The Philippine Veterans Affairs Office (PVAO) was flagged by state auditors for its payment of P70.25 million worth of pension to 5,721 soldiers who turned out to be dead. 
"Comparison of the payroll of pensioners and list of reported deaths for CY 2018 disclosed that 5,721 or 84.5% out of 6,768 total reported deaths continuously received their regular monthly pensions which ranged from 1 to 64 months, thus [resulting] in the overpayment amounting to P70,250,300.00," said the Commission on Audit (COA). 
COA recommended that the PVAO identify the officials involved in the lapse and "hold them liable." 
This is apparently a lingering problem in the PVAO because from 2015 to 2016, the agency also paid pension to dead veterans. The agency, in fact, improved in 2018.
How hard is to verify payees are still alive? Is there not a system in place to notify the PVAO of the death of payees?

With this problem, the officials wondered how PhilHealth could be trusted to manage efficiently the universal health care program’s initial fund of around P257 billion. 
They lamented that over the years, the PhilHealth management seemed to have turned a blind eye to the situation even as a number of hospitals have taken advantage of it. 
The hospital schemes range from upgrading ailments of patients and admitting beyond their bed capacity to treating dead patients.
It's a redundant question. PhilHealth will not be able to efficiently run the UHC program. More money will be lost and it will be a disaster. European style social programs are not for the Philippines.

"I'm asking COA to reconsider – ano ba naman 'yang (what is) P5 million. Actually, that P5 million is worth billions in terms of your kind generosity to finance the poor people na Muslim para makapag-Hajj (poor Muslims so they can participate in Hajj)," he told a roomful of Muslims and government officials. 
But COA said the money should be refunded since it is "not among the authorized expenses in the Memorandum of Agreement executed by the Office of the President and the HUDCC." 
The P5 million was part of the P500-million fund from the Office of the President for operational expenses of Task Force Bangon Marawi, headed by the HUDCC. 
Duterte told state auditors to deepen their understanding of Muslim culture, saying this would cause "less friction in society." 
He then said that if COA's findings lead to jail time for Del Rosario, he and his daughter Davao City Mayor Sara Duterte should also go to jail because they both dedicated some Davao City funds for Mecca pilgrimage of some Davaoeños. 
"Don't put Del Rosario in jail because I'll have to go to jail too, and Inday. We will revolt in Mindanao. I will start again to gripe against the historical injustices of the Moro," said Duterte.
The HUDCC illegally diverted Marawi rehabilitation funds to send 27 Maranaos on the Hajj. Now the President is asking the COA to turn a blind eye because if they don't then there will me more rebellion in Marawi and Mindanao. He also admits that Davao City funds were diverted to send people to Mecca. Duterte is literally giving his blessing to corruption because it benefited a few Muslims.

He helps arrest drug pushers when he is on duty as a police officer, especially since he is a member of the Labangon Police Precinct’s Drug Enforcement Unit. 
But when he goes off duty from his law enforcement job, Police Corporal Rogelio Atillo, surprisingly dons another secret hat as he allegedly turns into the person he chases as a police officer — a drug pusher.
It's amazing how many drug dealing cops are part of drug enforcement units.

A PhilHealth official, who requested anonymity for security reasons, said that every time someone new came in to head the state insurance company, a group of board members saw to it to bring to that person’s attention the need to review PhilHealth’s case rates and the payments made, which the Commission on Audit has repeatedly flagged over the years. 
Despite calls for a review of the existing rates given to hospitals or to at least put in place safety measures, another PhilHealth official said “nothing has been done.” 
“We all know that we’re losing a lot of money. Why isn’t there anybody who’s in a position to do something about it not doing something?” said the official, who also requested not to be identified. 
One reason the “racket” persists, despite public pronouncements of accountability, is the existence of a “mafia” in PhilHealth, which “ensures that there’s no review of the rates and overpayments,” the official said. 
And how does this supposed mafia, which he alleged “is sadly composed of the majority of the executive committee,” get what it wants? 
“They gravitate and ingratiate themselves to the [PhilHealth] president and make sure that nobody else gets close. They befriend him and cater to his whims,” he said. 
What happens next is that the mafia will turn the tables on officials who seek reforms in PhilHealth by accusing them that they are, in fact, the real mafia, he added. 
“There is a culture of fear. You can’t blame them. Once in a while, there would be motherhood statements denouncing the fraud, but nothing happens. Those who really try to fix it, they get removed, end up being called troublemakers. I really feel sorry for them,” she said. 
Even doctors and hospitals, she said, would not dare come forward to talk about the shenanigans going on in PhilHealth out of fear that their accreditation will be removed, thus depriving them of patients.
There is too much money to be made from skimming off the top. With no incentive stop graft and corruption the loses will continue to pile up.

The regional director of the Police Regional Office (PRO) in Central Visayas on Tuesday warned members of the Philippine National Police in the region, who are caught investing in a pyramiding scheme of a Mindanao-based organization that is now active in the region, that they will be relieved and disarmed. 
Brig. Gen. Debold Sinas, PRO-7 regional director, issued the warning after he received reports that more than 10,000 people have been recruited “to invest” in the KAPA Community Ministry International Inc. since it started operating in Cebu three weeks ago. 
The organization has been actively recruiting teachers, police officers, personnel from the Bureau of Jail Management and Penology (BJMP) and Bureau of Fire Protection (BFP), Sinas was quoted in a radio report as saying.

