A barangay (village) captain was shot and killed by unidentified gunmen early Thursday morning (June 5) in Pili town in Camarines Sur province, police said.

The victim, identified as Nerio Magdaraog Brazal, was attacked at around 5:10 a.m. while sitting inside his meat shop in Zone 2, Barangay San Juan.

The information comes from Police Lieutenant Colonel Maria Luisa Calubaquib, Bicol police spokesperson.

Initial investigation revealed that two unidentified male suspects wearing bonnets approached Brazal and shot him multiple times, hitting various parts of his body.

He was declared dead at the scene.

The suspects fled on board a motorcycle in an unknown direction.

Police have yet to determine the motive behind the killing.

“A hot pursuit operation and follow-up investigation are currently being conducted by the Pili Municipal Police Station to identify and apprehend the suspects,” Calubaquib said.

Three immigration officers assigned at the Ninoy Aquino International Airport have been placed under investigation following the attempt of four Chinese nationals to evade inspection, the Bureau of Immigration said on Thursday, June 5.

Immigration Commissioner Anthony M. Viado did not disclose the names of those under investigation.

He, however, identified the four Chinese nationals who were intercepted at the Ninoy Aquino International Airport (NAIA) last June 2 as Zhang Zhaoya, Wang Linmei, Qi Xiangyang, and Chen Wenda.

“Any personnel found to have assisted in the circumvention of immigration procedures will be dealt with to the fullest extent of the law,” Viado declared.

The BI said the four Chinese nationals were about to board their separate flights to China and Vietnam.  However, they were flagged for various immigration violations.

“Zhang has been overstaying since July 2024, while Wang and Qi have both been overstaying since September 2024,” the BI disclosed.

“Chen, although holding a valid working visa, was found without the required Emigration Clearance Certificate (ECC), a mandatory requirement for departing long term residents,” it added.

The BI said the four Chinese nationals will face charges for violating the Philippine immigration laws.

“This interception reflects the Bureau’s firm resolve to prevent foreign nationals who violate our immigration laws from escaping accountability,” Viado said.

“We are implementing redundancy checks, utilizing CCTV (closed circuit television) monitoring systems, and strengthening coordination among our units to prevent these attempts,” he added.

An incumbent barangay kagawad (village councilman) in Siniloan, Laguna, was shot and killed on Saturday, June 7, by a motorcycle-riding gunman, police said.

In a report on Sunday, June 8, the Region 4A police said the victim, “Rin,” 51, a councilman in Barangay Llavac, was traveling aboard his motorcycle at 12:17 p.m. when he was shot thrice by another motorcyclist running behind him using an unspecified handgun.

The victim fell off the motorcycle and died on the spot from fatal gunshot wounds. The assailant, who was wearing a white jacket and black helmet, sped off after the shooting aboard a black Mio motorcycle.

The police were conducting further investigations to establish the motive behind the killing and identify the killer.

A barangay councilor has been assassinated.

A barangay captain was gunned down in Talavera, Nueva Ecija on Monday morning, June 9. 
Police identified the victim as Barangay Calipahan, Talavera Captain Joel Damacio. 
Investigation said the 49-year-old victim was on his way home from a Brigada Eskwela activity on board a motorcycle when he shot by a lone gunman driving a white and blue motorcycle with a caliber 9mm pistol. 
The gunman fled towards Barangay Campos, Talavera. 
Police are pursuing a person of interest in the shooting. 
The Talavera municipal government condemned the murder and condoled with the family of Damacio.

Eight of the 10 Taguig police officers who were relieved in February due to a warrantless search that went viral on social media have been formally dismissed from the service, the National Capital Region Police Office (NCRPO) announced yesterday.

Seven personnel from the Taguig police sub-station 5 were recorded on video on Feb. 9 forcibly entering the home of an elderly woman and two teenagers in Barangay Tipas without a search warrant.

They allegedly stole P76,000 in cash.

They were relieved for abuse of authority along with two colleagues and the police substation commander.

After a four-month investigation, the NCRPO dismissed five personnel for grave misconduct and three for less grave misconduct.

The sub-station commander received a one-rank demotion for grave neglect of duty.

One officer was exonerated, according to the Metro Manila police.

Eight of the 10 Taguig police officers who were relieved in February due to a warrantless search that went viral on social media have been formally dismissed from the service.

A suspect in the murder of a police officer in a mall parking lot here last December was arrested Monday afternoon by the Philippine National Police Anti-Kidnapping Group (PNP-AKG) and the local police.

Brig. Gen. Romeo Macapaz, regional director of the Police Regional Office- Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), identified the suspect as 33-year-old Abdulpata Maguid Pantacan.

Pantacan is a former police officer previously assigned to the Basilan police provincial office and a resident of Parang, Maguindanao del Norte.

“He was the primary suspect in the Dec. 1, 2024, murder of Police Senior Master Sergeant (PSMS) John Manuel Bongcawil at the carpark of CityMall of Cotabato,” Macapaz said in a radio interview on Tuesday.

