Martial Law: US Intel Support

Immediately after the Jolo bombing the AFP and PNP shifted into high gear and set about to decimate Abu Sayyaf. An annual ambitious goal always just within arms reach but never yet realised the AFP swore this time would be it. They would finally destroy Abu Syyaf.

This declaration came on the heels of days of fighting Abu Sayyaf in the jungles and Duterte's order to crush them by "whatever means." Two days after issuing that order Duterte also gave the go-ahead for the AFP to conduct airstrikes.

President Rodrigo Duterte’s “directive is to crush the Abu Sayyaf,” Lorenzana said. The military has been receiving reports of a possible terrorist attack in the province as early as August last year, he said.
The decision to conduct airstrikes is an abrupt about-face from earlier statements Duterte made against using this same tactic on the NPA.
President Rodrigo Duterte said the government can easily bomb rebel positions but had not done so to spare civilians and other non-combatants. 
“Nakikita kayo sa drone, helicopter,” (You are visible to drones, helicopters) the President said Wednesday in a speech in Dimasalang town in Masbate province. 
“Maraming tumutulong … Israel, USA,” (Many are assisting us … Israel, the USA) he also said. 
“Gusto nila na titirahin kayo diyan sa taas. Ako lang ang tiga-pigil. Sabi ko, huwag na,” (They want to hit you from the air. But I stop them. I tell them ‘Don’t.’) Duterte added.
“The waging of war, kinokontrol ko ‘yan, lalo na paggamit ng bomba. Kasi alam mo pagka-bomba, bomba. Kung i-landing diyan ‘yang isa, ubos tayo dito lahat. Duterte may control the waging of war in the Philippines but as he admitted he is getting a lot of assistance especially from the USA. Coincidentally just as the airstrikes were taking place training exercises between the USAF and PAF were wrapping up.

According to the United States Embassy in Manila, the BACE-P was conducted from January 21 to February 1 and provided an opportunity for U.S. Air Force F-16s and PAF FA-50s fighter aircraft to practice “interfly training” and conduct subject matter expert exchanges including intelligence, flight line, and maintenance operations. 
With such joint training and exchanges, Mendazo said he sees a “stronger alliance in the future and brighter days ahead for the two countries.”
How much stronger can the alliance get when despite Duterte's public disdain for the USA they keep sending aid in the forms of money and weapons and training as well as doing much of the legwork when it comes to intelligence?

MalacaƱang on Monday welcomed the United States (US) government’s commitment of over P300 million intel support to the Philippines. 
“We welcome the United States’ commitment in fighting terrorism. This shows that our military alliance with the United States remains strong,” Presidential Spokesperson Salvador Panelo said in a statement. 
“We need all the help as every member-country in the United Nations needs the assistance and cooperation of each other to combat and crush terrorism,” he added.
Every member-country in the UN should assist each other to combat terrorism? What happened to:
“Fuck you UN, you can’t even solve the Middle East carnage… couldn’t even lift a finger in Africa… shut up all of you.”

Why even bring the UN into the picture in the first place? The Philippines is receiving help from the US as part of their mutual defence treaty. The UN has nothing to do with it.

The U.S. report said that ISIS-P is still active in Mindanao, with approximately 300-500 fighters but its activities remain limited to the Sulu archipelago. It noted that the terror group was unable to expand its areas of operation and influence in the last quarter of 2018, noting the weakening of ISIS operations worldwide.

It said the AFP still needs extensive help from U.S. when it comes to intelligence, surveillance, and reconnaissance (ISR). In the report, the U.S. Special Operation Command Pacific said the AFP has "limited ability to collect information on a target and provide that intelligence to a unit on the ground to act on it" due to lack of assets and "institutional problem, using its limited ISR assets for live tracking of active operations to provide a semblance of battle tracking for friendly and suspected enemy elements rather than strategic threat analysis."
Translation: despite billions in intel funds the AFP is woefully lacking in intelligence gathering skills and equipment. But they aren't fully in the dark. See above where Lorenzana notes they had been receiving threats in the area since August last year. And don't forget about the fact that the DND and the Palace knew about the impending Marawi siege at least month before it happened. In both of these cases the problem is that the AFP did not act on this information and that concurs with this report from the US.