President Duterte has ordered the Philippine National Police (PNP) and the National Bureau of Investigation (NBI) to shut down investment scams like Kapa-Community Ministry International, operating mainly in Southern Mindanao. 
In an interview by his friend Pastor Apollo Quiboloy livestreamed on YouTube very early on Saturday morning, June 8, Duterte said the activities of these companies were clearly a form of "syndicated estafa." 
Several investment scams have sprouted in Southern Mindanao and have reportedly branched out to as far as Luzon in recent days. These include Kapa, headed by Joel Apolinario, which promises a 30% “love gift” each month. 
Some schemes, such as the Tagum City-based Rigen Marketing, Jogle, and Ever Arm, even promise a return of up to 500%. 
In the interview, Duterte said the NBI should immediately put a stop to these schemes
The Securities Exchange Commission had repeatedly issued cease and desist orders (CDO) against Kapa and other investment schemes but they continued to defy the orders.
Apolinario's group challenged the SEC order before a General Santos City court but it was rejected. In March, the SEC made its CDO against Kapa permanent. 
Ahead of the midterm elections, Interior Secretary Eduardo Año ordered the police and local government officials to shut down Kapa and other investment schemes but even mayors and governors were reluctant. 
A politician hinted that going against these investment schemes could mean defeat. For example, in Davao del Norte, Kapa alone has over 10,000 members, according to sources. 
There were also some reports that several politicians wooed votes by telling people they would not shut down Kapa and others when they win. 
If the government really wanted to shut down this "ministry" they would do it. They arrested Maria Ressa several times over taxes evasion and libel. They even dragged her before the SEC and revoked Rappler's registration. If they wanted to get the owners of Kapa they could do it end of story and it appears some local officials do not want to go after them.

Lt. Col. Socrates Faltado, the Mindoro, Marinduque, Romblon, Palawan police information officer, said Reydante de Lara, 53, was traversing the national road onboard his motorcycle when, at Sitio (sub-village) Esperanza in Barangay (village) Mulawin, two unidentified gunmen riding in tandem on a motorcycle shot him at around 6:30 p.m. Lara died on the spot.

A 10-foot hole inside a controversial facility for abandoned children and elderly yielded piles of food stuff which Mayor-elect Isko Moreno Domagoso said were signs of a sabotage against his incoming administration even at the expense of the needy. 
Domagoso on Monday (June 10) said heaps of rice, sugar, coffee, noodles, oatmeal and chocolates were buried in the hole but these were not spoiled or past their expiry dates. 
“The food stuff was not spoiled,” said Domagoso, who defeated outgoing Mayor Joseph Estrada by a landslide and became one of the young politicians able to topple a political dynasty. 
“These are still fit to eat and could still benefit children and the elderly living in Boystown and who have nothing to eat,” Domagoso said. 
“This is clearly an attempt to sabotage the city government of Manila,” he said in a statement, referring to his incoming administration. 
These are government property,” Domagoso said. “If they would be thrown away, the head of the center should be informed,” he said.
Domagoso conducted an inspection in response to social media reports that food products had been dumped at the Boystown in an attempt to hide these from the incoming administration.
Throwing away food owned by the city and intended to feed orphans and the elderly is indeed callous and sickening.

(Who are these people who said that I am not smart enough to be a senator? Show them to me because I can have a debate with them that would go on for a year. If you say my mind is empty, then let us engage in a debate.)
Dr. Bato has already admitted that he does not know what the Senate does and that he will practically be Duterte rubber stamp. What is there to debate? Nothing!

The Sandiganbayan has found the former mayor of Carmen, Bohol guilty of illegal exaction for his supposed unlawful collection of fees from business permit applicants in 2009 amounting to P110,700. 
The case stemmed from Molina and Pana's collection of P300 from more than 400 applicants of municipal business permits (business plates) between January to February 2009 despite the lack of an ordinance authorizing additional fees aside from those allowed by law.
Ten years later and a decision has been rendered.

(The real thing is that the people are being given food, transportation fare and P500 so they will be contented and happy. But the hospital, in cahoots with doctors and PhilHealth officials, they will collect around P16,000 and sometimes P32,000.) 
Garin then recounted that PhilHealth was also funding treatments of alleged fake cataract surgeries in 2006.
If no one was held accountable in 2006 then no one will be held accountable in 2019 either.

The Commission on Audit (COA) has called out the Office of the Vice President (OVP) over several deficiencies in the implementation of its locally funded projects (LFPs) totalling P44.664 million under its Angat Buhay program.  
Based on COA’s annual audit report uploaded on its website on Tuesday, the OVP transferred in 2018 a total of P44,664,978.64 to 29 cities and municipalities to finance various projects and activities as part of its Angat Buhay poverty alleviation program. 
Among the deficiencies cited by the audit body was OVP’s failure to demand official receipts (ORs) as well as liquidation and accomplishment reports from the recipient local government units (LGUs), “casting doubt on the regularity, completeness and accuracy of the projects.”
Interesting because this is Robredo's signature program. Why wouldn't her office be more diligent in making sure the projects are properly implemented and accounted for?

President Rodrigo Duterte claimed on Saturday that veteran journalist Ellen Tordesillas of VERA Files has cancer. 
In his interview with Pastor Apollo Quiboloy on Sonshine Media Network, Duterte alleged that Tordesillas has been soliciting financial help because of her condition.
It turns out Duterte lied. Tordesillas does not have cancer and did not ask fir money when she did have it. Once again the President proves he is a liar.

In its 2018 audit report, the COA said PDEA spent P110.821 million in its local travels by Dec. 31, 2018. But airfare payments and liquidation reports amounting to P22.451 million, or 40.99 percent of the total travel expenses incurred for the period, had insufficient supporting documents. 
COA added that PDEA submitted some 101 disbursement vouchers for various transactions amounting to P51.831 million which also lacked official receipts. 
“This situation is not in accordance with existing laws, rules and regulations and casted doubts on the validity, existence, occurrence, and regularity of the claims,” COA noted. 
“The incomplete documentation of the transactions, aside from non-adherence to existing rules and regulations, rendered difficulty in ascertaining the propriety, necessity and validity of the transactions,” it added.
Thank goodness for the COA which has oversight of the finances of all these departments. Not a single one is without irregularities.

The senior citizens of Barangay Mambaling were the latest to be affected by the continuing dispute between suspended Barangay Captain Gines Abellana and Mambaling first councilor and Acting Chief Anne Marie Palomo. 
This after the distribution of the financial assistance for the senior citizens was delayed because of the standing feud between both barangay officials. 
Barangay Councilor Owen Atillo, an ally of elected and suspended Barangay Captain Gines Abellana, told CDN Digital that the distribution of the cash assistance was supposed to be done at the Mambaling Barangay Hall on Thursday morning, June 13, 2019, from 8 a.m. to 12 noon.
A few weeks ago these two people were preventing emergency fund from being released to fire victims. This week it's senior citizens who are suffering because of their feud.