At the time of the murder, Bongcawil, an intelligence officer from the Maguindanao del Norte police office, was with his wife and children and was about to leave the parking area when he was shot in front of his family. Like Pantacan, Bongcawil was also a resident of Parang town.

Macapaz said Pantacan has outstanding warrants of arrest for murder, carjacking, and other crimes, issued by the Regional Trial Court Branch 27 in Cotabato City. According to Macapaz, Pantacan has gone absent without official leave (AWOL) due to legal troubles stemming from various crimes he allegedly committed.

Following a weeklong surveillance operation, the PNP-AKG and Cotabato City PNP arrested Pantacan near a barber shop along SK Pendatun Avenue, Cotabato City, at 4 p.m. Monday. He was unarmed and did not resist arrest.

Macapaz said the police are still actively hunting down the suspect’s possible cohorts in various criminal activities, including carjacking and alleged gun-for-hire operations.

“We are still establishing what motivated the suspect to kill PSMS Bongcawil,” he said.

Authorities arrested a police officer for alleged negligence that resulted in the escape of an inmate from the detention facility of a substation of the Caloocan City Police Station (CPS), the National Capital Region Police Office (NCRPO) said on Wednesday.

The officer, with the rank of staff sergeant, was collared at around 10 a.m. on Tuesday along Samson Road, Barangay 8, Caloocan City, after he was found to be duty jailer when the incident occurred.

Initial reports showed the incident at the CPS Sub-Station 6 happened on June 8 but was only discovered the following night.

Immediate verification and investigation revealed lapses in custodial procedures, which also showed that the arrested officer did not report the incident.

In a statement, NCRPO chief Maj. Gen. Anthony Aberin said the police officer is now facing a case of violation of Article 224 of the Revised Penal Code (Infidelity in the Custody of Prisoner or Evasion through Negligence).

He said the operation was in line with the directive of PNP chief Gen. Nicolas Torre III to run after police officers who would violate the law.

“NCRPO will be decisive in our actions against members of the police force who will violate the law. In doing so, we assure that their rights are respected and due process of law is observed. NCRPO’s actions make one thing clear: no one is above the law, especially those who are entrusted to enforce it,” Aberin said.

The Sandiganbayan has convicted former Misamis Occidental 2nd District Rep. Loreto Leo Ocampos and two others for graft, malversation of public funds, and falsification of documents over a sham livelihood project in 2013 using PHP2.1 million of the former lawmaker’s priority development assistance fund (PDAF) in 2013.

In a 31-page decision dated June 10, the anti-graft court’s 2nd Division also convicted private individuals Josefina Candole and Jaime Ann Perez Linsangan, officers of the Rich Islas de Filipinas Foundation, Inc. (RIDFFI), which was chosen as “project partner” in the supposed distribution of 350 business starter kits for livelihood on Basilan Native Chicken.

For graft, they were sentenced to up to 10 years imprisonment with perpetual disqualification from holding public office and ordered to return the PHP2.1 million illegally disbursed fund to the national treasury.

For malversation, they were also sentenced to up to 10 years jail term and ordered to pay a fine of PHP2.1 million.

For falsification of documents, they were meted a prison term of up to eight years and one day and ordered to pay a fine of PHP5,000.

“(T)he collective actions of the three accused manifest a deliberate intent to siphon off accused Ocampos’ PDAF through a deceptive scheme of implementing a fake project. Accused Ocampos, Candole, and Linsangan played an active role in allowing RIDFFI to unlawfully misappropriate the public funds derived from the PDAF for their own illicit benefit,” the court said.

The Sandiganbayan said that despite the livelihood development project being altogether a sham, the accused “accomplished liquidation documents… all tending to show that the same had been actually and properly undertaken, and that it was eventually completed.”

With the beach just minutes from the airport, Lapu-Lapu City on Mactan Island—site of the historic clash between chieftain Lapulapu and Portuguese explorer Ferdinand Magellan—has earned its title as the “Historic Resort City.”

Thousands visit this highly urbanized coastal destination each week, making it a hotspot for global hotel brands and luxury resorts like Filinvest’s Crimson Resort and Spa Mactan.

Three years after the COVID-19 pandemic devastated the global travel industry, tourism in Lapu-Lapu City is roaring back. From 2022 to 2023 alone, the city saw a remarkable 43.6% jump in tourism, according to data from the Philippine Statistics Authority-Central Visayas (PSA-7).

Just as Cebu’s tourism sector begins to recover its momentum, a long-standing issue resurfaces—power instability, once again threatening to hinder its growth.

Despite thriving commercial activity and infrastructure expansion, Cebu remains heavily dependent on imported electricity. This growing reliance, particularly on power supply through transmission lines from Luzon and Mindanao, is raising red flags among energy advocates and tourism leaders.

As Cebu’s tourism and hospitality sectors expand, their energy demands rise in tandem—a reality that has placed the island’s limited local power generation capacity under increasing pressure.

