As I have written before this series was supposed to be primarily focused on the trials and tribulations of foreigners in the Philippines. Some who are victims of circumstance and others who are victims of their own sins. Let's meet a few.

Hi, my name is Christopher Clark and I am from Nigeria. Some acquaintances of mine pulled up in a car and when they stopped I tried to get in. But then they suddenly started shooting me. I turned to run but I tripped. That's when they blasted me to death right where I lay.

A Nigerian national was killed after he was several times by still unidentified assailants in the town of Calasiao in Pangasinan.

According to Claire Lacanilao’s report on GMA Regional TV “One North Central Luzon”, the victim - Christopher Clark - was shot several times by a group of car-riding suspects in Barangay Mancup. The victim died on the spot.

Recovered from the scene are seven empty cartridges of a caliber .45 firearm, a deformed bullet, and one live ammunition from a 9mm gun, the report said.

There is a CCTV recording of the incident, but the police opted not to publicize it while the investigation is ongoing.

(You can clearly see how the victim tried to enter the suspects’ car when they stopped but he was suddenly shot.)

(The assailant was seated in the backseat. The victim ran but he tripped. The driver alighted from the vehicle then proceeded to shot the victim several times. Another suspect, this time the one at the passenger seat, also shot the victim.)

Gonzales said the suspects may have been Clark’s acquaintances.

We found the suspect has an outstanding case for murder and the Dagupan police are only waiting for an arrest warrant for his apprehension….it’s possible they have a conflict even before.)

Hi, my name is Lee Won Ho. Back in South Korea I was involved in a multi-million telecommunications fraud case. I am also a high-ranking member of the Minju Family, a big-time telecom fraud syndicate allegedly operating in Manila. The South Korean government indicted me for fraud and revoked my passport. Now I am on a blacklist and will enter be allowed to return to the Philippines whenever I get out of prison.

The Bureau of Immigration (BI) on Sunday announced the arrest of a South Korean fugitive wanted by authorities in Seoul for involvement in a multi-million telecommunications fraud case.

In a report to Immigration Commissioner Norman Tansingco, the BI’s fugitive search unit (FSU) identified the fugitive as 33-year-old Lee Won Ho, who was arrested last Sept. 21 at his residence in BF Tahanan Village, Parañaque City.

The FSU operatives who arrested Lee were armed with a warrant of deportation issued pursuant to a summary deportation order that the bureau’s board of commissioners issued against the Korean in four years ago.

Tansingco said Lee will be deported immediately and that the latter was already placed in the immigration blacklist to prevent him from re-entering the country.

“He is an undesirable alien whose presence here poses a serious risk to public interest,” Tansingco said. “Thus, he should be perpetually barred from entering the Philippines.”

BI-FSU acting chief Rendell Ryan Sy said the Korean was issued an arrest warrant by the Incheon district court in Seoul, Korea where he was indicted for Fraud and that the latter’s passport was already revoked.

Lee was tagged as a high-ranking member of the so-called Minju Family, a big-time telecom fraud syndicate allegedly operating in Manila.

Sy said the syndicate is suspected of having defrauded over USD21 million from their Korean victims based overseas.

Hi, my name is Orv Mader. I am a retired teacher from Canada. An 11-year old boy told his father that I molested him and that is how I got arrested. In 2004 I was arrested by Cambodian police for molesting two boys but the charges were dropped. At the time I was a teacher in Japan but was vacationing in Cambodia where I allowed about 20 homeless boys to live with me. We engaged in sex play but never had sex. It was gentle and normal and they initiated it. 

The Thailand government put our a warrant of  arrest for me in 2007 for allegedly molesting three boys. I was able to get away and fly back to Vancouver where I was arrested upon arrival

(This man's story is all messed up.  In January 2015 he flew back to Vancouver but was arrested upon arrival because he was wanted for sex crimes in Thailand. It's not clear if these are different charges or the same charges from 2007. I think they are the same charges but the date on the article is 2015 which makes no sense. In October 2015 he was arrested in Manila for human trafficking after he was caught with a half-naked young boy in his room. How was he allowed back into the Philippines?)

A Canadian man was arrested by the police for allegedly molesting an 11-year-old boy in Biñan, Laguna.