The head of the government-run Philippine Information Agency (PIA) has been stripped of authority over personnel amid an escalating internecine strife among President Rodrigo Duterte’s press officers. 
PIA Director General Harold Clavite received on Tuesday an order from Communications Secretary Martin Andanar subjecting his decision to hire, fire or discipline employees to Andanar’s final approval. 
Clavite responded on Wednesday through a post on his Facebook account, saying the order was one of Andanar’s “ill-advised and haphazard” decisions. 
The order came a day after the Presidential Communications Operations Office (PCOO) announced that it was investigating Clavite for alleged corruption. 
It said Clavite was being investigated for alleged splitting of contract for the purchase of Asean Komiks, misuse of funds for hotel accommodations, and irregularities in the production of information materials for the Employees’ Compensation Program and in the airing of the government television program “Like Pinas.” 
Splitting of contract is a strategy to skirt auditing and bidding rules. 
Clavite, in a Facebook post on Monday, said the allegations were baseless and unsubstantiated, and was part of a “demolition job” that had been going on since he undertook a series of financial and organizational reforms in the PIA, including a fact-finding inquiry into irregularities in the agency’s transactions.
The head of the PIA is being investigated for corruption at the urging of the PCOO. The head of the PIA calls the charges baseless and are part of a demo job for exposing corruption in the PIA. Who knows where this will go?

Vice President Leni Robredo on Thursday, June 13, urged the Supreme Court sitting as the Presidential Electoral Tribunal (PET) to rule on the revision of pilot provinces, claiming “clear victory” in the electoral protest. 
“Without preempting the resolution of the Honorable Tribunal, the result of the revision, recount, and re-appreciation of the ballots clearly confirm the victory of protestee Robredo. Wherefore, it is respectfully prayed to the Honorable Tribunal to immediately resolve all pending incidents after the revision and recount of the ballots from 3 pilot provinces,” said Robredo’s motion. 
The protestant, defeated vice presidential candidate Bongbong Marcos, was quick to call the claim “self-serving assumptions.” 
The official count from the 2016 results showed Robredo with 263,473 lead over Marcos. 
Based on recount from pilot provinces Camarines Sur, Negros Oriental, and Iloilo, the Robredo camp is claiming that the lead has become 279, 215 or an increase of around 15,000 votes.
Whatever the truth is hopefully the recount can be resolved sooner rather than later.

The Commission on Audit has recommended the filing of administrative charges against Bureau of Immigration officials and employees for allowing the departure of aircraft owned by airlines that owe the agency over P273 million in administrative fines for bringing into the country undocumented aliens. 
COA also chided BI officials for splitting job orders and purchase orders in implementation of projects and the procurement of tabulating stock forms amounting to P4.10 million and P5.23 million, respectively.
Sounds like the BI is pretty corrupt.

NCRPO Director Major General Guillermo Eleazar sacked Thursday a station commander in Pasig City after he discovered empty bottles of liquor, water, and plastics scattered inside the precinct.
The desk officer and administrator of the precinct, whose names were withheld, were likewise removed from their post. 
The PNP is doing its best to portray a clean environment and credible, effective policemen as part of the PNP transformation program 2030.
Nothing new about this. Bato sacked a few people for messy precincts. Why are there liquor bottles on any PNP precinct grounds? That should be grounds for termination!

The Commission on Audit (COA) has flagged the Philippine Navy over some P2.26 billion in delayed and unimplemented deals that it coursed through the state-run Philippine International Trading Corp. (PITC). 
In its annual audit report, the COA said procurement outsourcing through the PITC was “ineffective” and deprived the Navy of the immediate use of the planned projects.
“The inability of the PITC to deliver the goods and services is contrary to the very purpose of procurement outsourcing which is to hasten project implementation and had resulted in accumulated huge idle funds,” the COA report, released on June 3, said. 
According to the report, the Armed Forces of the Philippines tapped the PITC in 2014 to procure major goods, services  and infrastructure projects for the military. 
However, the COA found that the memorandum of agreement between PITC and the AFP did not specify timeliness for completion of projects outsourced to them. 
Due to the inefficient system, the Philippine Navy had transferred some P2.26 billion to the PITC, but as of the end of 2018, only a measly 3.5 percent or P81.84 million worth of equipment and supplies had actually been procured. 
“The lack of timeline of delivery or completion of procurement procedures … is disadvantageous to the AFP,” the COA said.
Even the Navy cannot escape the eye of the COA!

Is Kapa Community Ministry Really Just a Scam?

Kapa Community Ministry is in a lot of hot water. Accused of being a ponzi scheme they have had their SEC registration revoked. In spite of that they are still operating and local politicians have refused to shut them down. Now Duterte has jumped into the fray ordering their immediate shut down. Both the PNP and SEC are preparing criminal cases. The NBI has even raided their offices despite not having a case! The raids were executed in hopes of finding evidence to build one!

What is this all about?  Let's take a brief look.



Kapa Community Ministry is the ministry of Pastor Joel Apolinario which he founded in 2016. According to the Kapa website Pastor Joel Apolinario is: 
...a Pastor, a Scientist and an Inventor for the system he is employing with where donor of any amount as member of the Kapa Commnunity Ministry International Inc. can continously recieve a love gift.

Nothing says "legit" like calling your ministry "100% Legit." The reason Kapa insists they are legit is because some are alleging that Kapa is running an investment scam where you will receive a 30% return for life.  As the bio for Pastor Joel says donors can continuously receive a love gift. Calling investors donors rather than investors is another part of their stab at legitimacy. Kapa is after all a religious organisation and not a business.

They also have a 100% legit community service award from Gawad Pilipino which means their community service is for real. Expect it's only for members. 

Kapa has been facing an uphill battle for a while having their SEC registration revoked and even though Duterte might finally smash them members at least did their best to vote for those who support them.  Here is a sample ballot.

Do Bato, Go, and Marcos really support Kapa? Apparently. 

