lists all those benefits as applying to both the soap and the oil as well as all her other products. In fact the EC27 Guava Soap and the Healing Oil both come packaged with a little sheet listing all the benefits.

Sadly the soap I bought was missing the sheet listing what it's best used for but I did receive a large packet of information which contained all the uses and benefits of the soap.

This means Edinell Calvario is deceiving the FDA by continuing to make unfounded therapeutic claims about her products. Just not on the Healing Galing website. In official Healing Galing literature she still informs her customers that all Healing Galing products have therapeutic benefits.

Let's step back a bit and look more at the EC27 Guava Soap which Edinell Calvario lists as her invention on her bio page.  If we go to the Philippine patent office website and do a search we find the following:

http://onlineservices.ipophil.gov.ph/wopublish-search/public/detail/patents?id=PH22003000229

We see she has a patent for "a novel guava soap" composition.  Under the abstract we read:
A novel composition for guava soap comprising the following: The said composition is made from natural guava extract from fresh young guava leaves, calamansi and dayap. The bar soap is specifically used as antibacterial and germicidal soap.
Notice that in this patent the only ingredients are guava leaves, calamansi, and dyap which is key lime.  On her webpage she lists the ingredients as guava extract and special oils.  What are these oils?  They are not listed in the patent. Maybe there is more information in the papers she filed which is not displayed on this page. What we do know is that her soap is listed as being "specifically used as an antibacterial and germicidal soap."

How does she get from these two benefits, antibacterial and germicidal, to 27 benefits? One of the 27 benefits is that it controls your ringworm. That would mean the soap would also have to be an anti-fungal soap containing ketoconazole or some other medication to kill the fungus. Also for the soap to be an antibacterial and germicidal soap it would have to contain the ingredient triclosan. Then again it could simply be made with tea tree oil which has been traditionally used as an anti-fungal and antibacterial but why would she omit that from the list of ingredients? There is nothing special or secretive about tea tree oil. It is a very common oil used in many products. Of course the soap does not smell at all like it has tea tree oil in it so there might not be any.

Did Edinell Calvario carry out any tests with her soap to find out what skin ailments it would help control? That word control is very important.  Note on the box it does not say the soap will cure anything. It merely "effectively controls 27 skin ailments." It's a way to wiggle out of any  legal responsibility should someone sue her because the soap did not cure their skin aliment.

But who wants to merely control their ringworm? Or scabies? Scabies!? This soap may alleviate the itching associated with scabies but it won't kill the mites or the eggs they have buried in the skin nor does the soap make that claim. Medical treatment is needed to eradicate scabies. The claim that this soap can control scabies is an outright lie. If you don't treat your scabies infestation with more than this soap they will definitely get out of control!

The soap is also best for mamaso, also known as impetigo, which is a highly infectious skin disease. An antibacterial soap might be good to use on the skin but you will need antibiotics to cure the disease.

There is one more benefit to this soap and it is listed on the back of the box.

It also whitens the skin! So now the soap has glutathione?

From being specifically an antibacterial and germicidal soap to being able to control 27 skin ailments to being also a skin whitener! It appears she lied on her patent application by indicating that this soap is to be "specifically used as an antibacterial and germicidal soap."

On what basis are these claims made for this soap? Did Edinell Calvario carry out any tests? Is there any research, controlled trials, to back up her claims that this soap is beneficial for anyone with one or more of the listed skin ailments? Or is she making these claims based solely on the ingredients? Did she figure if the soap is antibacterial and germicidal it would be a cure-all or rather a control-all? But how does she know it is antibacterial and germicidal? Based on the ingredients or based on tests?

Let's take a closer look at the claims of the Healing Oil. Here is a close-up of the sheet that comes packaged with the Healing Oil.

There are 46 benefits listed here and not all of these are benefits one would expect from an oil that is for topical use only. Of course that caveat, while present on her old webpage product listing, is not listed on her current webpage or anywhere on the bottle or the paper which accompanies it. Nor is it in the huge packet of information I received when I bought the product. These 46 uses for the oil are the same as on her old webpage listing which begs the questions: Why are internal ailments which can only be treated by ingesting something on this list of uses if the oil is for topical use only? Is this oil still for topical use only? If not then why not? What changed about the oil? If so then why is there no indication that it is?