A report by the Philippine National Police (PNP) said the victim was accompanied by his father in filing a complaint for sexual abuse against Orv Mader, 65, a retired teacher.

The PNP said the boy revealed the alleged molestation during a confrontation between the suspect and the victim’s family at the barangay (village) hall.

“Thus, upon knowing the incident the father of the victim sought assistance from the barangay tanod (watchmen) which eventually effected the arrest of the suspect after [being] positively identified and pinpointed by the victim,” the spot report stated.

Mader is now facing complaints for violating Republic Act 7610 or the “Special Protection of Children Against Abuse, Exploitation and Discrimination Act.”

Hi, my name is Mohamed Rifard Mohamed Siddeek. I am from Sri Lanka but I was living in the Philippines as a trader. My trade was the money lending business. One afternoon after I parked my car and exited a man ran up to me and fired a gun at me several times killing me. It happened so fast but I think it might have been someone who owed me money.

An unidentified gunman shot dead a Sri Lankan businessman along a busy street here Thursday afternoon, police said.

Capt. Kenneth Rosales, Cotabato City police station 1 commander, identified the victim Mohamed Rifard Mohamed Siddeek, 46, of Barangay Semba, Datu Odin Sinsuat, Maguindanao.

Col. Querubin Manalang Jr., Cotabato City police chief, said a manhunt operation is ongoing as of posting.

Rosales said Siddeek just got off from his white minivan on Don Rufino Alonzo Avenue in Barangay Poblacion Mother when a man approached him and opened fire.

The gunman quickly fled on board a motorcycle driven by an accomplice. 

Police found empty shells for cal.45 pistol at the scene.

The victim is believed to be engaged in money lending business. 

Hi, our names are not important. We are eight Chinese nationals who are involved in illegal recruitment, kidnapping, and gunrunning operations within Metro Manila. The CIDG finally caught up with us and now we will be facing prison time if they don't mess up the chain of custody of evidence or otherwise mess up the case.

Authorities arrested eight Chinese nationals involved in the illegal sale of firearms and kidnapping in Pasay City, Philippine National Police (PNP) chief Gen. Rodolfo Azurin Jr. said on Thursday.

In a statement, Azurin said five Chinese nationals were arrested in an entrapment operation by members of the Criminal Investigation and Detection Group (CIDG) at around 10:30 p.m. Wednesday in a townhouse unit at the corner of 250 F. Sanchez St. and P. Villanueva St., Pasay City.

During the operation, three more Chinese nationals were also arrested after they tried to prevent the arrest of their compatriots by blocking their car in the driveway and locking the door of the townhouse unit.

Recovered from the townhouse unit were a Colt Defense 5.56mm M4 Carbine mounted with sniper scope and silencer; one Glock 19 9mm pistol; a caliber .45 pistol, various magazine assemblies, several live rounds of assorted ammunition, taser, handcuffs, laptops, mobile phones, assorted ID cards; blank cards and assorted Chinese ATM cards.

According to the CIDG report, the arrested suspects were allegedly involved in illegal recruitment, kidnapping, and gunrunning operations within Metro Manila.

Hi, my name is Scott Robert Franzen. I was out for a drive when I ran into a tricycle on the National Highway. What was a tricycle doing on a national highway? Beats me. At first I got out of the car to see what happened and then I sped off. That did not stop the cops from finding me.

An American who is facing charges of reckless imprudence resulting in homicide was arrested by police officers on Tuesday, Aug. 30, in Almeria town, Biliran.

Scott Robert Franzen, 61, was the subject of an arrest warrant issued by Judge Luz Navarrete of the Regional Trial Court Branch 16 in Naval, Biliran.

Bail was set at P60,000, said Lt. Edwin Simbajon, chief of the Almeria Municipal Police Station.

The charges against the accused stemmed from a vehicular incident on the National Highway in Barangay Antipolo in Naval, Biliran on Aug. 18, 2021.

The incident resulted in the death of Ceferino Mangaporo who was driving a tricycle that was hit by a car driven by Franzen.

Mangaporo was declared dead on arrival by the attending physician at the Biliran Provincial Hospital.

A witness told police that the accused first came out of his car but eventually fled.