Researchers from non-profit group ILAW Foundation are calling on leaders and businesses in Cebu to invest in reliable, in-island power sources. Without this, they warn, the province risks undermining one of its bread-and-butter industries—tourism.

In 2023, Cebu welcomed over 5.1 million visitors—a 28% increase from the previous year, official data from the Department of Tourism (DOT) showed. Though the island has yet to match its 2019 peak of 6.6 million arrivals, the momentum is clearly back.

Cebu’s rapid development is outpacing its ability to supply power from within the island. While Cebu’s current electricity demand is being met through a mix of local and imported supply, this growing dependence on inter-island transmission makes the region vulnerable to disruptions. 

According to the National Grid Corporation of the Philippines, Cebu’s total plant capacity today is 1,123 megawatts against a peak demand of 1,223 that was recorded in May 2024.

That 100 MW shortfall is bridged through inter-island transmission lines that import electricity from Luzon and Mindanao.

This means Cebu, and the Visayas in general, relies on power from other islands—and not just occasionally. As of the latest figures, Cebu imports about 60% of its total electricity requirements from outside sources.

While these interconnections allow Cebu to avoid full-blown blackouts, they are far from ideal. According to ILAW Foundation, a non-profit organization advocating for affordable and accessible electricity, that such dependence makes the province vulnerable to transmission failures, rising electricity prices, and national grid strain.

This problem is not limited to Cebu. The entire nation's electric grid is unstable because of various factors including a lack of capacity and old infrastructure. 

Depression among Filipino youth has doubled in the past eight years. The isolation of the pandemic lockdowns are partly to blame.

The number of Filipino youth experiencing depression has more than doubled in just eight years, with some of the most vulnerable sectors in this age group being disproportionately affected.

This was one of the key findings of a new study conducted by a Filipino research team and published by Cambridge University Press.

The researchers found that the prevalence of moderate to severe depressive symptoms (MSDS) among Filipinos age 15 to 24 years old rose from 9.6 percent percent in 2013 to 20.9 percent in 2021, highlighting a significant decline in youth mental health.

While COVID-19 contributed to the notable increase in the prevalence and sociodemographic disparities in MSDS, it was also deemed likely that depression among Filipino youth was already on the rise before the pandemic.

“This increase not only underscores the deteriorating mental health landscape for young people in the Philippines but also signals a potential crisis that could have long-term implications for individuals and society as a whole,” the study said.

The number of Filipino youth with MSDS also climbed the highest among those who were unable to complete elementary education: from 10.8 percent to 26.5 percent (up by 15.7 points); and those belonging in the poorest households: from 10.6 percent to 25.1 percent (up by 14.5 points).

Female youth also grew more depressed compared to their male peers, with MSDS prevalence rising from 10.8 percent to 24.3 percent, up by 13.5 points.

“These disparities indicate that certain populations are more likely to experience depression and face greater barriers to accessing necessary mental health services,” the study said.

The significant increase in the number of Filipino youth with MSDS could be largely attributed to the COVID-19 pandemic, it added.

“The pandemic exposed people and communities to higher levels of stress and crisis while greatly reducing access to support and services,” it said, citing earlier similar studies. “This is especially true for marginalized groups that are more likely to experience social inequalities.”

The Philippines had one of the longest and strictest lockdowns leading to prolonged school closures. This resulted in many students being cut off from essential mental health support from counselors and peer networks.

For youth in low-income households, being forced to switch to online learning—where access to digital tools and quiet learning spaces were often lacking—added to the strain.

The lockdowns also kept Filipinos indoors, reducing opportunities for social interaction and physical exercise, sports and leisure, which are significant factors for wellbeing.

But it was also likely that depression among Filipino youth was already in the upswing even before the pandemic, as revealed by previous studies.

Among the proposed explanations for this global trend was widespread use of digital technology and social media.

The pandemic also accelerated the adoption of teletherapy as a practical and scalable method of delivering mental health services. However, access to teletherapy among Filipinos is largely limited to those with the financial means, technological resources and private spaces.

It seems as if this article is seeking to absolve the unnecessary and life-crippling pandemic lockdowns for any blame in the decline in mental health amongst the youth. 

Monkey pox is quickly becoming the next new pandemic even if it is limited in the way it is spread.