Now perhaps I am just unaware about the proper procedure to apply the oil so I ask how and where does one apply the Healing Oil topically in order to alleviate the following internal problems:
2. Cough
3. Cold
7. Sore throat
8. Tonsilitis
9. Asthma
10. Tuberculosis!!!
11. Stomach condition
12. Vomiting
13. Ear condition
14. Constipation
15. Painful menstruation
18. Heart condition
19. Lung ailment
20. Kidney disorder
21. Liver problem
26. Myoma
27. High blood pressure
29. Diarrhoea
31. Diabetes!!!!!
34. Anemia
All of these ailments require a medicine going into the body to alleviate them. Where are you supposed to rub the oil to help with your diarrhoea or constipation or vomiting? What exactly does this oil do for one who has diabetes? Diabetics have to inject insulin. How about myomas?  A myoma is a noncancerous fibroid growth in the uterus or cervix. If the oil is for topical use only how is it supposed to offer any benefit to those suffering from myomas when they are inside the vagina? Is the oil rubbed into the skin whereby it can soak down into the myoma?

The outside of the bottle reads "Effectively controls ailments and diseases." How? She doesn't tell us and just from what's on the list you know it's a lie. Tuberculosis? Diabetes!? Those are serious diseases which require medical attention from a medical doctor. This oil won't help you.

These nondescript and nonspecific claims of controlling diseases are a real danger because people look to Edinell Calvario and Healing Galing for medical advice even though she is not a medical doctor, not licensed to practice medicine in the Philippines, and has no business offering medical advice or selling products with outrageous therapeutic claims. Here is the experience of one person who visited Edinell Calvario's clinic in Quezon City.
I've been ill for quite sometime reason why I've been focus lately on getting better.  A friend of mine told me she's been listening to Healing Galing every weekend and the show mentioned something about my illness so she wanted me to at least give it a try.
Healing Galing is a show in Aksyon TV 5, aired in FM radio 92.3 every Saturday at 6-8am and every Sunday at 11-12noon hosted by Dr. Edinell Calvario that mainly works on naturopathy or naturopathic medicine, a form of alternative medicine which is based on natural healing power of nature.  I think it is also being aired in cable tv and maybe in TV5 as well, just that we don't have cable and we have a bad network connection of TV5 (maybe they should focus on getting this fix first, i think this is one of the reason why most people were not able to watch their shows).
As I enter the site, I asked the reception area if I could get a number for check up.  I was given a form with a list of products and it has a number.  I went few minutes before break time that I had to wait until after lunch.
As soon as my number was called, the lady in the reception asked what is my problem and asked to open my mouth to check my tongue.  I've seen this tongue reading before from Dr. Tan of Binondo so I wasn't surprised at all.  Anyway, she also checked my fingertips/nails saying how pale my nails were saying I'm anemic (which is true).  She discussed further and explained everything I need to know, especially maintaining a healthy diet.  She checked all the things I need for a week, and to be honest, it cost a lot.  I was able to buy her recommendations good for only three days.
http://www.adventurousfeet.com/2013/06/healing-galing-office-in-novaliches.html
The woman is ill. She goes to Healing Galing under the impression they will offer her medical help. She is given a list with all the products for sale and she is made to wait until after the lunch break before anyone sees her. Then the receptionist recommends a lot of products that the lady cannot afford so she only buys few things which will last for three days. Does that sound like any experience you have ever had at a medical clinic? Have you ever gone to a clinic and then had to wait because it's lunch time? Have you ever been given a list of products to buy when you go to a medical clinic?

This building is still the location of Healing Galing but it now also houses the Stem Cell and Longevity Clinic.