Hi, our names are Adraman Issa Mariam and Halime Abba Souleymane. We are both from Chad in central Africa. We tried to fool the BI by posing as Canadians and using Canadian passports. We are not sure what gave us away as not being Candians but they examined our documents and found a lot of inconsistencies. Now we are on the blacklist and will never be allowed back to the Philippines.

A man and a woman from Africa who attempted to enter the country by posing as Canadian citizens were intercepted recently by immigration authorities at the Ninoy Aquino International Airport (NAIA).

In a statement Wednesday, BI Commissioner Norman Tansingco said the passengers arrived at the NAIA Terminal 3 on Sept. 25 from Dubai aboard an Emirates flight.

In a report to Tansingco, BI port operations chief Carlos Capulong identified the couple as Adraman Issa Mariam and Halime Abba Souleymane, both from Chad in central Africa.

He said the couple presented counterfeit Canadian passports to the immigration officers who immediately suspected the authenticity of the travel documents due to many inconsistencies.

“Apparently, they attempted to conceal their true nationality in the belief that they would be allowed entry into the country without being subjected to strict inspection by our officers. They are wrong to assume that such documents can pass as legitimate,” Capulong said.

Tansingco ordered the inclusion of the suspects on the immigration blacklist to prevent them from entering the Philippines.

Hi, our names are Teresita Kindle and Virgilio Carigma Cruz. We are both wanted fugitives from America.  Miss Kindle has been charged with multiple counts of wire fraud and money laundering before the US district court in Florida which issued a warrant for her arrest. Mr. Cruz has an arrest warrant issued by the superior court of New Jersey in February 2018 after he was indicted on illegal drug charges. We are now being detained by the BI as we await deportation.

The Bureau of Immigration (BI) on Tuesday reported the arrest of two American fugitives wanted by US federal authorities for serious crimes in separate operations in Metro Manila and Rizal province.

Commissioner Norman Tansingco, in a statement, said Teresita Kindle, 57, and Virgilio Carigma Cruz, 67, were arrested on Sept. 27 and Oct. 6, respectively, by the bureau’s Fugitive Search Unit (FSU).

Kindle was apprehended at a condominium unit in Little Baguio, San Juan City while Cruz was arrested at his residence in Barangay San Pedro in Morong town, Rizal province.

The BI chief ordered the duo's arrest at the request of the US authorities who sought their help in locating and deporting the fugitives.

“They will be deported and placed in our bureau’s blacklist of undesirable aliens, thus they are perpetually banned from re-entering the Philippines,” he said in a statement.

Tansingco added that these foreigners are already undocumented aliens as their passports were either revoked by the State Department or have already expired.

Rendell Ryan Sy, BI-FSU acting chief, said Kindle was charged with multiple counts of wire fraud and money laundering before the US district court in Florida which issued a warrant for her arrest.

She was arrested on the strength of a deportation warrant that Tansingco signed pursuant to a deportation order that the BI board of commissioners issued against her last month.

Meanwhile, Cruz has an arrest warrant issued by the superior court of New Jersey in February 2018 after he was indicted on illegal drug charges.

Both are currently detained at the BI warden facility in Camp Bagong Diwa, Taguig City while awaiting deportation.

Hi, my name is Deshon Dixon. I am from Chicago, Illinois. I retired to the Philippines and moved to Cebu on March 14th, 2021. My time was spent writing a book series called Superhero Academy which is about superhuman beings appearing on Earth called Augments. I was enjoying my semi-retired life in the Philippines writing books and enjoying the paradise-like weather when suddenly it was all taken from me. The last time anybody saw me was October 15th as I was waiting for my food to be delivered. Two days later there was a foul smell in the air but the house boy ignored it. When the landlady woke up on the 19th the smell was so bad she could not ignore it so she called the police. 

The found my rotting corpse and said I had a cut in the nape of my neck. They think the cause of my death was a slip and fall. But what caused the cut on my neck?

A FOREIGN national was found dead inside his rented room in Sitio Kalamboan, Barangay Kamputhaw, Cebu City on Wednesday morning, October 19, 2022.

Master Sergeant Alexander Terado of the Abellana Police Station identified the victim as Deshon Dixon, an American.

He said they received a call about a dead body, but they only found out that it belonged to a foreigner when police and members of the Scene of the Crime Operation arrived at the scene.