If Kapa is a scam then why are many people supporting it? Kapa was founded in 2016 but already boasts a large network of supporters, 10 million according to the video at this link, and is able to engage in community service on an enormous scale. How did they grow so fast? How does one obtain mines and farms in only a few years? Who the heck is Pastor Joel Apolinario and what does he teach exactly? What kind of religious organisation signs up with the SEC? I don't know because I cannot find any information about their teaching and beliefs or their history. What I want to answer is why people would support an organisation that some consider to be a scam.

The answer is the benefits. The tangible benefits of rice, fish, poultry, and whatever else is given to them no matter how small. While not a socialist state the Philippine government is tasked with many social duties. Read through the hefty and convoluted constitution for yourself to find out. Yet the government is so corrupt they don't provide anything. Social welfare agencies sometimes do not even spend their full budget which means programs do not get put into place. People go homeless and hungry. Universal healthcare is right around the corner but with PhilHealth skimming off the top who will trust them to run it? When a man like Pastor Joel comes along offering not only monetary benefits but also tangible goods why wouldn't the people trust him? He comes in the name of God. He says "To God be the glory," he gives them food and medical care, and in return they only have to give a minimum of P5,000 each month.

There are other elements too of course such as the sense of community which can be both good and toxic. The community INC offers is toxic and leads to families splitting up. I don't know that Kapa has split any families but LGU's have been hesitant to shut them down so there is the possibility of Kapa being a toxic community. Kapa seemingly wields political power by bloc voting not unlike the INC.

None of the articles I have read mention a single word about the farms, mines, clinics, and other community projects and services Kapa undertakes for its members.  The focus is solely on the 30% return. While hoping for a 30% monthly return on an investment is foolish I don't think that is the whole reason people are signing up. Without fully investigating Kapa's charitable work and community programs we will not be seeing the big picture.

Right now the government has a whole of nation approach to fighting terrorism wherein they seek to address the root causes of terrorism by providing more government support for citizens. If they wish to keep people from groups like Kapa, who are offering things the government is supposed to supply, then the government will have to step up and implement the programs it has promised and which are constitutionally mandated.

Philippines' Animal Bite Treatment Centres Are Having 10 People Share A One Dose Vial of Rabies Vaccine

As I wrote previously I was bitten by a kitten I rescued and I thought it best to get a rabies shot. The bite happened at 5:30am on a Saturday and two hours later I was at City Health hoping to avail of the free vaccine they offer.  No good. City Health is closed on Saturday!

As if people don't get sick on the weekend!  So it was on to the hospital. I wasn't sure if they had the vaccine.



Of course they did not have it. But all is not as it seems. The hospital as a rule does not stock Verorab, which is the vaccine, but they will either give a recommendation to City Health or a prescription. With the prescription you go to the pharmacy, plunk out P5,500 for three vials, and then return to the hospital so they can administer the shot. I opted for the City Health recommendation because P5,500 is too much.

In the waiting room there was a lady whose daughter needed a shot and the hospital staff asked if we wanted to share the vaccine with her. We each pay half and we each get a dose from the one dose vial. She said no and opted for the City Health recommendation because there would be more people to share with at City Health and that would make the bill much less expensive. I really did not think much about sharing a vaccine with this lady but later the enormity of this incident would become much more clear.

Bright and early Monday morning we left for City Health. They open at eight and the place was packed already. All the staff were busy with the flag raising ceremony which took forever.


They started off with the song The Prayer then the sang the national anthem then they sang three more songs plus a Happy Birthday song and then finally they got to work. What a waste of time. Instead of getting the offices ready they were out there singing and clapping.  And the audio was awful because it was all being piped in via a microphone put close to someone's smartphone.


After looking around I finally found the place to sign up.  It was a double sided sheet and already filled. I was number 89. Names started being called at about 8:05. We waited for about an hour until I saw the following signs and then decided it would be better to just leave and never come back. It wasn't just these signs the turned me away either. I was told the names being called were all from Friday and Saturday! Anyone who had signed up on Monday morning would likely not get called especially since I was told they only see 100 people per day.




There is no vaccine at City Health. What happens is people line up in groups of 10 and then they split the money on the expensive vaccine. A one dose vial magically becomes a ten dose vial! No wonder the lady at the hospital wanted to go to City Health. In fact there she was waiting in the crowd.

How the heck can they extract 10 doses from what is specifically a one dose vial? I took my prescription to several pharmacies and asked to look at the vaccine.



Those are the tiny vials. You mix the solvent with the powder. You get one dose. So says the box.


The instructions specifically say to dispose of  any remaining medicinal product..

I asked each pharmacist about sharing doses. I said, "City Health is going to make 10 of us share this vial to split costs, do you think we can really get 10 doses out of this one dose vial?" Some were noncommittal saying that it is up to the doctor. One was very enthusiastic saying yes I will have to share with ten people and another gave me a what-are-you-talking about look as if I were crazy. She is the only one who seemed to have any problem with 10 people sharing a one dose vial.

What's going on here is that the rabies vaccine is being wilfully misused. Verorab comes in a one dose vial and local clinics are having 10 people at at a time share one vial of the vaccine. How can anyone be sure they are getting a proper dosage? They cannot. Perhaps more ironically is the fact that Verorab is made by Sanofi Pasteur which is the same company who makes Dengevaxia. It was the misuse of that vaccine by indiscriminately vaccinating 800,000 children which led to a public panic and criminal charges against government officials as well as Sanofi Pasteur.

The expense of the vaccine is by no means an excuse for misuse.  It's too bad that a full course of treatment is cost prohibitive for those who need it most, that is the poor. Even well off folks will find it hard to budget P5,500 immediately. I looked all over for articles, stories, statistics, anything about sharing vaccines and there is no information about this practice. Either it is unknown or people do not wish to talk about it or it's nothing controversial and is an acceptable practice. I highly doubt it though. The vial is a one dose vial and to extract any more than that is to misuse the medicine.

This is a practice that definitely deserves more scrutiny from the DOH and even Sanofi Pasteur. The state of Animal Bite Treatment Centres in the Philippines is dismal enough without doctors misusing the vaccine.

Martial Law: Sewing Machines

Money was the subject of last week's martial law update and this week's could very well be the same. In order to win the war against the NPA the Philippine government is bribing rebels to surrender. The E-CLIP program assures money, housing, jobs, and no consequences for rebellion and terroristic actions.