To my utter shock and surprise neither this clinic nor Edinell Calvario is on the List of Accredited Medical Clinics and Registered Physicians. That is because, of course, Edinell Calvario is not a medical doctor and is not licensed to practice medicine in the Philippines. So why is she allowed to continue to present herself as one? Why does she have a TV show which reaches millions? Why is she being assisted by TV5 in disseminating her frauds, lies, and deceits?

Hopefully it is clear to you just from these two products, the EC27 Guava Soap and Healing Oil, that Edinell Calvario is being less than honest with her customers and the FDA.

At this point those who swear by alternative medicine and naturopathy might think I am against both and that government only wants regulated, evidence based western medicine to be practised in the Philippines. You would be wrong. There is actually a 1997 law which establishes The Philippine Institute of Traditional and Alternative Health Care (PITAHC). According to the Guiding Principles of this law:
Section 2. Declaration of Policy. – It is hereby declared the policy of the State to improve the quality and delivery of health care services to the Filipino people through the development of traditional and alternative health care and its integration into the national health care delivery system.
It shall also be the policy of the State to seek a legally workable basis by which indigenous societies would own their knowledge of traditional medicine
Further in the law under Article IV we read:
Section 12. Traditional and Alternative Health Care Advocacy and Research Program. – The Institute shall promulgate a nationwide campaign to boost support for the realization of the objectives of this Act. It shall encourage the participation of non-government organizations in traditional and alternative health care and health-related projects. The Institute shall also formulate and implement a research program on the indigenous Philippine traditional health care practices performed by “traditional healers” using scientific research methodologies.
According to the COA:
The Philippine Institute of Traditional and Alternative Health Care (PITAHC) was created under Republic Act (RA) 8423 otherwise known as the Traditional and Alternative Medicine Act (TAMA) of 1997 authored by Senator Juan Flavier and approved on December 9, 1997. It became a turning point in the history of the Philippine Traditional Medicine that the herbal plants became a priority. Henceforth, the ten priority plants namely: Lagundi, Ulasimang Bato, Bayabas, Bawang, Yerba Buena, Sambong, Ampalaya, Niyug-niyogan, Tsaang-gubat and Akapulko are now being promoted.
The PITAHC is a government owned and controlled corporation attached to the Department of Health (DOH). Its mission is to uphold the right of every Filipino for better health through the provision of safe, effective and affordable traditional and alternative health care products, services and technologies.
https://www.coa.gov.ph/phocadownloadpap/userupload/annual_audit_report/GOCCs/2016/Corporate-Government-Sector/Philippine-Institute-of-Traditional-and-Alternative-Health-Care/PITAHC_ES2016.pdf
Is Edinell Calvario in any way associated with the PITAHC? From the looks of it she is not. Her webpage does not mention them nor does an internet search turn up with both her name and PITAHC except for this programme for a conference on medical pluralism at Cavite State University. The PITAHC is utilising the practises of "traditional healers" in an effort to integrate them into the national health care system. The PITAHC is also, according to the COA, promoting or researching ten traditional healing plants.

Are any of those plants or derivatives of those plants listed on the Healing Galing product page? Is Edinell Calvario promoting the healing techniques of the Philippines' "traditional healers" which have been practiced and handed down for centuries? No. Edinell Calvario is selling people a soap she invented in 2002 and patented in 2006 as well as an oil of unknown provenance. Healing Galing is a marketing gimmick and is not in anyway associated with real bonafide traditional medicine as practiced in the Philippines or anywhere else for that matter.  The same kind of inutile herbal junk being peddled by Healing Galing is also being sold by Dynapharm and USANA. Here is a secret that Edinell Calvario and the rest do not want you to know: none of the products they sell are all natural or herbal. They are manufactured in factories and packaged in plastic bottles or plastic wrapping.

Furthermore the PITAHC is under the auspices of the DOH. Would the DOH partner or associate with Healing Galing and Edinell Calvario when her products are blacklisted by the FDA? Of course not. Therefore it is very likely Edinell Calvario and Healing Galing have nothing whatsoever to do with the PITAHC.

I want to end with some pictures of a packet I received when I visited my local Healing Galing dealer and bought the guava soap and the Healing Oil.