The AFP need not worry about the US leaving anytime soon. They were helping out in Jolo even before the bombing.  Operation Pacific Eagle is in full swing.

Aside from giving assistance to the wounded soldiers, the US has also helped by relaying intelligence reports on possible terror threats to its Philippine counterpart. 
"They have been helping us track these terrorists even before the bombing [in Jolo]," Lorenzana said. 
Singapore and Indonesia also warned the Philippine government about possible terror attacks prior to the Jolo blasts, he said.
Intelligence reports from three countries and still the bombing happened? Why? This is another situation that deserves a thorough investigation as to who know what when and what was done about it and how was it able to happen? But there probably will not be an investigation just like the DND and Senate refuse to investigate the failures and lapses which led to the Marawi siege.

The second BOL plebiscite came and went without a hitch expect for all the bombings and explosions which preceded it.

Four explosions have been reported on Tuesday, a day before the Bangsamoro second plebiscite. 
Speaking to CNN Philippines, Lanao del Norte Governor Imelda Dimaporo said that she suspected that the Moro Islamic Liberation Front (MILF) were behind the explosions in the two Lanao towns. 
Dimaporo said she thought "the MILF under Commander Bravo" was behind the bombings, adding that the group was in Lanao del Norte for a peace rally backed by the Office of the Presidential Adviser on the Peace Process. 
Dimaporo is against the inclusion of six towns in her province in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

With the results of the Feb. 6 plebiscite indicating that the six towns proposed for inclusion in the Bangsamoro region will stay with Lanao del Norte, Gov. Imelda Dimaporo has this message to a ranking leader of the Moro Islamic Liberation Front (MILF) who had campaigned for the inclusion: “Respect the will of the people.’’ 
Dimaporo, who had led calls for a no vote, said she was willing to meet with Abdullah Macapaar, also known as Commander Bravo and the chief MILF figure in northwestern Mindanao. 
“I call on Commander Bravo to respect the will of the people,” Dimaporo said in an interview after the canvassing results were announced here on Thursday.
Bravo, who has about 10,000 armed followers, denied the allegations.
Funny that not everyone wants to be part of the BARMM.  Funny that Commander Bravo looks like a cartoonish cowboy from a dystopian future but he is actually part of a dystopian present! Funny that this man has 10,000 armed followers and yet the Comelec cannot verify if there were armed groups attempting to influence the vote.

There are some places where there are persistent rumors of armed men coming in to the territories supposedly, allegedly, MILF fighters,” Comelec spokesperson Jimenez said in a press briefing. 
“We are trying or verifying these rumors,” he added.
The plebiscite is over and now it is time for these armed men, MILF fighters, to take the reigns of power and lead the region to its destiny. The MILF will need the best of the best for this duty. They will need Commander Bravo.

A renegade commander who once led bloody attacks following an unsuccessful attempt at self-rule in the southern Philippines is now being considered to help govern the country’s new autonomous region for its Muslim minority. 
Abdullah Macapaar, also known as Commander Bravo, was among 41 individuals the Moro Islamic Liberation Front (MILF) nominated to the interim government for the Bangsamoro, said Ghazali Jaafar, the group’s vice chairman. 
“We’re giving him a chance to prove to the people that he is not that harsh, that he is not uncontrollable,” Jaafar told ABS-CBN News. 
“As a matter of fact, he follows orders from the leadership of the MILF.” 
Macaapar was one of two rogue MILF commanders who raided communites in North Cotabato and Lanao del Norte in 2008 after the Supreme Court halted the signing of an agreement, which many feared would give rise to a Mindanao sub-state.
Seeing as Commander Bravo follows the orders of MILF leadership it can be assumed that anything he does or says comes from the top. But before Commander Bravo or anyone else can take a position on the ruling transition council there is one tiny matter which must be taken care of. Amnesty.