A total of nine former communist rebels and militia members in Negros Occidental received PHP485,000 in cash assistance from the government’s Enhanced-Comprehensive Local Integration Program (E-CLIP) on Monday afternoon. 
Seven of the recipients, who used to be New People’s Army (NPA) cadres, were awarded checks worth PHP65,000 each, broken down into PHP15,000 in immediate assistance and PHP50,000 in livelihood aid, while two Yunit Militia members received an immediate assistance of PHP15,000 each. 
The DILG is the lead agency in the implementation of the E-CLIP, which entitles a former rebel to receive immediate assistance of PHP15,000; livelihood assistance, PHP50,000; firearms remuneration, PHP12,000 to PHP500,000; half-way house assistance; PhilHealth enrollment and medical assistance; education assistance; housing assistance; legal assistance; and healing and reconciliation initiatives.

That's a lot of money and benefits. Being a former rebel pays big time. They don't have to worry at all about the fact they are terrorists and have committed offences worthy of death. If they surrender they will be welcomed with open arms.

Meanwhile, in his statement Tuesday, Lt. Col. Xerxes A. Trinidad, 36th IB commander said “The terrorists were clearly trying to recover Ibuan area by threatening the community thru kidnapping”. 
“Further, they have poisoned the minds of the innocent civilians for them to stop their support to the government particularly in the operationalization of CAA patrol base in their community. Moreover, our units are continuously conducting pursuit operations to rescue the remaining civilian who is still being held and used as human shield by the CNTs,” he said 
“To the CNTs, release the remaining civilian. It is not too late, lay down your arms and return to the folds of the law. Embraced the government in achieving genuine peace and avail the Enhance Comprehensive and Local Integration Program E-CLIP and surrender to the government,” the 36th IB commander added.
After calling these men terrorists who have poisoned the minds of civilians and who are using hostages as human shields Lt. Col. Xerxes A. Trinidad goes on to plead that they surrender to the government and avail of the E-CLIP program. Absolutely no consequences for their actions. And all at the expense of the taxpayer which means those same people who's minds were poisoned by these terrorists will be paying them if they do avail of E-CLIP. What a twisted world.

But this is the Philippines. Up is down and right is left and malversation of funds is OK if the President says it's for a good cause.

"I'm asking COA to reconsider – ano ba naman 'yang (what is) P5 million. Actually, that P5 million is worth billions in terms of your kind generosity to finance the poor people na Muslim para makapag-Hajj (poor Muslims so they can participate in Hajj)," he told a roomful of Muslims and government officials. 
COA, in its 2018 audit report on the Housing and Urban Development Coordinating Council, had said that P5 million was transferred by HUDCC to the National Commission on Muslim Filipinos (NCMF) to pay for Hajj expenses of Marawi residents.

But COA said the money should be refunded since it is "not among the authorized expenses in the Memorandum of Agreement executed by the Office of the President and the HUDCC." 
The P5 million was part of the P500-million fund from the Office of the President for operational expenses of Task Force Bangon Marawi, headed by the HUDCC. 
HUDCC chief and task force chairman Eduardo del Rosario had previously said P5 million paid for the Hajj expenses of 27 Marawi displaced persons
(To the individual Muslim believer, no matter how many mansions you give him or her, a simple token of generosity allowing him or her to go on Hajj is more important.) 
"What's more important to you, your house or Hajj? He will readily say Hajj," he added. 
The HUDCC, asked to justify the fund transfer, said devoting the funds to Hajj would allow "social healing of the victims" of the Marawi siege. 
Duterte told state auditors to deepen their understanding of Muslim culture, saying this would cause "less friction in society." 
He then said that if COA's findings lead to jail time for Del Rosario, he and his daughter Davao City Mayor Sara Duterte should also go to jail because they both dedicated some Davao City funds for Mecca pilgrimage of some Davaoeños. 
"Don't put Del Rosario in jail because I'll have to go to jail too, and Inday. We will revolt in Mindanao. I will start again to gripe against the historical injustices of the Moro," said Duterte.
If the Hajj is more important than a house then why were only 27 people sent on the trip? There are 50,000 people without homes. Why send only 27? Who were these 27? Do they have any direct  or indirect relationship to the President or to any government officials? Questions abound and answers will probably not come. Duterte has previously expressed his disdain for the COA even "joking" about tossing them down a flight of stairs. How much more money for the Marawi rehab fund will be used on projects for which they are not intended? What about money from Davao City? Was that legal? How much was used? 

Even if 50,000 Maranaos remain without housing at least some of them can now start working again thanks tot he Red Cross.

The Red Cross is an organization that enables. This is why it is important that we help people restore their livelihood sources,” the PRC chair added. 
Meanwhile, International Committee of the  Red Cross (ICRC) President Peter Maurer, who is currently in the country for an official mission, said the organization will continue to help people affected by conflict. 
The joint early recovery operations conducted by the PRC and ICRC provided livelihood and shelter repair assistance for a total of 6,014 families from the most affected areas, including over 2,000 returnees who used the P10,000 cash grant to start small businesses. 
The number of households to receive these machines is about 100. This is not the first time sewing machines have been donated to Marwai siege victims. In 2018 50 sewing machines were handed out to Marawi siege victims by The Philippine Business for Social Progress.

Displaced Maranaos aren't the only ones getting new toys. The AFP is getting new helicopters and drones.

The Philippine Air Force continues to expand and grow its fleet as it awaits the delivery of six A-29 Super Tucano light attack aircraft and 16 Sikorsky S-70i Black Hawk combat utility helicopters between this year and 2021. 
The contract signing for the purchase of the Black Hawk combat utility helicopters was unknown to the public for sometime even after Defense Secretary Delfin Lorenzana announced in December last year that the PAF has selected the Black Hawk to replace the cancelled contract of 16 units of Bell 412EP Helicopters from Canada. 
While Lockheed Martin is an American defense company, Lorenzana said the Black Hawk helicopters for the Philippine Air Force will be built by Poland’s PZL Mielec, its biggest production facility outside the U.S. 
“This will replace our ageing Hueys. It will be used to transport troops and supplies, humanitarian assistance and disaster response during calamities,” he told Inquirer.net as he confirmed the signing of the contract in April. 
He said the deal was worth around P12 billion. 
The Vietnam War-era Bell UH-1 Iroquois “Huey” helicopters are currently the workhorse of the Philippine Air Force.