This packet contains health claims, therapeutic claims, for all of her products.

Drinking tawa-tawa tea is best for leukaemia. Best how? As a cure? That is the implication here and if anyone took this advice seriously and drank tawa-tawa tea instead of going in for medical treatment they would end up dead.

Rhizome pills will help reverse kidney failure. What a claim! What an outrageous and fraudulent claim. If this were true imagine how easy it would be to heal your kidneys and stop needing dialysis. But it's not true. It's a lie and Edinell Calvario is a liar for ever making it which is why she removed that claim from her website. But the claim is still being made in the literature her organisation hands out to customers. The USA's National Kidney Foundation says people with kidney failure should not take rhizome because it contains potassium and that is actually bad for people with kidney disease.

This is the proper position to steam your vagina. Lying down with your legs up against the wall. Actually the lying down position is what you do after your vagina has been steamed and you insert a few drops of the Healing Oil. Is that safe? Putting Healing Oil in your vagina when it's supposed to be for topical use only?

Finally here is the stupidest advice of all. I laughed for a good while when I read it.

Drink warm shaken water because it breaks up the clustering of water molecules and keeps you hydrated longer.  It's hilarious that Edinell Calvario had to add a rationale for this practice because its so obviously dumb. Not just dumb but unscientific and absurd. Your body will absorb all the water you drink in the same way whether shaken, stirred, or still and no amount of shaking is going to uncluster the water molecules.

There is a lot more that could be said about Edinell Calvario and Healing Galing but this should suffice for now. If you are researching Edinell Calvario and Healing Galing products and have stumbled upon this article I hope this has been helpful. Do yourself a favour and do not listen to her health advice. And remember...Edinell Calvario is not and never has been a medical doctor, is not licensed to practice medicine in the Philippines, nor are Healing Galing or the Stem Cell and Longevity Clinic approved and registered medical clinics.

Motorcycle Madness 6

It's always difficult to take a good picture of a motorcycle when it is in motion. Sometimes it turns out blurry.  Sometimes you don't get a good angle like in the last photo where the only the rear of the motorcycle is visible. But if you look closely you will see a tiny leg dangling indicating that a small child is riding up front. The fourth picture also has a child squeezed in between two adults but you have to look closely. Lately I have seen a lot of motorcycles with two adults and three small children but luck is always against me as my camera is not at the ready.

Martial Law: The Art of Assassination

It's been two months since the bombing of the cathedral in Jolo. Now there have been two more IED explosions this time in Sultan Kudarat and in Baguio. Last time there was a bombing in Sultan Kuradat was August 2018 and ISIS claimed responsibility.
http://cnnphilippines.com/regional/2019/4/3/sultan-kudarat-explosion.html
"We will strengthen further the security measures in Isulan and other parts of the AOR. We will also exert our best efforts to apprehend the perpetrators and give justice to the victims," JTFC Commander Major General Cirilito Sobejana was quoted as saying in a statement.
Isn't this what the AFP says each time an attack happens? That they will strengthen security measures?  Whatever strengthening measures they have taken it seems are not strong enough. Is CCTV one of those security measures? The bombing, from placement to explosion, was caught entirely on camera.

Those cameras appear to belong to the restaurant but did you know that IBM set up a CCTV system in Davao while Duterte was mayor?