The provincial government has created a task force to effectively prevent and control the spread of monkeypox (Mpox) in Negros Oriental although no case has been recorded in the province.
Gov. Manuel Sagarbarria issued an executive order on Monday, June 2, establishing the Negros Oriental Mpox Task Force and institution of measures, citing reported monkeypox virus in several parts of the country, which pose a significant threat to public health and safety.
Sagarbarria stressed the urgency to strengthen the province's preparedness and response mechanisms to ensure timely detection, isolation, treatment, and containment of suspected and confirmed monkeypox cases.
He said that the provincial government recognizes the critical role of inter-agency coordination and public participation in preventing the spread of infectious diseases.
The EO said that the Department of Health (DOH) has issued advisories and guidelines for the prevention, detection, and management of monkeypox cases to mitigate its spread and impact on affected communities.
The task force is composed of key officials led by Sagarbarria as chairperson and the provincial health officer as vice-chairperson.
The task force will ensure a coordinated and comprehensive response and functions include monitoring, education campaigns, health protocols, and resource allocation to mitigate the impact of the virus.
All city and municipal mayors were directed to activate health emergency response teams, conduct community awareness campaigns on monkeypox prevention, implement active surveillance and reporting of suspected cases, ensure that local health facilities are prepared to handle these cases, and coordinate closely with the provincial task force for timely reporting and response.
Residents were urged to adhere to public health protocols such as proper hygiene, social distancing, reporting of suspected cases, and coordination with health authorities for contact tracing and other preventive measures to safeguard their health and the wellbeing of the community.
The provincial government remains committed to transparency, cooperation, and proactive measures to address the challenges posed by the monkeypox virus.
Meanwhile, Sagarbarria visited the DOH-Negros Island Region (NIR) office on the third floor of the Integrated Provincial Health Office within the Negros Oriental Provincial Hospital Compound in Barangay Piapi, Dumaguete City on Monday, June 2, prior to the official inauguration of the regional office on June 18 with DOH national officials.
The visit aimed to enhance coordination and discuss upcoming health programs, ensuring the continuous improvement of health services in the province.

The Iloilo City government is working closely with all stakeholders as the number of mpox cases here has reached 12.

Of the six confirmed cases, one patient has already recovered.

In a press briefing on Tuesday, City Health Officer Dr. Mary Ann Diaz said the six suspected cases are undergoing laboratory confirmation.

“All patients are in stable condition, receiving appropriate medical care and are currently under isolation,” she said.

“We are now working closely with barangays, schools, boarding houses, religious groups, the business process outsourcing industry, the transport sector, regional government offices, and other sectors to strengthen preventive measures and contain the spread of the virus.”

She urged the public to exercise vigilance and caution in all social interactions, seek early medical consultation if symptoms occur, report symptoms honestly and accurately, and isolate promptly if they are symptomatic.

The public is also enjoined to observe key preventive actions like regular handwashing, wearing face masks and long sleeves when in public or traveling, avoiding crowded or poorly ventilated places and practicing safe and responsible sexual health.

“Mpox is primarily transmitted through close, prolonged physical contact, including skin-to-skin and intimate contact such as sexual activity. It can also spread through respiratory droplets, contact with contaminated materials, and lesions or body fluids,” she said.

Diaz said they are still waiting for a response from the Department of Health regarding the request of the city government to allow its molecular laboratory to conduct the confirmatory test for suspected mpox cases in Panay.

The public is urged to wash their hands and wear face masks even though neither of those things will stop the spread of monkey pox as the Department of Health as already advised. That's not stopping antique for issuing inutile handwashing warnings.

The Antique Integrated Provincial Health Office (IPHO) reminded the public to observe precautionary measures, including handwashing, as protection against the monkeypox (mpox) viral disease.

IPHO information officer Irene Duldoco said in an interview Wednesday that Antique has no mpox case. However, it would be better for Antiqueños to take precautionary measures due to the province's proximity to Iloilo.

Iloilo province has one confirmed mpox case, while Iloilo City has four laboratory-confirmed and two suspect cases.

“Antiqueños travel to Iloilo City or province back and forth for their transactions. It is really better that they do frequent handwashing and other precautionary measures,” she said.

Duldoco advised home isolation if they suspect having signs and symptoms of mpox such as fever, painful rash, muscle ache, back pain, and low energy.

The rural health unit or health worker should be informed immediately for appropriate medical intervention.

“Keep yourselves well-informed about mpox by listening to the programs of the DOH or IPHO through the media so you would know what to do to prevent yourselves,” Duldoco said.

Ironically the IPHO urges the public to stay "well-informed about mpox by listening to the programs of the DOH." The DOH has already said handwashing does not prevent the spread of monkey pox. Did the Antique IPHO not get the memo?

Philippine Congressman Angry About Travel Advisory While Ignoring Crime Concerns

The Untied States has issued another travel warning for the Philippines which has raised the ire of Cagayan de Oro Rep. Rufus Rodriguez. He says the warning is unfair.

A Mindanao lawmaker on Sunday called on the Department of Foreign Affairs (DFA) to summon the United States envoy to Manila to explain a travel advisory that warned Americans visiting the Philippines of supposedly increased risk to their safety.

Reelected Cagayan de Oro Rep. Rufus Rodriguez also urged President Marcos to ask the DFA, Philippine Ambassador to the US Jose Manuel Romualdez, and the Department of Tourism what they have done since the US State Department issued the travel advisory on May 8.

According to Rodriguez: “This is an unfair, shotgun warning. There are certainly many places in our country that are safe to tourists. The United States should review this advisory. We do not deserve this unfair treatment from our No. 1 ally.”