Amnesty will be granted to thousands of fighters of Moro Islamic Liberation Front (MILF) as among the immediate steps in healing the wounds of conflict brought about by 40 years of revolutionary war waged by Moro rebels that started in 1968.  
“We're trying to fast track the amnesty, but you know the amnesty has to be concurred with by Congress, so we're working on that,” Undersecretary Nabil Tan told ANC’s Early Edition on Wednesday. 
Around 10 MILF commanders are still facing criminal cases for “common cases” in connection with the Mindanao conflict, he told ABS-CBN News. 
Some 35,000 to 40,000 combatants may be covered by the amnesty, he said, based on the list earlier submitted by the MILF. 
The amnesty will provide MILF combatants with a “clean slate,” said Benedicto Bacani, executive director of the Cotabato City-based Institute for Autonomy and Governance, said the report by ABS-CBN News.
Perhaps these combatants will have a clean slate when it comes to the justice system as all their cases will be tossed but they will still be criminals, combatants, terrorists at heart. The actions of the past will not be wiped away and those they have killed will not return to their loved ones from the dead. Will we be hearing from those families?

One thing for sure the public will never hear about is the fundamentally religious nature of the conflict in Mindanao when it comes to the Muslims. Less so for the NPA obviously.

Armed men believed to be Abu Sayyaf members shot dead a logger on Saturday morning in Maluso town in Basilan province for being unable to say Al Fatihah, the first seven verses of the Quran. 
The men, who were carrying M16 rifles, took seven loggers – five men and two boys – who were hauling coco lumber in Sitio Camp Alih in Barangay Abong-abong, according to Insp. Robert Jay B. Bacalangco. 
“They were held and asked to recite a Muslim prayer, those who could not recite was shot in the head, those who were able to recite were freed,” Bacalangco said in Filipino.

To God Be the Glory

There are a number of ways to interpret the phenomena documented in the pictures below. The phrase "To God be the Glory" or a variation thereof is to be found in many places in the Philippines: on buildings, on vehicles, etc. It could be that in lieu of a tiny bumper sticker the owners of the trucks opted to paint in large lettering their praises to God as a testament to their great faith. It could be that whoever decorated the vehicles with these slogans sees them as a kind of protective talisman. 

The difference between having the phrase "To God be the Glory" on the front of the truck rather than on the back is significant. Locating the phrase on the front signifies that it is God who is doing the leading for his glory as he omnisciently directs the driver safely down the highway. To have the phrasing on the rear, as many people do with bumper stickers, indicates that the driver and not God is in control. Indeed the final picture in this series lends itself readily to that interpretation.

Or maybe they just think it looks good!

Road Accidents

The news outlets regularly publish stories of road accidents so I thought I would take a look at a few and see if any sort of pattern emerges. Filipino drivers are among the worst in the world which makes accidents inevitable.

A report from Candelaria police station said a sedan being driven by Frederick Fang was negotiating the bypass road in Barangay (village) Masin Sur around 1 p.m. Tuesday when an incoming sports utility vehicle (SUV) being driven by Alfredo Morano Jr. bumped into it. 
Police said the northbound SUV overtook another vehicle and occupied the opposite lane when it collided head-on against the incoming car. 
Due to the strong impact, the car spun while the SUV fell on the rice field on the side of the road.

Two motorcycle riders were killed while two others were injured on Thursday in separate road accidents in Pangasinan province, police said on Friday. 
Robin Malacad, 18, died while being taken to a hospital after his motorcycle crashed into a tricycle at 7:10 p.m. along the Manila North Road (MNR) in Barangay Cablong in Pozorrubio town. 
Police said Malacad was traversing the southbound lane when the tricycle suddenly entered the road from a gasoline station. Malacad reportedly tried but failed to avoid the tricycle. 
Earlier in Bani town, Liezel Mamaril, 21, was killed after she was thrown off a motorcycle that crashed into a passenger bus along the highway in Barangay Garrita at 5:40 p.m. 
Motorcycle driver Perfien Farnacio, 22, may not have noticed the bus when he took a left turn and slammed right into the middle of the bus.

In Taal town, a four-vehicle collision happened around 8:30 p.m. Monday along the diversion road in Barangay Latag. 
In San Juan, two motorcycles collided head on in Barangay Maraykit around 1 a.m.  Tuesday.