https://theintercept.com/2019/03/20/rodrigo-duterte-ibm-surveillance/
IBM’s installation, known as the Intelligent Operations Centerpromised to enhance authorities’ ability to monitor residents in real time with cutting-edge video analytics, multichannel communications technology, and GPS-enabled patrol vehicles.
The 2012 IBM deal was signed by Rodrigo Duterte’s daughter, Sara Duterte, who was Davao City’s nominal mayor at the time, while her term-limited father served as vice mayor; under Sara Duterte, the killings continued. The system, according to local news reports, was deployed in June 2013, just as Rodrigo Duterte was about to return to the mayoral seat he had already held for nearly two decades. The police command center, Sara Duterte told the Durian Post, “is now infused with IBM’s IOC technology,” allowing police to “shift from responding to critical events to anticipating and preventing them.”
In December, a local newspaper reported that the Philippines had secured a 20 billion-peso loan for the installation of thousands of surveillance cameras across Davao City and metro Manila in collaboration with a Chinese firm, an installation that would reportedly include a national command center and feature facial and vehicle recognition software. In a January interview on Filipino television, Epimaco Densing III, undersecretary of the Department of the Interior and Local Government, said that a goal of the project is to detect the faces of terrorist suspects and prevent crimes before they take place.
The idea of a pre-crime division of the police is disturbing to many but such fears might be unwarranted since it appears the these systems don't actually prevent crime or predict crime at all. CCTV also caught the explosion and identified suspects in the Jolo bombing but it did not prevent the attack from happening. In September 2018 PNP Chief Albayalade revealed some of these preventative measures being taken to prevent terrorism.
“What we can do only is to implement preemptive measures,” said Albayalde.
Part of the security measures, according to Albayalde, is to strengthen the intelligence in Mindanao and strategic deployment of policemen to reduce the capability of some groups to carry out attacks.
https://news.mb.com.ph/2018/09/02/pnp-afp-move-to-preempt-more-terror-attacks-in-mindanao-ahead-of-barmm-plebiscite/
The AFP had this to say after the recent blast in Sultan Kudarat.
“We intensified our intelligence operations to apprehend the perpetrators and to thwart further hostilities," said Major General Cirilito Sobejana, Joint Task Force Central Commander.
Meanwhile,  Lieutenant General Arnel Dela Vega, Western Mindanao Command chief, condemned the attack and said "austere security measures are implemented by their forces."
https://www.gmanetwork.com/news/news/regions/690250/troops-tighten-security-after-blast-hits-isulan-town-in-sulu/story/
What it means to intensify intelligence operations or implement austere security measures is anyone's guess. Surely the PNP and AFP do not want to give themselves away but how much is there to give away in the first place? Certainly one way to increase security measures is to have proper training in order to be prepared for all eventualities. Such is the reason for the annual Balikatan exercises.

http://www.pna.gov.ph/articles/1066338
"In the same note, I also like to address the Filipino soldiers who shall be participating in 'Balikatan' 35-2019. I urge you to maximize and make the most out of this experience and opportunity to acquire knowledge and to apply the learnings into concrete outputs so that we could better perform our duties in serving our people and protecting our state," Armed Forces of the Philippines (AFP) Chief-of-Staff Gen. Benjamin Madrigal Jr., said on Monday.
"All of us understand how threats on security constantly evolve, including the non-traditional security challenges at present. As we have this year's 'Balikatan', we will shoulder the load together to prepare for these scenarios and should a crisis or national disaster occur in the future, we will be ready," Madrigal said.
Preparation for any scenario will make the AFP ready to face the challenges are head. That is a farsighted policy and it is good. But it is not without detractors.

https://www.gmanetwork.com/news/news/nation/690102/balikatan-exercises-useless-waste-of-money-must-be-stopped-solons/story/
In Divine Reyes' report on Super Radyo DzBB, Casilao said, "This annual Balikatan exercises, annually reminds us of how it is useless for the Filipino people as obviously, it failed to enable the armed forces to defend the national territory from foreign aggressors."
"Filipino taxpayers have paid $11.6 million or about P600 million for these missiles, but they are unused against foreign aggressors, to uphold national sovereignty and territory," he said, asserting that it is apparent that Balikatan exercises was never designed against foreign aggression, but for counter-insurgency and facilitation of US military intervention.
However, according to GMA News Online's interview with the Armed Forces of the Philippines' Chief of Public Affairs Noel Detroyato, the conflict with China is exactly why they train themselves because they train for any eventualities.
Detroyato emphasized that trainings and exercises are a big part of preparing soldiers for any possible security issue.
He said, "Resources are never wasted on training... Kasi for us hindi naman pang giyera lang to. We are also the country's first line of defense kapag may calamities and other eventualities."
"Preparation for calamities, anti-terrorism is never a waste of money. It must be a continuous training," Detroyato added.
Detroyoato's comments are kind of a head scratcher seeing as the DND ceased urban warfare training since the AFP was not using the skill thus leaving them unprepared for the Battle of Marawi.
"It's a skill we used to have but we lost along the way because we didn't use it. We keep training our people in what we call the military operations in urban terrain, MOUT.  But we seldom use it, we never use it, so we stopped teaching our people at the Marawi camp. So now we have to reacquire that skill plus the necessary equipment that goes with it.
https://philippinefails.blogspot.com/2018/06/martial-law-no-ready-reserve-ammunition.html
Strangely enough this bombing maybe not be related to Islamic terrorism at all. It could be an attempt at extortion.