The Philippines, sustaining its bid to beef up its surveillance capabilities, is acquiring eight ScanEagle unmanned aerial vehicles (UAVs) worth $9,633,665 from a subsidiary of aircraft maker Boeing under the United States Foreign Military Sales program. 
“In addition, this order provides for spare payloads, spare and repair parts, support equipment, tools, training, technical services and field service representatives,” the company said through the US Department of Defense.
The ScanEagle is a well-known tactical UAV and used principally for maritime surveillance, with most of the procuring states intending to use it to patrol their vast maritime waters.
All those new toys won't be arriving immediately which means they won't be used in the upcoming assault against Abu Sayyaf.

MILITARY operations are expected to further intensify in the province of Sulu following the arrival of more soldiers there and the death of the last remaining captive of the Abu Sayyaf Group (ASG). 
The deployment of the Army’s 1st Brigade Combat Team (1st BCT) over the weekend has made Sulu as the most military saturated province in the country, given that the 11th Infantry Division (11th ID) has also been predeployed or based there. 
As of now, we are really saying there is no more [captive]. In the past, we have records but, without the proof of life, there is no more report [that] they are still there,” Armed Forces Western Mindanao Command Spokesman Col. Gerry Besana said. 
Horn, who was snatched in Tawi-Tawi along with another foreigner in 2012, was the last remaining captive of the ASG in Sulu, according to Besana. More than a week ago, however, Defense Secretary Delfin N. Lorenzana said that the ASG is still holding 11 captives, including the Dutch. 
With the absence of any kidnap victims in the hands of the ASG, Besana said nothing will no longer hold the military from further intensifying its operations in Sulu in its effort to stop terrorism in the province.
So which is it? Are they still holding 10 people captive as Lorenzana says or are there no more captives as Col. Gerry Besana says? Even the PNP says the ASG is still holding hostages.

While the military’s Western Mindanao Command (Westmincom) said there was no more hostage held by ASG after the death of Dutch bird watcher Ewold Horn, the Philippine National Police-led Anti-Kidnapping Group (AKG) said six people — two foreigners and four Filipinos — kidnapped by the bandit group were unaccounted for. 
The names of the kidnap victims are still listed on their white board at the AKG office here, a reminder that they still have to secure six hostages. 
Police Maj. Arthur Valdez, an AKG officer, said that despite not having proof of life of these ASG hostages, they were still considered “missing.” 
Valdez declined to give details on the remaining hostages but an AKG source, who asked not to be named for lack of authority to speak to the media, said two Vietnamese and four Filipinos were still unaccounted for. 
 “For as long as [there is] no proof of death or life, they will stay in the list,” the AKG said.
Maybe the AFP can use the drones they currently have to verify the fact before they go hog wild.  Of course they have been preparing for all-out war against the NPA and Abu Sayyaf for a long time so who knows if they even will launch an intense operation against Abu Syyaf. What if instead of an intense firefight with ASG the AFP had an intense boodle fight?

Two years after an extremist siege left Marawi City in ruins,  the military has stepped up efforts in helping address the causes of violent extremism in Lanao del Sur. 
Philippine Army's 103rd Infantry Brigade, led by Brigadier General Romeo Brawner Jr., together with other stakeholders, conducted peace-building events and dialogue with the Moro Islamic Liberation Front (MILF) community in Barangay Padas, Pagayawan, Lanao del Sur. 
At a briefing at the headquarters of the 103rd IB  in Kampo Ranao, Marawi City, Brawner said the activities for the day aimed to provide a first-hand coverage of the AFP peace activities with the MILF, along with other partners such as NGOs, the media, military reservist forces, Upsilon Sigma Phi organization from the University of the Philippines, among other stakeholders in the province. 
Brawner said a playground will be provided for the young MILF, to provide a avenue for cohesive and positive social engagement instead of divisive and potentially vicious activities that could drag children and the youth into violent extremism. 
According to Brawner, the sole intent of the activities is to break the cycle of violent extremism. 
Activities undertaken during the event include medical and dental services, livelihood projects, awarding of the first-ever playground set up in the MILF community; boodle fight with the MILF, Maute -ISIS returnees, among other programs.
The AFP has provided the first ever playground in the MILF community in hopes that it will encourage positive social engagement and deter children from violent extremism. Who knew preventing terrorism could be as easy as playing on monkey bars, slides, and teeter-totters? To quote Lenin,  "Give me four years to teach the children to play on the playground and the seed I have sown will never be uprooted."

The God Culture: The Philippines is the Garden of Eden, the Land of Ophir, and Filipinos are Members of the Lost Tribes of Israel

Who doesn't want to believe they have a destiny? Who doesn't want to believe there is more out there for them than their normal humdrum life? Who doesn't want to believe they belong to a people with a collective special purpose? That even though now they are downtrodden, the scum of the earth, the lowest of the low at some time in the future they will rise up and cast off their chains and boldly rush in to claim their inheritance!

The story of the poor downtrodden nobody who is really a princess or a chosen one is ubiquitous. From Cinderella to Star Wars to the Matrix the story of a poor oppressed person or an unknown neophyte chosen one rising up to riches or leading the people to victory abounds.

What if you were part of a people group who have been essentially colonised for 500 years and have practically lost all real sense of culture from before that time? What if someone came along and said, "You have been lied to all this while and I can give you the answers to who you are?" Don't you think those people would prick up their ears and listen?

I introduce to you The God Culture.




The God Culture is a Youtube channel and website promoting the idea that the Philippines is the location of the garden of Eden, King Solomon's mines (the land of Ophir), and that Filipinos are part of the lost tribes of Israel.  There are 85 videos on the channel and many of them are over an hour long which makes sorting through this series overwhelming. What I hope to do here is give a very brief taste of what is in these videos.

The best place to start is this video which is an animated 6 minute recap of the series about the lost tribes.



This picture shows us that members of the northern nation of Israel settled in Kurdistan (that is the red county) but some members decided to sail far away to the land of Ophir which is the Philippines.