Terado said Dixon had a cut in the nape of his neck.

He said the victim must have slipped and fallen, which could have caused his death.

Felvita Agravante, the landlady, said they last saw Dixon on Saturday, October 15. He was waiting for his food to be delivered, she said.

She said their houseboy noticed a foul smell while sweeping the premises on Monday, October 17, but he ignored it.

When she woke up on Wednesday, the stench had gotten so bad, prompting her to call the police.

Agravante said Dixon worked as a writer and he moved in last April.

Hi, my name is Stephen Joseph Szuhar. I am 75 year old American man. Why would the authorities ever expect an old man like me to be smuggling drugs? But maybe it's because it's unexpected that they examined my suit case and found 3.7 kilograms of cocaine. I can only hope that, given my age, they will quickly deport me because there is no way I will survive a Philippine prison especially at my age.

A 75-year-old American man was arrested for allegedly trying to slip in illegal drugs at the Ninoy Aquino International Airport (NAIA), the Philippine Drug Enforcement Agency (PDEA) said on Wednesday. 

Based on its initial report, the agency said the suspect Stephen Joseph Szuhar, a retired casino manager, yielded around 3.7 kg. of white powdery substance suspected to be cocaine worth PHP19.6 million in an interdiction operation conducted by the NAIA Inter-Agency Drug Interdiction Task Group (IADITG) on Tuesday night.

Szuhar arrived at the Customs International Arrival Area in NAIA Terminal 3 at around 8 p.m. via Qatar Airways Flight QR 932 from Doha, Qatar.

After screening and conduct of inspection, the cocaine was found in his luggage. 

Also seized from the suspect were one black luggage containing assorted clothes, several pieces of carbon paper, and three pieces of improvised pouches made of packaging tape each containing a white powdering substance.

The seized pieces of evidence are submitted to the PDEA Laboratory Service for qualitative and quantitative examination.

The suspect will face charges for violation of Republic Act 9165 otherwise known as "The Comprehensive Dangerous Drugs Act of 2002".

Insurgency: Negros Oriental on the Way to Being Insurgency Free

Recently the AFP declared the whole of the Davao region to be insurgency free. Now, two more villages in Mindanao, this time in Cotabato, have also been declared insurgency free.

The towns of Matalam and Mlang in Cotabato province have been cleared of communist rebels, according to 1st Lt. Michael Allan Eugenio, the civil-military relations officer of the Army’s 90th Infantry Battalion.

The municipal councils of the two towns have also passed resolutions affirming the Army declaration, Eugenio said.

‘The declaration came after our consistent military operations and efforts in reaching out to the former rebel-influenced communities, sectors, and organizations through the Community Support Program (CSP),” he said.

Eugenio said government troops had neutralized the two units of the New People’s Army — Guerilla Front 53 in Matalam and Guerilla Front 72 Mt. Alip Command, which operated at the borders of Mlang with South Cotabato province and parts of Davao del Sur.

Eugenio added that, through the CSP, security forces discovered and dismantled three underground mass organizations run by the Kilusang Rebolusyonaryo sa Barangay (KRB).

He said 41 NPA personalities also surfaced, including 35 members of the KRB and the Sangay ng Partido sa Lokalidad, among others.

The 90th Infantry Battalion, he said, would continue with activities to wrest other towns in its area of jurisdiction away from communist influence.

On the heels of declaring the entire region of Davao insurgency free it appears the AFP is now focusing their sights on Negros Oriental. Last week a top NPA official was killed and another one was arrested. The AFP says this arrest will thwart the NPA's attempts at regrouping.

The arrest of a leader of a dismantled guerrilla front of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in southern Negros Oriental has dealt a further blow to its efforts to recover their area, an official of the Philippine Army said on Monday.
 
Lt. Col. Roderick Salayo, commanding officer of the 11th Infantry Battalion of the Philippine Army, told the Philippine News Agency that the arrest of Reneboy Haniala Pagon last week has further weakened the insurgency movement in the south.
 
Pagon, 34, resident of Sitio Balascan in Barangay Napacao, Siaton town, was tagged as the leader of Squad 2 of the Southeast Front (SEF) under the Rachel Mae Palang Command.
 