The senior lawmaker asserted that the warning places the country in a bad light before the international community, saying, “it discourages not only Americans but other foreign tourists as well from visiting the Philippines. It will surely hurt our tourism sector.”

“It is likewise particularly biased against our beloved island, Mindanao,” he stressed.

The May 8 US State Department travel advisory places the Philippines under “Level 2: Exercise Increased Caution” and advises, “exercise increased caution in the Philippines due to crime, terrorism, civil unrest, and kidnapping. Some areas have increased risk.”

It states: “Do not travel to the Sulu Archipelago, including the southern Sulu Sea, due to crime, terrorism, civil unrest, and kidnapping. Marawi City in Mindanao due to terrorism and civil unrest.”

The advisory further said, “reconsider travel to other areas of Mindanao due to crime, terrorism, civil unrest, and kidnapping.”

While the entire Philippines was categorized under Level 2, Mindanao (except Davao City, Davao del Norte, Siargao Island, and Dinagat Islands) was placed under Level 3, which meant “Reconsider Travel.”

Marawi City and Sulu, including the Sulu Sea, were under Level 4 or “Do Not Travel” as Americans were warned: “The US government has limited ability to provide emergency services to US citizens in these areas.”

The May 8 issuance also advised US government employees working in the Philippines to “obtain special authorization to travel to certain areas of the country” in Mindanao, particularly in the Sulu archipelago and the Sulu sea, as well as in Marawi City, due to the risks.

It said, “Terrorist and armed groups in the Sulu archipelago and the Sulu Sea have historically engaged in kidnappings for ransom on land and at sea, in addition to bombings and other attacks. These incidents often target foreign nationals, including US citizens, local government entities, and security personnel.”

For Marawi City, the US State Department issued a statement: “Civilians face the risk of death or injury from ongoing clashes between terrorist group remnants and Philippine security forces.”

It's interesting that he says, "There are certainly many places in our country that are safe to tourists." That is to miss the point entirely which is to warn about areas with increased risks of danger.. Let's take a look at the warning.

Country Summary: Terrorists and armed groups have carried out kidnappings, bombings, and other attacks targeting public areas like tourist sites, markets, and local government facilities in the Philippines.  Violent crimes are also common in the Philippines such as robbery, kidnappings, and physical assaults.  Protests happen in the Philippines and could turn violent and/or result in traffic jams and road closures with limited capacity of the local government to respond. 

Note that this warning was reissued after a review with only minor edits. That means this is the same travel advisory that has been issued for years. This warning does not imply the entire nation is unsafe and many such warnings are issued for other countries to which Americans regularly travel. The focus is, as ever, on Mindanao which is certainly a hot bed of violence even for locals. Last year American Elliot Eastman was kidnapped and murdered in Zamboanga del Norte. His body has still not been found. 

It is not only the USA which has issued travel advisories for their citizens. South Korea has raised security concerns about the Philippines.

Crimes against Korean nationals are a cause of concern for the Korean Embassy, which has cautioned its nationals in the Philippines to limit outdoor activities.   

Top officials of Philippine National Police, Presidential Anti-Organized Crime Commission, and Department of Tourism met with embassy officials at Camp Crame on Thursday to address security concerns.

According to embassy data, there have been more 200 criminal incidents involving Korean nationals this year—these include two homicide cases, three kidnappings for ransom, and eleven armed robberies.

PAOCC Executive Director Gilbert Cruz said security concerns have already led to a “huge decrease" — around 18 percent — in tourists from South Korea.

"Ang concern po nila ay nagiging biktima sila ng snatching, nagiging biktima sila ng robbery hold-up, at nagiging biktima ng scam. Kaya ang gusto nila ay agad na aksyon mula sa pulis," he said.

(Their concern is that their nationals are victims of snatching, robberies, and scams. So they want quick action by the police)

Taguig police have already increased security and added more checkpoints in the BGC commercial district after two Korean nationals were robbed on May 17.  

Suspects have also been identified and charged, police said.

The PNP committed to strengthening protective measures for Korean nationals and other foreigners.

These include expanding tourist police services and training officers in foreign languages to better assist non-Filipino complainants.

Crime, including homicide, against foreigners is most certainly a problem which needs to be dealt with and not swept under the rug with objections of outrage by offended officials. 

Despite the crime and violence wrecking havoc in Mindanao daily, the Department of Tourism has come to Mindanao's defense.

The Department of Tourism (DOT) on Tuesday defended Mindanao as a safe destination.

The statement comes after reelected Cagayan de Oro Rep. Rufus Rodriguez called out a United States advisory on the country, criticizing it as “particularly biased” against Mindanao.

The State Department, in its May 8 travel advisory, places the entire Philippines under level 2 where Americans are advised to “exercise increased caution” due to crime, terrorism, civil unrest, and kidnapping.

The same advisory placed Mindanao (except Davao City, Davao del Norte Province, Siargao Island and Dinagat Islands) under level 3 where Americans are urged to reconsider travel.