https://www.rappler.com/nation/227346-probable-motive-behind-isulan-sultan-kudarat-blast
"Last week nagreport sa police station yung may-ari ng Carlitos Chicken dahil nakareceive sila through text messages ng extortion demand (Last week, the owner of Carlitos chicken reported to the police station becuase he received extortion demands through text) ," Rasco told Rappler.
Rasco added: "Ngayon, nag-text daw ulit, 'Natanggap niyo na ba?' (The suspects texted again, 'Have you received it?')"
It's unclear what the conditions for the extortion demand were, but police suspect the usual: money.
This doesn't mean, however, that cops will shut the door on a terrorism motive, given that 8 months ago, two consecutive bombs exploded in Isulan and were attributed to local terror groups. (READ: 2 deadly bombings in a month demonstrate ISIS tactics
"Terror is always possible, but we're going for the probable motive, the extortion, because of the extortion demands," Rasco added.
We will have to leave it to the PNP to crack this case.

The second bombing was in Baguio and was the work of the NPA.

https://www.sunstar.com.ph/article/1799918/Baguio/Local-News/1-dead-9-injured-in-IED-blast
“In April 1, our operatives from the PNP and AFP were alerted after finding an IED which forced them to delay the hot pursuit operations. Upon continuing with their operation, another unexploded IED was again found by the government troops,” Lacuata explained.
Last night, April 2, during the continuation of the hot pursuit operations, our troops failed to secure a planted IED which unfortunately exploded killing one and wounding nine of our government troops, and we are hoping that no other individuals would be added to the list of casualties,” Lacuata added.
Whoopsies! They forgot to secure the IED and it exploded. The NPA is of course still very active. They plant IEDs and they engage in firefights the with PNP and the AFP. The AFP recently recovered 52 kilos of landmines owned by the NPA.

https://www.philstar.com/nation/2019/04/04/1907043/52-kilos-landmines-seized-compostela-valley
The military said residents provided information that resulted in the recovery of the landmines.
The Philippine Army said New People’s Army rebels used landmines to augment the dwindling number of their firearms amid recent surrenders and arrest of NPA guerrillas.
At least 218 guns and 69 landmines have so far been seized in Eastmincom’s areas of responsibility this year.
Santos thanked concerned villagers for reporting the presence of NPA rebels in their areas.
The NPA also kidnaps people. But just to show their goodwill they also release their captives.

https://newsinfo.inquirer.net/1104039/npa-releases-abducted-barangay-chief-2-others-in-mindoro
Lt. Col. Socrates Faltado, information officer of the Mimaropa Police Regional Office, said Peter Delos Santos, chairman of Barangay Malo in Bansud, and wife Ruth, and Rocky Boy Bueta, aka Ricky Capillo, were released at about 6 a.m. Saturday — or a few hours after they were allegedly abducted around 8 p.m. Friday in Malo.
Another man, Raymundo Malupa, a member of the Citizen Armed Force Geographical Unit Active Auxiliary, is still being held by the captors as of this writing.
Faltado said the alleged “extortion and kidnapping” was carried out by around 10 suspected rebels, one of them a woman, clad in military uniforms.
A report said Delos Santos is a known supporter of the incumbent and re-electionist Bansud Mayor Angel Saulong.
On Thursday, Saulong told police that, while conducting a campaign rally at Malo, he received a text message from the NPA demanding payment of a permit-to-campaign.
He said the rebels also threatened to harm the candidates running for the May elections campaigning in the area.
Turns out this not a show of goodwill. The NPA kidnapped these people and then extorted money form them which is why they were let go. In addition they are demanding campaign fees from the Mayor and threatening to harm other candidates. Will Saulong pay or will he end up dead?