This picture shows us how these lost tribesmen have been dispersed throughout all nations according to Bible prophecy and that is due to the OFW program. Starting at 4:22 we hear:
The lost ten tribes of the northern kingdom in the Philippines through its overseas workers programs have now spread literally into every nation on earth and from Kurdistan the lost tribes have scattered into 66 countries but they retain their Filipino and Kurdish identities mostly.  
That's right the OFW program is Bible prophecy in action.


The yellow in this picture represents the dispersion of the Jews after 70 AD and the fall of Jerusalem. The narrator, his name is Timothy Jay Schwab, has this to say at 4:43
And the three southern kingdom tribes of Africa were scattered all over the Americas, Europe, and even Asia many as slaves in the most brutal and evil of deportations again scattered but they too retained their identity with their homeland. 
Have you spotted what's wrong yet? Let me tell you. The Israelites are Semitic people descended from Shem.  All Middle Eastern people groups are Semitic.  Are Filipinos Semites? Are the black Africans who were enslaved in the Americas Semites? The answer to both questions is NO! As for the Kurds they come from Iran and are wandering nomads with no relation to Israel whatsoever. Right away his whole story falls apart solely based on race.

A Kurd, Filipino, and American slave. Do these people look like they are from the same genetic group?

The second place to go is this video which is a 28 minute long recap of the videos proving that the Philippines is both the garden of Eden and the land of Ophir, Solomon's mines. The Philippines has a surprisingly long history of being identified as Ophir and that claim is not limited to this series of videos. 



At 2:02 Timothy Schwab says:
In the Book of Jubilees which was considered canon scripture and inspired by the ancients John the Baptist and even the early church fathers....  
Here is where a huge crux of Timothy's argument lies. Throughout all of his videos he is constantly referring to the Book of Jubilees as if it is a reliable piece of scripture and history. He even has an entire video dedicated to its defence. For now let's just say unequivocally that the Book of Jubilees was never a part of anyone's canon expect the Ethiopian church and a small Jewish sect. Let's look at two more pictures from this recap video before we explore that.


In this picture we see that Noah's ark landed on Mt. Everest! Did he not read the text he is quoting? The flood waters only rose 15 cubits which is 22 feet! Mt. Everest is 29,000 feet high!! Obviously the ark did not land on Mt. Everest.


In this picture we see one of the most creative aspects of his whole revisionist history. The wisemen from the east who visited the child Jesus bearing gifts of gold, frankincense, and myrrh all came from the Philippines! Is your mind blown yet? No? Well hold on to your butts!

In his defence of the Book of Jubilees Timothy Jay Schwab cites John the Baptist as holding to its inspiration and canonicity. He does this by asserting the the Dead Sea Scrolls were the personal library of John the Baptist.


At 51:35 in this video we hear: 
So let's address some questions that arise as a result of proving that John the Baptist lived in Qumran and the Dead Sea Scrolls represent John's library.
At 52:24:
But was this the library of John the Baptist? I mean really? Can we say that? Yes. We believe we have proven he lived there and even after his death his disciples would have kept an eye on these. All the Dead Sea Scrolls are they inspired? Are they canon? Are they scripture? We get that a lot whenever we use Jubilees or Enoch for that matter. According to John it appears they are indeed inspired. They are canon. But we will go through each one to further test this to be sure. Even if it is determined that some of the writings may not be scripture it does not mean they are not useful which is what really matters. That is the right question. 
You got to hand it to Timothy and his team of researchers, this is an original thesis. The Book of Jubilees was indeed among one of the texts found in the caves at Qumran. Numerous scrolls were hidden away in vases in 11 caves in Qumran and the complete list can be found here. As long as they are useful to prove what he wants to prove then they are all good even if they are not part of the canon. This begs the question about the pagan poets the Apostle Paul quoted in his preaching and letters. Should we now elevate them to the level of scripture? Why not? 

Good luck going through each one of the scrolls which were found and figuring out what is and is not scripture. What measure will Timothy Schwab use to make that determination? Here is what he says at 5:38 in his video defending the Book of Jubilees:
But let's be clear. That canon was chosen by the Catholic Church which has never nor ever will have the authority to censor nor add a single book to the original canon of scripture.
With that statement we know right away we are dealing with a man who does not understand the history of the formation of the canon. The canon took centuries to be defined. It wasn't done at a single council or by the Catholic Church. It was Athanasius who first wrote down the now accepted New Testament canon while his Old Testament canon adds books rejected and excludes books accepted today. Even then there was still debate over certain books like Hebrews, James, and Revelation. Timothy Jay Schwab also appears to have very little understanding of church history whatsoever when he refers to a monolithic Catholic Church. The church, until the schism of 1054, encompassed East and West and the councils were affirmed by all. But what need does he have for the church anyway? This is a man who consistently says we must challenge tradition and who has written:

Timothy and his crew are not a part of anything. They are totally outside the church. Who is this guy anyway? Just another white saviour! That's right. He is a white guy living in Delray Beach, Florida who is married to a Filipina and through his studies God has enlightened him to knowledge which has been hidden away for centuries and now Timothy is His herald to the Philippines.

Like Prometheus he comes bearing fire to enlighten the minds of the Filipinos as to their true identity. Timothy Jay Schwab is a true gnostic and revealer of the secret fire. Listen to the interview in the link underneath the above picture. What he says in essence is that the facts he is promoting are truths that have been hidden for centuries. Not only have they been hidden but they have been wilfully suppressed by the Jesuits among other people. Now they are coming to light and it is time for Filipinos to RISE up! RISE Up is literally the name of the conferences they just had across the nation.

Why is this white man the one who is bringing the knowledge? When Israel was delivered from Egypt it was Moses, an Israelite, who delivered the people. Why did God not reveal this knowledge to a Filipino, an Israelite?

The fate of the ten northern tribes of Israel have been the subject of speculation for centuries. It seems as if everyone has claimed to be part of the lost tribes. From British Israelites to Black Hebrews to even certain groups in East Africa the lost tribes have been traced all over the world. I wonder what Timothy thinks of the claims of the British Israelites. Does he even know about them? Does he know about the Stone of Scone or the Behistun inscription? How about the prophecies given to Ephraim and Manasseh? I think it's time to end this but I want to leave you with two real gems I found in his videos.