The DOT said Rodriguez’s stance, particularly on highlighting safety in Mindanao, “echoes the sentiment of countless tourism stakeholders and advocates.”

“The DOT stands united with Congressman Rodriguez and all those who advocate for the dignity and reputation of our country,” it said.

“His support strengthens our resolve to promote a more balanced and truthful narrative of the Philippines -- one rooted in warmth, resilience and the unmatched hospitality of the Filipino people.”

The DOT said it continues to ensure that travel for foreigners is “secure and seamless” through its Tourist-Oriented Police for Community Order and Protection (TOPCOP) program, and support for the establishment of tourist courts.

The TOPCOP helps enhance police visibility in key tourism areas while the tourist courts provide expedited legal support and protection for visitors encountering challenges during their stay.

The DOT said it sustains the Philippine Experience Program (PEP), which is meant to highlight the cultural richness and hospitality of Philippine regions through curated heritage, culinary and community-based tourism experiences.

“The program has been launched with the active participation of the members of the diplomatic corps in the Philippines, not only to showcase the diversity of our tourism offerings but also to underscore the peace and security that prevail across many parts of the country,” it said.

What exactly is the "more balanced and truthful narrative of the Philippines?" That Filipinos are hospitable, resident, and warm? The hospitality and warmth of Filipinos did not protect Elliot Eastman. He was warned by locals to leave. In fact, when that story broke many Filipinos said that area of Mindanao was a no-go zone even for them.  

Filipinos are friendly but some are also unfriendly. The high levels of crime in this nation attest to that fact. Indignation will not keep people safe. There have been 200 criminal incidents involving South Koreans this year. Combatting crime and warning others to stay away from high crime areas while always staying alert will increase safety.

Insurgency: Up For Insurgency-Free Declaration

Seven towns in Leyte Province will be declared insurgency-free on June 20th. They are waiting so all seven towns can hold a joint declaration in the name of unity against the insurgency.

At least seven towns in Leyte will be officially declared as completely free from threats of the New People's Army on June 20.

Mayor Remedios Petilla of Palo town, president of the League of Municipalities Leyte chapter, said all the towns in the first congressional district of the province passed the criteria to be declared as having Stable Internal Peace and Security Condition (SIPSC).

"The mayors decided to hold joint declarations to show that we have a unified commitment to peace and security," she said in an interview Wednesday.

The event at Palo Gym in Palo town will bring together town mayors, municipal council members, and village chiefs from Alangalang, Babatngon, Palo, Sta. Fe, Tanauan, San Miguel, and Tolosa.

SIPSC is a status jointly declared by the Philippine Army and local governments for areas where there has been no New People's Army (NPA) activity for several years and no residents are identified as members or supporters of armed rebels.

“The declaration of SIPSC in the first district of Leyte is a collective effort of their local leaders to maintain peace in the area that the people have been enjoying for years,” Brig. Gen. Noel Vestuir, commander of the Philippine Army’s 802nd Infantry Brigade, said in a phone interview.

Vestuir said the achievement of a state of stable internal peace and security is the result of the cooperation and efforts of local government entities and their communities.

The military said several areas in the region have long been peaceful; hence, the declaration of the SIPS status is a formal and official manifestation of the commitment of local leaders and people to sustain the peace and never allow any threat group to gain a foothold in their communities.

The military says the areas have long been peaceful but don't say how long. They talk of never allowing"any threat group to gain a foothold in their communities" which would seem to mean there are still remnants scattered about. 

In Northern Samar 4 NPA fighters have been killed will 2 surrendered during clashes with the AFP.

Four members of the New People’s Army were killed while two others surrendered during a series of clashes with government troops in an upland area of Catubig, Northern Samar on Tuesday.

The six neutralized armed rebels are among the approximately 30 NPA members from the regional guerrilla unit and sub-regional committee Arctic under the Eastern Visayas Regional Party Committee who clashed with soldiers.

The Army’s 8th Infantry Division reported on Wednesday that clashes erupted following reports from residents about the presence of armed men allegedly conducting extortion activities in the area.

At least three firearms were seized during the series of clashes in Nagoocan village in Catubig town.

Authorities are working to identify the slain rebels and are coordinating with local officials to notify their families.

A day before the firefight, troops from the 20th Infantry Battalion discovered a cache of firearms and explosives in Roxas village, also in Catubig town, upon acting on the information given by a former NPA vice squad leader who voluntarily surrendered through the localized peace engagement.

Recovered are two M14 rifles, an M16 rifle, an M653 rifle, three improvised hand grenades, an empty M14 magazine, a bandolier, a pistol holster, and assorted medical paraphernalia and other items.

Maj. Gen. Adonis Ariel G. Orio, commander of the 8th Infantry Division, commended the joint efforts of the government and its partners in addressing the root causes of insurgency and promoting peace in the region.