He was arrested last Oct. 14 in Sitio Salingkubong, Barangay Tayak of the same town by virtue of arrest warrants for separate criminal offenses.
 
Salayo said the remnants of the dismantled SEF of the Komiteng Rehiyon-Negros, Cebu, Bohol, and Siquijor continue to recruit members but relentless government efforts have prevented them from succeeding.
 
They are also definitely affected in general by the recent series of operations by government troops against the CPP-NPA, he said.
 
Some of them have also already signified their intent to surrender to authorities but Salayo said they are still “testing the waters”.
 
“The biggest impact on the SEF is that we are relentlessly pursuing them and it’s already been a year since we conducted continuous operations against them,” he said in mixed English and Filipino.

Security operations of various units under the Philippine Army’s 303rd Infantry Brigade (IBde) in Negros Island have resulted in the death of eight Communist Party of the Philippines-New People’s Army (CPP-NPA) rebels and the confiscation of 18 firearms and explosives between March 23, 2021 and October 10 this year.

“We will remain focused on sustaining the momentum in capacitating the 303rd Brigade towards greater mission effectiveness. We will live up to our brand of honor, patriotism, and duty. We will remain steadfast and resolute in our mandate of serving the people and securing the land,” Brig. Gen. Inocencio Pasaporte, commander of 303IBde, said in a statement on Monday.

In 2021, the troops figured in encounters in Sitio Agit, Barangay Trinidad, Guihulngan City, Negros Oriental on March 23; Hacienda Raymunda, Barangay Kapitan Ramon, Silay City, Negros Occidental, Aug. 20; Barangay San Pablo, Manapla, Negros Occidental, Sept. 30.

This year, the clashes were in Barangay Suay on March 18 and Barangay Carabalan on Oct. 10 -- both in Himamaylan City, Negros Occidental.

Data showed the troops seized 11 high-powered firearms, including six M16 rifles, two M14 rifles, an M60 general purpose machine gun, an M4 carbine, and a KG9 pistol, along with two hand grenades, a fragmentary grenade, a 9mm pistol, and three low-powered firearms.

This year, the CPP-NPA leaders killed were Romeo Nanta also known as Juanito Magbanua, the commanding officer of the Regional Operational Command of the NPA’s Komiteng Rehiyon-Negros, on Oct. 10; and Ramon “Using” Patriarca, deputy secretary and finance officer of Komiteng Rehiyon-Negros, last March 18.

Last year, among those who died were Kerima Lorena Tariman and Marilyn “Monet” Badayos, both of the now dismantled Northern Negros Front.

Also, 14 CPP-NPA members, including leaders and cadres, were arrested.

It would appear that there have been no surrenders in Negros Oriental but that is not the case as there were were 19 in July of this year.

After realizing they have no future and became fed up with the false promises of the Communist Terrorist Groups (CTGs), 19 combatant members of the New People's Army (NPA) voluntarily surrendered to authorities of the 94th Infantry Battalion at Barangay Tambo, Ayungon in Negros Oriental.

"The cooperation of the people has been a great factor in enlightening many of our brothers of choosing the right path towards peace,” said Brigadier General Inocencio Pasaporte, 303rd brigade commander of the Philippine Army. 

The official also hopes that more will surrender in the interest of reconciliation for the peace and development of the NPA members. 

In a simple ceremony, the surrenderers took their oath of allegiance to the government to officially cut their ties with the CPP-NPA-NDF terrorist group and to publicly denounce the CTGs.

During the ceremony, the former NPA members burned the CPP-NPA-NDF flag at the headquarters of the 94th Infantry Battalion in Ayungon town on July 2.

In August 4 NPA officials from Negros Oriental surrendered.

Four high ranking officials of the New People’s Army (NPA) surrendered on Aug. 7 to authorities of the Philippine Army’s 11th Infantry Battalion (IB). 

The 11th IB based in Siaton town reported that the CPP-NPA terrorists brought with them some firearms.

Lt. Col. Roderick Salayo, 11IB commanding officer, identified the surrenderees as alias Jango and alias Jay, both members of Regional Striking Force (RSF), Komiteng Rehiyon-Negros Cebu Bohol Siquijor (KR-NCBS); alias Rodel, vice squad leader of Squad 3, Central Negros 2; and alias Bong, the remaining squad leader of South East Front.  