Just how can the AFP and PNP finally eradicate the scourge of the NPA? They have landmines and high-powered weapons and an alleged network of assassins called the Sparrows who take out PNP officers and AFP troops regularly. How about fighting fire with fire?

https://www.philstar.com/headlines/2019/04/08/1908181/duterte-afp-pnp-learn-art-assassination
President Duterte is urging the police and military to form their own hit squads to go after communist New People’s Army (NPA) guerrillas, and to “learn the art of assassination.”
Duterte over the weekend expressed displeasure that the Communist Party of the Philippines, its political arm the National Democratic Front and the NPA have stepped up attacks against government forces.
“I’m addressing myself to the police and the military. I’ve been telling you: sparrow, sparrow, sparrow. Kasi kukunin talaga nila ‘yang armas na ‘yan. Para sa kanila, ‘pag makakita ng armas ‘yung NPA, hindi ka hintuan niyan hanggang… So you – sabi ko, learn the art of assassination,” said Duterte, apparently referring to the NPA urban hit squad Sparrow Unit, whose members seize the firearms of law enforcers.
This rhetoric from Duterte is nothing new at all. Last December he mulled the creation of a Duterte Death Squad composed of civilians to fight the NPA. Lorenzana countered that soldiers would be better for the job and PNP Chief Albaylade said there had been no Sparrow units for three years. The thing to take note of here is that in five months time nothing has come of this projected death squad. Don't the PNP and AFP both have well trained snipers?

Despite everyone patting each other on the back over the BARMM and how a new era has dawned this week the MILF were up their old tricks again fighting agents of the Philippine government.

https://www.mindanews.com/top-stories/2019/04/4-killed-in-milf-pnp-clash-in-lanao-sur/
Amid promises to end the war in the new Bangsamoro entity, a fresh clash in Madamba, Lanao del Sur involving Moro Islamic Liberation Front (MILF) members and police commando forces has resulted to heavy casualties on both sides.
Col. Madzgani Mukaram, provincial police commander of Lanao del Sur said, said a law enforcement operation was conducted dawn today against murder suspects in Barangay Ilian of the said town.
We brought five warrants of arrest for the suspects who killed a village official who just won last barangay election but we ended in heavy fighting,” Mukaram said.
Four of the suspects were killed after resisting arrest. Among them was Zanadin Macalatas Ameril, the main subject of the warrant. Two of his buddies who are also in the charge list for murder were killed – Usop Abdulaziz and Alican Usman.
According to Mukaram, Ameril was charged for killing his political rival after he lost in the recent Barangay election in July 2018. The victim was Edu Masalama of Barangay Tabaran.
Mukaram said while the troops were about to leave the area, a number of heavily armed relatives of the suspects blocked their way, including the police car, and pounded the policemen with grenade launchers and automatic fires.
He said an extended firefight ensued, starting around 1 a.m. until 10 a.m., resulting in the wounding of eight policemen and one still missing.
Von Al Haq, the military chief of the MILF, confirmed that the armed men the policemen engaged, including those killed, were their members and the area is a recognized MILF camp headed by Kumander Abu Haniff.
He said that the Coordinating Committee on the Cessation of Hostilities of both parties are conducting investigation on the matter. We want to know if there was coordination made,” Al Haq noted.
But Mukaram insist that there is no need for coordination since the area is not an MILF recognized camp.
A portent of things to come? A MILF member kills his political rival after he won the election and when the police come to arrest him he and his comrades open fire resulting in a nine hour firefight. Note how there is the assumption that the authorities are not allowed into MILF camps. They are sanctuaries as it were. If you are a MILF member and you kill your political rival just hide out in a MILF camp and wait for the eventual pardon which is part of the peace plan.