“When individuals who once fought against us now stand with us, it changes the narrative about our organization and our mission,” Orio said. “E-CLIP (Enhanced Comprehensive Local Integration Program) will continue to serve as our mission enabler -- offering not just holistic integration and livelihood support, but a renewed purpose.”

He assured residents of Northern Samar of the military’s unwavering commitment to peace and security and encouraged active NPA members to avail themselves of and take advantage of the National Amnesty Program offered by the government.

Northern Samar province is considered the last bastion of insurgency in Eastern Visayas. 

30 rebels were involved in the clash which brings their number down to 24. Before the firefight a former NPA vice squad leader led the AFP to a cache of weapons. 

In Negros Occidental the AFP clashed with the dismantled remnants of the NPA, killing one fighter.

A squad member of the dismantled New People's Army (NPA) Central Negros 2 (CN2) front was killed in a renewed clash with the Philippine Army's 94th Infantry Battalion (94IB) in the hinterlands of Himamaylan City in Negros Occidental Friday afternoon.

In a report on Saturday, the 3rd Infantry Division (ID) identified the fatality as Jun-Jun "Gringo" Benoy, 24, a resident of Sitio Ompocon in Barangay Mahalang.

Soldiers responded to information on the presence of armed rebels and engaged about five of them at Sitio Bugtangan, Barangay Buenavista at around 4:30 p.m.

They found an M16 rifle and the personal belongings of the rebels after the encounter.

In a statement, 3ID commander Maj. Gen. Michael Samson commended the collaboration between the troops and the community in the neutralization of another NPA remnant.

"This combat operation is part of our ongoing drive to cripple the remaining elements of the communist-terrorist group and ensure that they do not regain strength in Negros," he said.

Samson reiterated his call for the remaining NPA fighters to surrender and avail of the benefits under the government's Enhanced Comprehensive Local Integration Program.

The AFP says this "is part of our ongoing drive to cripple the remaining elements of the communist-terrorist group and ensure that they do not regain strength in Negros." The AFP has already declared this group dismantled yet they are still fighting them. Seems dismantled does not mean crippled.

In Central Luzon 3 rebels surrendered.

Three members of armed communist groups voluntarily surrendered to authorities in Central Luzon on Monday, police said.

In a news release Tuesday night, the Police Regional Office 3 (PRO-3) identified the three as Noel Valdez, 39, who surrendered in San Jose, Tarlac; Charlie "Celing" Ramos, 56, in Botolan, Zambales; and Joselito Agunoy, 52, in Licab, Nueva Ecija.

Valdez, a member of Milisyang Bayan, and Ramos, a courier, marketer, and collector for the Regional Guerrilla Unit, each surrendered an improvised shotgun, the PRO-3 said.

It also said Ramos has been on the government's Order of Battle/Periodic Status Report list since 2004.

Agunoy, meanwhile, was a former member of the Sentro de Gravidad and a part of the Alyansa ng mga Magbubukid sa Gitnang Luzon – Nueva Ecija Chapter who said he was recruited in 2018 by known insurgent personality Nicomedes Ortiz.

The PRO-3 said Agunoy surrendered a homemade .38 caliber revolver with no serial number and three rounds of ammunition.

The three former rebels are now under police custody for debriefing and documentation, while their surrendered firearms have been impounded and will be subjected to proper disposition.

"The return of these individuals to the fold of the law is a clear testament to the effectiveness of our programs aimed at encouraging those who have gone astray to start anew," PRO-3 chief Brig. Gen. Jean Fajardo said.

She noted that with President Ferdinand R. Marcos Jr.'s whole-of-nation approach, the PRO-3 "remains committed to giving former rebels a second chance to rebuild their lives and become productive members of society."

After their debriefing they will not doubt filed for E-CLIP benefits as well as amnesty. 

Party-list groups lost big thought some other won in the just ended election. The NTF-ELCAC is urging the Comelec to to take action against parties that have ties to the communist party by suspending the proclamation of winning.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on Wednesday urged the Commission on Elections (Comelec) to take action amid new revelations linking youth activist groups to armed insurgency and internal abuse.

In a statement, NTF-ELCAC executive director Undersecretary Ernesto Torres Jr. urged the poll body to immediately suspend the proclamation of Kabataan Party-list (KPL) and revive the long-dormant disqualification proceedings against Gabriela Women’s Party-list (GWP).

The call follows the confirmed death of Jhon Isidor “Dee” Supelanas, a former KPL spokesperson in Cebu, who was killed in an armed encounter in Kabankalan City, Negros Occidental last April.

“His story is not an isolated tragedy. It is part of a disturbing pattern where youth leaders—starting from legal organizing spaces—end up as armed combatants of the NPA (New People's Army)," Torres said.

The anti-insurgency body also cited documented cases, including social media posts, public tributes, and sworn testimonies from former cadres, tracing the same trajectory among former leaders of Gabriela and other allied organizations.

Torres expressed alarm over recent sexual assault allegations involving KPL leaders from 2023 to 2025. At least 20 victims are said to have come forward.