A report from the Quezon police said Ramil Atienza, 26, was accidentally hit by a still unidentified bus while standing along the side of the Maharlika Highway in Barangay (village) Sto. Cristo in Sariaya town around 7:55 p.m. 
Atienza died while being taken to Sariaya Greg Hospital. 
Police added that Atienza could have also been possibly run over by a passing sports utility vehicle after he was hit by the bus. 
Meanwhile in the island town of Alabat, two motorcycles collided head-on while cruising along the Alabat-Quezon road at around 4 a.m.
A report from Calabarzon police indicated the incident happened around 3 a.m., involving a car driven by Kelly Villanueva and a tricycle driven by a certain Levy Gamil. 
Police said the tricycle was heading towards Barangay Hugom when it was hit by the car.

Two tricycle drivers died, and four were hurt in a road accident about 4:30 a.m. on Wednesday (January 9) in Barangay (village) San Pedro-San Pablo, police said. 
Tricycle drivers Danilo Ancheta and Manny Balaba were killed when a van driven by Gregorio Tolentino, 54, of San Luis town in Pampanga province, plowed into their respective vehicles. 
Rolly Wania, who was sitting behind Balaba on the tricycle, was seriously hurt in the crash. 
Tolentino fell asleep on the wheel as he drove south, causing the van to swerve and plow into the two parked tricycles.
Three persons were killed while 9 others were hurt in a three-vehicle smash-up when one of the drivers fell asleep at the wheel along the national highway here Monday afternoon. 
“The Toyota Hi-Lux driver falls asleep at the wheel,” said Police Chief Inspector Bryan Placer, Matalam town police chief, referring to Ridznul Tandih, 34, who was driving the Toyota Hi-Lux from Zamboanga heading to Davao, when it crashed into a tricycle and a Kia Bongo from Matalam heading to Kabacan town at 1:45 p.m. in Barangay Kilada, Matalam. 
Placer said the Toyota Hi-Lux first hit the tricycle and then the Kia Bongo double cab vehicle. Both four-wheeled vehicles sit on their sides beside the highway following the accident. 
Placer said Tandih and his companions left Zamboanga at 1:30 a.m. bound for Davao City.

Police identified the fatalities in the Asingan road accident as Czarino Manibog, 25, and his back rider Jemray Castillo, 22. 
Czarino and Castillo were on board a motorcycle when they collided with a pickup driven by John Mark Calrion, 24. Calrion was also injured in the accident and was treated in a hospital. 
In Sual, two motorcycles collided head-on along the national road in Caoayan village at 5:30 p.m. injuring the riders identified as Ralph Alvarez, 23, and Jovell Castro, 27. 
Police said both were driving at a high speed but Castro was believed to be drunk.
Nine passengers were injured in a crash when the van they were riding skidded and hit a tree in Garcia Hernandez town in Bohol province on Sunday morning. 
Those hurt, including an Australian, were brought to hospitals in Jagna town and Tagbilaran City, according to PO3 Elvan Cadiz of the Garcia Hernandez Municipal Police Station. 
Kenneth Centorias, 23-year-old driver of the van-for-hire, was detained at the police station pending the filing of a complaint of reckless imprudence resulting in multiple physical injuries. 
The van was heading for Tagbilaran from Jagna town past 11 a.m. when it had an accident. 
When it reached the national highway in Barangay West Canayaon in Garcia Hernandez town, the driver lost control of the vehicle, which skidded off and hit a gmelina tree. 
Centorias told police that he was not able to step on the brakes on time because of the slippery road due to rains.

Authorities said the bus, which was carrying mostly government employees from Cavite, slammed into the rear of the cargo truck at about 5:20 a.m.
That is 10 articles and 12 accidents. Two of these accidents took place during the day and the rest happened at dusk, early evening, and early in the morning when still dark. Four involved tricycles and two were the result of drivers falling asleep at the wheel.  One unfortunate casualty was standing on the side of the highway when he was hit by a bus and then run over by a passing SUV. Another accident was the result of one vehicle attempting to pass another which resulted in a head-on collision. Eight of these accidents involved motorcycles and three of those accidents were head-on collisions! Two of those collisions occurred at 1:30 am and 4:30 am respectively.

What can we learn here? What are the patterns if any?