Salayo said Bong and Rodel also surrendered some firearms, qualifying him to be enrolled in the government's Enhanced Comprehensive Local Integration Program (ECLIP) for rebel returnees.

Surrendered firearms include two Cal. 45 pistol with 28 live ammunitions.

“Realizing that this is for the betterment of their lives and their families, they surrendered themselves to the government with the help of the troops,” the Philippine Army official said.

“It’s so difficult in the hinterlands because we have no place to hide, and the people no longer support us. We can do nothing anymore to fight back because our image or front has already been damaged,” Jango said.  

Salayo lauded the four surrenderees for choosing the right path and leaving behind the armed struggle.

“The surrender of these ranking CNTs is a clear indication that they are demoralized and fed up with the atrocities and ruthlessness of their group,” he said. 

All the while the AFP is doing its job of neutralizing the CPP-NPA former NTF-ELCAC Lorraine Badoy sees communists everywhere. This time in the Benguet Electrical Cooperative or BENECO. They strongly deny this accusation.

We strongly and highly condemn the statements of LORRAINE MARIE T. BADOY-PARTOSA, an anchor of SMNI News Channel, linking the Benguet Electric Cooperative (BENECO) to the CPP-NPA-NDF. We were horrified by the gall of her declaration during a recent interview with Col. Christopher C. Sab-it, Deputy Brigate Commander of the 503rd Infantry Brigade, that our electric cooperative has been infiltrated by the CPP-NPA-NDF and has become a milking cow of these organizations.

We find the said statements malicious. We find her charges a clear case of red tagging. This has endangered our lives as employees and officers of BENECO. And to think that LORRAINE MARIE T. BADOY-PARTOSA made her call while hosting some sort of a public affairs program made her standards of ethical journalism highly suspect. The way she purveyed her views obviously manifested her disregard of the rules of fair play in media. The way she deported herself though manifested her sheer ignorance of what BENECO is all about.

We dare publicly summon LORRAINE MARIE T. BADOY-PARTOSA to provide us the information which she said was in her possession during the program. She has to produce them and prove the truth of her accusation. It was an outright peroration that besmirched BENECO's reputation before its Member Consumer Owners (MCOs) who reside in towns and communities that the electric cooperative has so fervently served since 1973.

Madam LORRAINE MARIE T. BADOY-PARTOSA, you practically put us in a bad light. That's libel. BENECO is an electric cooperative committed to perform its mandate to bring light to the rural areas. But we do not only energize. We also fight for what is right.

Lorraine Badoy's exact words were:

“I got information that even BENECO is infiltrated by the CPP-NPA-NDF and it’s like their milking cow. Diyan sila kumukuha ng kanilang pondo (It is where they get financing) to fund terrorism and corruption to maintain a certain lifestyle,” she said.

The Northern Luzon Command (Nolcom) of the Armed Forces of the Philippines on Tuesday (Oct. 18) claimed to have dismantled two guerilla fronts of the New People’s Army in the Cagayan Valley region during the last three months.

The west and east front committees also fell to Nolcom forces, it said in a statement released from Camp Aquino in Tarlac City.

It did not cite which fronts straddle the Cagayan Valley provinces of Batanes, Cagayan, Isabela, Nueva Vizcaya, and Quirino.

Comments by the NPA in those areas cannot be immediately obtained.

The third quarter of 2022 also saw the arrest and surrender of 25 “communist terrorist personalities” and the seizure of 60 firearms, military and police commanders reported in a review and assessment held on Monday.

According to Nolcom, it has assisted 1,156 former rebels in availing of the government’s Enhanced Comprehensive Local Integration Program since 2018.

Communist insurgency in the Ilocos, Cagayan Valley, Cordillera Administrative Region (CAR) and Central Luzon regions is “at the tipping point and it only needs one final push,” Nolcom chief Lt. Gen Ernesto Torres Jr. said.

Earlier, he announced that CAR remained the last bastion of that five-decade-old insurgency.

The insurgency operating in the CAR "only needs one final push." Perhaps that push will come soon and Negros Oriental and the CAR will be declared insurgency free.

In Abra, which is located in the CAR, an NPA recruiter surrendered to the AFP.