Remember peace means independence and only Moros are part of that plan.
In his speech, President Duterte referred to the inauguration of the BARMM as opening a new chapter in our history even as he said that the new autonomous region is envisioned “to address the injustices of the past and plot the new course towards a more promising future for Mindanao and the rest of the country.”
This momentous event brings us a step closer to the realization of our decades-old dream of a peaceful region that is governed by the autonomous government that serves all Muslims, Christians, lumads, and other indigenous peoples, and every Filipino who also call Mindanao their home,” Duterte said.
It is high time, then, that the BARMM constituents – the Moros, the Christian Settlers and the Lumads – realized the imperative of rallying behind the leadership of the new regional government.
What used to be a mere dream for all of us, that is to have a regional government responsive to our needs, is now in our hands.
The key phrase in this opinion peace is "Christian settlers." That is exclusionary language. It says the Christians are foreigners and do not belong but while they are here they had better support and obey the new government. Calling the BARMM a fulfilment of a dream of regional government responsive to the needs of the people is outlandish as the ARMM was to fulfil this dream as well. But what happened? Typical Philippine corruption is what happened. How then can the BARMM succeed and its leaders not succumb to the temptations of corruption? By having the ruled monitor the rulers.
The interim Chief Minister of the Bangsamoro Autononomous Region in Muslim Mindanao (BARMM) wants  residents to participate in the attainment of “moral governance” by “reporting the performance, or the lack thereof, of our regional and local officials.”
He spoke of many “wonderful plans” that were often unfinished. “In the evaluation and monitoring, we shall now involve our people in reporting the performance, or the lack thereof, of our regional and local officials,” he vowed.
But he did not say what mechanisms would be employed to involve the people in monitoring and reporting and to whom should they report.
Ebrahim said the government they were inaugurating was “founded on the sacrifices of the Bangsamoro” and “must be driven by our collective aspirations for the affirmation of our distinct historical identity, and the right to chart our political future through democratic process.”
Murad wants the people to report on the performance of officials. He wants the people to monitor the government and expose corruption if they see it. But he does not have a mechanism whereby they can do so. Also how would they even do this? How can they really monitor the government when much of what it does is done behind closed doors far from the people?

Note again his remarks about the BARMM being "founded on the sacrifices of the Bangsamoro" and that it must he driven by "our collective aspirations for the affirmation of our distinct historical identity and the right to chart our political future." How much clearer could he be that the BARMM is for the Bangsamoro people only and that they are ultimately striving for independence? How many ways do they have to say it before people actually believe it?

Several Huge Stacks of Speakers

On a drive into the local barangay to print some documents I saw huge several huge stacks of speakers each blaring different music at different levels.

My first thought was it was a pretty odd sight to see being that there is no fiesta and the stacks are all separated at a good distance from each other. No one was dancing. No one appeared to be in a party mood. What could possibly be the point then? Just makes things more noisy. But it turns out there was a fiesta happening. Usually the speakers are set up in the public gym because that is where all the activity takes place. Why they were set up in the street at intervals I have no idea.

I did not consider it at the time but on the way home it suddenly occurred to me that this must be the source of the loud boom-boom-boom I had been hearing all weekend. In the first set of speakers there is a part painted green and in person they looked like missiles. Very fitting since these speakers are calculated to blast noise straight through the air and into your ear thus destroying any peace and quiet you were enjoying.

Picture of the Week: A Lovely Bunch of Coconuts

Everyone sing along with Zazu:

♫ I've got a lovely bunch of coconuts deedlee-dee
There they are, all standing in a row
Big ones, small ones, some as big as your head ♫

Well that is way more than just a bunch of coconuts.  It is an entire jeepney stuffed chock full of them! No room has been left for the men who I assume harvested these coconuts. They have to hang on the back for their dear lives. Hopefully none of the coconuts roll off the top or out the windows and into oncoming traffic. That would not be very lovely.