“Kabataan’s response was a generic condemnation, carefully avoiding the fact that the abusers were from within their own ranks. This silence perpetuates a culture of impunity,” Torres said.

While the task force values the party-list system as a means to amplify marginalized voices, it said that it “must never become a backdoor for political radicalization, or a shield for abuse.”

The NTF-ELCAC called on Comelec to show political courage and perform due diligence.

“This is not suppression, but a safeguard. The bloodied trail and the survivor testimonies compel one simple act: pause, investigate, and protect the public trust,” Torres said.

He also challenged the leadership of Kabataan and Gabriela to categorically denounce the Communist Party of the Philippines-New People's Army-National Democratic Front and address exploitation within their own circles.

“If you truly serve the people, then begin by facing these hard truths. Show that your commitment to democracy includes accountability and transparency—not silence—when lives and rights are on the line," Torres said.

Kabataan and Gabriela have long fought against "red-tagging." If the NTF-ELCAC and AFP have indisputable evidence against those parties linking them to the CPP-NPA it is inconceivable why the Comelec would not act on that information. 

Meanwhile. in Mindanao 7 Moro extremists have surrendered and received aid.

Seven members of Moro extremist groups have decided to lay down their firearms, rejoin the mainstream, and pledge allegiance to the Philippine flag in Upi, Maguindanao del Norte, the Army reported.

The seven combatants, identified as belonging to the outlawed Bangsamoro Islamic Freedom Fighters (BIFF) Kagui Karialan faction and the Dawlah Islamiya Hassan Group, surrendered to Lt. Col. Aeron Gumabao, commander of the 57th Infantry Battalion (57IB), at the battalion headquarters in Upi town on Tuesday afternoon.

They brought with them seven high-powered firearms, including two crew-served 60mm mortars, two M14 rifles, two sniper rifles, and an M79 grenade launcher.

“This significant event resulted from the unit’s extensive intelligence operations, effective coordination with adjacent units, and thorough negotiations,” Lt. Col. Gumabao said in a radio interview Wednesday.

The Upi town government and other relevant government agencies immediately provided the former combatants with financial assistance and food packages, facilitating their reintegration into society.

“This act highlights the government's effective programs encouraging surrender and peaceful reintegration, demonstrating a pathway from conflict to normalcy,” Gumabao added.

Those are all ISIS fighters. Now that they have surrendered they better be sure not to forget to apply for amnesty.

Baugio City Finally Decides to Enforce the Speed Limit

Traffic in the Philippines is a nightmare. Terrible drivers are only half the problem. The other half is the lack of enforcement of the traffic rules. Here's another instance where the authorities have refused to do their job. Until now.

All drivers traversing the city's roads must comply with speed limits of 20 to 30 kilometers per hour (kph) in a bid to address the growing number of vehicular accidents.

A recent meeting among officials of the city government, Baguio City Police Office (BCPO), Land Transportation Office, Public Order and Safety Division, and other concerned agencies resulted in the agreement to strictly enforce the measure passed by the city council in 2019 but has not been implemented.

Mayor Benjamin Magalong said in an interview Monday that the maximum speed of 20 kph will cover the central business district and other major roads, while a maximum 30 kph applies to all inner roads.

The city government will procure speed monitoring devices and sensors to ensure compliance.

“This is to underscore the city’s commitment to public safety and the prevention of traffic-related injuries and fatalities. Motorists are strongly urged to comply with these speed limits at all times. Let us work together to keep Baguio’s roads safe for everyone," he said.

Based on police records, there were 377 vehicular traffic accidents from Jan. 1 to May 29. Eight died.

In 2024, there were 313 incidents during the same period.

Magalong said the city government will also purchase breath analyzers to catch intoxicated drivers, particularly at night.

BCPO Director Col. Ruel Tagel said in a separate interview that they are also implementing the Oplan Discipline, Respect, Infrastructure, Vigilance and Education (DRIVE) which is a multi-stakeholder approach to address the sudden surge in vehicular accidents.

Oplan DRIVE involves a combination of driver behavior, road infrastructure and law enforcement as measures to improve road safety.

“This is anchored on the three E’s of road safety, engineering, education and enforcement, that seeks to strengthen synergy among agencies as they carry out their respective traffic safety mandates," Tagel said.

In 2019 Baguio City passed a measure limiting the speed of vehicles to 20 kph in the central business district and 30 kph everywhere else. For six years no one thought to implement this law. What's the point of having a government if they refuse to govern? 

That they are doing something now is nothing to be cheering about. The measure should have been enforced when it was passed. The city says they need to "procure speed monitoring devices and sensors to ensure compliance." What was stopping them from doing this in 2019? The city also says this "underscores the city’s commitment to public safety and the prevention of traffic-related injuries and fatalities" which is completely laughabale. If they were so concerned about public safety they would have been enforcing this law.

What other laws not only in Baguio but throughout the country are on the books but are not being enforced? Sadly this refusal to enforce the laws is nothing shocking in the Philippines. That's just how it is.