A member of the Communist Terrorist Group voluntarily surrendered to the troops of the Joint Task Force Kaugnay’s 24th Infantry Battalion and the Abra Provincial Police in the vicinity of Brgy Laplapog, Villaviciosa, Abra on Wednesday, October 12, 2022.

The military identified the surrendered personality as Darson Gimbaoan Tubban Jr alias “Dindo”, a 54-year-old resident of Brgy Laplapog, Villaviciosa, Abra, and a lie-low former squad leader of Samahang Yunit Pang Propaganda of the dissolved Kilusang Larangang Gerilya-Montes, Ilocos Cordillera Regional Committee (ICRC) which operates in the areas of Abra, Mountain Province, and Ilocos Sur.

The former terrorist recruiter is currently undergoing custodial debriefing wherein he revealed that he has grown “tired and weary” from hiding and running away from the authorities.

Tubban also added that the relentless Community Support Programs of the military and the Task Force to End Local Community Armed Conflict (ELCAC) in the area have motivated him further to return to the folds of the law.

Another recruiter, this time from Quezon, has also surrendered.

A 19-year-old member and recruiter of the New People’s Army (NPA) surrendered to authorities on Wednesday, Oct. 19, in this town.

The San Andres police identified the surrenderer as Roldan Tayactac, a student with the alias “Dodong.”

Tayactac, who yielded a .38 caliber revolver, was accompanied by barangay chairman Raul Endonilla.

He was a member of the Regular ng Suportang Masa (RSG) or Malitiang Bayan (MB) under Sub-Regional Military Area (SRMA) 4-B.

Tayactac told the San Andres police, 2nd Quezon Provincial Mobile Force Company, and 85th Infantry Battalion that he was recruited on Feb. 16, 2016 at the age of 13 by Joseph delos Santos, alias “Bingot,” of Platoon Reymark of the SRMA 4-B.

He recruited in the towns of San Narciso, San Andres, San Francisco, and Mulanay.

That's two recruiters who have surrednered in one week. How many more are out there? Certainly the NPA has not given up on attempting to regain strength despite the gains made against them by the AFP.

The Refusal of Marcos to Appoint a DOH Secretary is Unconscionable

In a brave and stunning move which highlights his complete ignorance and lack of care for Filipinos President Bongbong Marcos has revealed that he will not be appointing an official DOH Secretary until the COVID situation in the nation normalizes. But the fact that the COVID situation is NOT normalized is exactly why there needs to be an official DOH Secretary and not just an OIC. But it is not only COVID that is plaguing the nation. There is an ongoing health crisis which needs to be addressed immediately. 

Measles and rubella cases are up 153% this year.

The Department of Health (DOH) has recorded a total of 450 measles and rubella cases so far this year, 153 percent higher than 2021.

The DOH released this data — covering the period Jan. 1 to Sept. 17 — on Wednesday, after earlier warning of an impending measles outbreak by 2023 if the vaccination coverage of children against the said virus does not improve.

Alarmed by the data, Albay Rep. Joey Salceda urged the government to take advantage of the resumption of in-person classes and vaccinate more schoolchildren in order to avert a possible measles outbreak by early 2023.In a statement, Salceda said the resumption of in-person classes is an “opportunity to expand vaccination” among schoolchildren.

He added: “In the long run, we need to build capacity for vaccinating against common diseases. That is one function that an institutionalized Center for Disease Control can boost.”

Salceda made the remarks after DOH officer in charge Maria Rosario Vergeire said the agency needs more funds to hire more vaccinators and improve vaccination coverage because over one million children missed their routine vaccines during the pandemic, including measles shots.

Measles cases alone are up 179%.

The Department of Health (DOH) on Thursday reported a massive increase in measles cases in the country in September this year compared to the same period last year.

Latest DOH data showed there were 11 additional cases from Sept. 11 to 17, bringing the total to 413 as of Sept. 24. This posted a 179% increase compared to the same period last year where there were only 148 cases.

The DOH has warned there will be an outbreak by next year unless vaccination rates improve. 

Dengue cases are up 191%.

The Philippines has logged 173,233 dengue cases since the start of the year, which is 191 percent higher from the number of cases recorded in 2021, the Department of Health said Friday.