Can you think, by the way, of a more peaceable multitude than the Filipinos? We can't.
Spoken like a man who has never lived in this country! I suppose the peaceableness of Filipinos is why every house is surrounded by a barbed wire topped fence and every business has an armed guard.

So check this out! Malacañang ti Amianan..."Bring the messenger of God from Manasseh to protect my people!" Now some may read that as Marcos and maybe it is but we are not saying that because you will find this tribe in more than one place in the Philippines and we don't know whether we can say Marcos was sent from God or not. But you know, even Solomon who was appointed and anointed by YAHUAH God did not prove out to be a very good king in the end.  Yet he was anointed by YAHUAH God. He took many riches for himself and he really taxed the people. The Bible says he was hard on his people. Not justifying but we still wonder if we even know that full story properly. Especially with all the CIA disinformation which usually bears out to have numerous falsehoods in our research. So we'll render no opinion but this palace is the story here. 
Timothy Jay Schwab is a Marcos apologist. That's what I get from this brief clip. And if you are wondering what YAHUAH is you will have to watch his name of God video series where he tells us how to pronounce the name of God. Every single lost tribe group, without fail, has their own way to pronounce the name of God and of Jesus. Timothy is not unique in this endeavour.

There is so much more I could bring up here but I don't want to expand beyond the bounds of a simple blog post. I have been an off and on student of the lost tribes for years. Also I have delved into church history and the writings of the fathers and the traditions of the church before the schism and I can say without a doubt Timothy Jay Schwab and the God Culture is more ignorant Protestant nonsense which everyone would do good to stay away from.

A few days ago I wrote to you at schwabmarketing@gmail.com but have yet to receive a response so I am writing to you again through this website contact form in hopes of getting a quicker response. 
I have composed a response and review of your Youtube videos and claims for my blog https://philippinefails.blogspot.com. However before I publish it I have a few questions I hope you will answer. 
1.  You claim to not be part of a denomination or organization yet according to https://talbotspy.org/the-shore-life-magazine-marks-first-anniversary-with-expansion-plans/ you were once a youth pastor and elsewhere you indicate that you were the worship leader at a few churches https://www.linkedin.com/in/tim-schwab-a44173b5/. Are you still part of a church and if so what kind of church? 
2. Are you a trinitarian? Do you believe the Father, Son, and Holy Spirit share one nature and are three separate persons? Or are you a oneness pentecostal who believes that the Father, Son, and Holy Spirit are manifestations of the same being? 
3. You give a lot of detailed linguistic information in your videos comparing Hebrew with Tagalog asserting that similarity of sound equals similarity of origin. What background in linguistics do you possess? Have you studied Hebrew or Taglog at a collegiate level? 
4. Have you ever lived in the Philippines? Aside from your recent brief trip to the Philippines for the RISE conferences what is your experience with Filipino people and culture? 
5. You claim that Kurds, Filipinos, and West Africans are members of the lost tribes of Israel. Have you heard of other lost tribe theories and claims like those of the British Israelites, Christian Identity, and Black Hebrews? What do you think of their claims?  
6. How can Filipinos and West Africans be members of a Semitic tribe when they are not Semitic peoples? 
7. At 34:07 in your video Lost Tribes 2 G you make some brief comments about Marcos. Are you a Marcos apologist?  Do you think Marcos was ultimately good for the country and all the bad things said about him are CIA disinformation? 
8. You are not a Filipino yet you are claiming to be bringing to Filipinos lost knowledge about who they are. Knowledge which has been suppressed and hidden on purpose. When God delivered Israel out of Egypt he chose Moses, an Israelite, to lead them. Why do you think God has chosen you, a white man, to bring this knowledge rather than a Filipino? Philippinefailblog.com Shuts Down Again!Well it happened again. Philippinefailblog.com has closed it's doors for the 2nd time in just a few months.  Closed in November 2016.  Re-opened in February 2017. Closed once more in August 2017.  For the last time?  Who knows! 
In fact, here are 2 attached.  
Timothy is on vacation after 6 weeks of rigorous touring and will not be responding but you will find we have NO affiliation to any denomination nor organization nor movement nor political force of any sort. Some attempt to pull us into something based on a side note of some sort but that is always just another agitator trying to twist facts. We are researchers period and we say so in every video, every conference, etc. We have all done much in the ministry indeed in the past, yes, but have found we have had to overcome much of that training in order to get to the truth especially regarding Biblical geography prior to the Flood and just after it which is FAR off. Just as Jonah was used as a foreigner in Nineveh, The God Culture is being used to bring repentance to the Philippines and that is already happening. You are very far behind the curve as our track record and fruits already abound and they are abundant.

Picture of the Week: Luigi

When I saw a lady wearing a Luigi t-shirt I knew I needed a picture.  A candid picture.  All the pictures I take, most anyway, are candid.  I did not want her to pose.  I like realism. When I saw my chance I whipped out my camera and took a snapshot.


I do not have a phone. I have a camera. So I cannot take pictures on the sly and when some lady saw me taking a picture she blurted out, "Hey why are you taking her picture!?" 

Shut up!  Gosh!  She totally ruined the moment. Quick on my feet I shot back with, "It's-a Luigi. Everyone knows-a Mario but it's not often you see a Luigi t-shirt."  Something like that. I said it in a Mario voice.  

Don't think I took this picture to make fun of this fat lady selling frozen drinks in front of her house. Not at all.  The fact that she was wearing a Luigi t-shirt really piqued my curiosity. Where did she get that shirt from? Not the mall. No way. This lady lives in the country very far from the nearest mall which is at least 50km away. I have never seen in any mall in the Philippines t-shirts with Nintendo characters. I have never seen a Nintendo character t-shirt with Luigi in all my life. Mario, Link, Pokemon, but never Luigi. 

Maybe it was sent from overseas? Maybe she ordered it online? Does she even know who Luigi is? It's rather funny seeing old people wearing clothing decorated with marijuana leaves. They surely do not know what they are wearing. This seems to be in the same category.

Anyway I think it's funny.