According to Dr. Alethea De Guzman, director of DOH's epidemiology bureau, dengue cases in the country started increasing in the third week of March.

"We peaked in the second week of July and now, we can see in the epidemic curve that the dengue cases have continued to decrease," she said in a press briefing.

From January 1 to October 1 last year, the Philippines had 59,514 dengue cases.

In the press briefing, De Guzman said dengue cases have also declined in all areas with declared outbreak, except Southern Leyte. These are Zamboanga City, Antique and Zamboanga Sibugay.

While dengue cases are now declining it is alarming that they rose so high in the first place and it is possible they could spike once more. 

Cholera cases are up 282%.

A total of 3,729 cholera cases have been recorded in the country since January 2022, which is 282% higher compared to the data during the same period last year, the Department of Health (DOH) said Tuesday.

At a press conference, DOH officer-in-charge Maria Rosario Vergeire said that in 2022, there were only 976 cholera cases.

Vergeire said that the most common age group affected with cholera are children aged 5 to 9, primarily due to unsafe drinking water.

(We know that it is the rainy season now, there is a lot of flooding, a lot of people also go to evacuation centers. Because of calamities, our water systems are always affected, especially in these areas.)

(There are people who die because of cholera. If it is not cured, patients will suffer from severe dehydration, especially if they are immunocompromised or are vulnerable.)

Just as cholera is spread through dirty water so is diarrhea which remains a deadly problem throughout the Philippines.

Six members of the Dumagat tribe here have died from diarrhea reportedly as a result of water contaminated after the onslaught of super typhoon “Karding.”

The Department of Health (DOH)-Calabarzon (Cavite, Laguna, Batangas, Rizal, and Quezon area) and the Integrated Provincial Health Office (IPHO) are investigating the outbreak that has affected a total of 38 individuals from Sept. 26 to Oct. 6 in Barangay Upper Lumutan.

“The DOH is saddened by what happened to our Dumagat natives where many have lost their lives because they were not immediately diagnosed and taken to our primary health care facility,” DOH-Region 4-A Director Ariel I. Valencia said.

“Rest assured that we are working closely with IPHO through our RESU to provide the necessary assistance in the affected barangay,” Valencia added.

Though these deaths may be related to the typhoon it is a fact that deadly diarrhea outbreaks remain a health concern in the Philippines. 

Last but not least infant mortality has increased.

The Philippine Statistics Authority (PSA) logged a slight increase in infant mortality rate this year, which the population commission attributed to a lack of access to healthcare facilities due to the COVID-19 pandemic.

Based on the PSA data, the said number of fatalities classified under “other direct obstetric deaths,” has increased in the first six months of 2022 at 468 compared to 425 in the same period last year.

The said fatality rose in the ranking of causes of death from 44th in 2021 to 39th in 2022, according to PSA.

Commission on Population and Development (Popcom) officer in charge Lolito Tacardon said “this condition indicates an issue in accessing appropriate, quality, and timely services from healthcare facilities.”

“It poses the challenge to improve our local health system for emergency obstetric and newborn care, which was definitely affected during the pandemic.

“Our health system should now be slowly recovering from the deluge of cases caused by the pandemic to ensure adequate services for other health concerns such as those related to maternal, infant, and child health,” Tacardon also said.

That last sentence says it all. After two years the Philippines should be recovering and shifting its focus to ensuring normal, regular healthcare especially for maternal and infant health. An official DOH secretary is necessary to lead the charge and not merely an OIC. 

There is no justifiable excuse for Marcos to refrain from appointing a DOH Secretary until the COVID situation normalizes while the nation is plagued by many and very serious health problems. It is unconscionable and shows Marcos' callous indifference towards the very people who elected him president.

How many hands are on a clock? Three. You can’t simply tell time without the other witnesses. To add to that further you must understand the revolutions or sidereal cycle… the sun has a cycle of 365.25 days annually that is measured repeatedly aka empirical evidence. The moon’s cycle is 354 days annually, and sidereal month of 27.32 synodic month of 29.5. The stars move 23.94 hours a day not 24 hours again observable and repeatable. All this averages out to a total of 364 days per year just as stated by Enoch. I pray you keep digging to find the true Hebrew calendar that Enoch, Noah, Shem, Abraham, Isaac, Jacob etc all followed. Shalom.