The fact that the majority of these accidents take place at night coupled with my experiences of driving at night leads me to believe that some of these drivers were not using headlights. Especially the motorcycles colliding head-on in the early morning leads me to suspect they were not using lights. Too many motorcycles do not use lights at night. The same goes for tricycles. It is always a shock to be driving along and then suddenly see the shadow of a lightless pedicab or tricycle.

Two of these accidents involve drivers falling asleep. How many truckers are on the road half asleep? The case of the guy walking along the highway is not surprising at all. The lack of sidewalks or any kind of pedestrian path alongside roads is trouble waiting to happen. It is a common sight to see people walking along highways.

What can be done about this? According to authorities. Nothing. Nothing can be done because they have don't everything they can and they are having a "hard time" figuring out a solution.

The Philippines is having a "hard time" reducing deaths from road crashes despite efforts to curb casualties, a Philippine lawmaker told the United Nations General Assembly (GA) during the second regular session of its 82nd plenary meeting in New York on Friday, April 13 (Manila time). 

Despite the action plan and policies passed, road crash fatalities continued to climb over the years. In 2015, a total of 10,012 people died due to road mishaps across the country. 
Sarmiento added that intensifying law enforcement will "help instill discipline and deter unsafe driving behavior." Awareness through social marketing will also prioritize road safety on a daily basis, he said.
The last part about intensifying law enforcement is the key here.  From R.A. 6975 which set up the PNP and lays out their duties we read:
Sec. 35 (B) (8) Traffic Management Unit. – Headed by a Director with the rank of chief superintendent, the Traffic Management Unit shall enforce traffic laws and regulations.

It's rather obvious the lack of any law enforcement patrolling the roads and enforcing the law is to blame for many of these accidents. Pull over all vehicles not using lights and fine them. If they don't have working lights then impound the vehicle. Enforce helmet laws. Pull over speeding and reckless drivers. That's really what it will take. Not social programs or action plans. Not good wishes or goodwill. Just plain good old fashioned enforcing the law.

In a report by Chief Inspector Jude Bryan B. Maguddayao, acting police chief of Subic Municipal Police Station, the victim was identified as Bernard F. Madamba, 46 years old, former barangay kagawad and a tricycle driver, and resident of P-3, Brgy. Wawandue, Subic. 
Madamba was driving his tricycle along the road of Sitio Cabangaan, Brgy. Cawag with 3 passengers around 5 pm Thursday when suddenly, a blue Toyota Innova with no plate number blocked their path. 
The unidentified suspects alighted from their vehicle and fired two shots at Madamba.  
Madamba's passengers, on the other hand, ran for cover and were unharmed.
Another cold and brutal killing.

A policeman assigned at the Laguna police headquarters in Sta. Cruz town was killed in an anti-drug operation on Friday morning. 
Police Officer 3 Jennyson Soriano, 45, a resident of Pagsanjan town, had been involved in the narcotics trade, particularly in the fourth district of the province and acted either as “pusher or protector,” Laguna police director Sr. Supt. Eleazar Matta said. 
“(Soriano was assigned) here in my headquarters as (part of the) base police,” Matta said in a text message. 
Soriano also allegedly carried the alias “Sir” in the illegal drugs trade.
Another ironic and isolated incident of a PNP officer charged with upholding the law breaking it and making the PNP look bad.  Good-bye to this singular bad egg.

After weeks of sleuthing, the Cebu City police busted two illegal gambling dens said to be frequented by “prominent” personalities, including politicians, in Cebu. 
Caught in the act of engaging in high-stake poker games or attending to gamblers were a total of 23 persons during simultaneous raids at dawn of January 31 inside a wine shop in Barangay Kamputhaw and in a two-storey building in Barangay Guadalupe. 
None of those arrested, however, were political figures in Cebu.
One would think "after weeks of sleuthing" the PNP would know the proper time to bust the joint and catch thebig fish swimming in this pond. But no.

Sen. Panfilo “Ping” Lacson, a member of the Senate panel on the budget conference committee, said on Thursday members of the House were actually getting P160 million, and not just P60 million, worth of projects in the spending bill approved by the House. 
Lacson said the National Expenditure Program (NEP), which was prepared by the executive branch, had P100 million worth of projects embedded in it for every member of the House. 
The allocation consisted of P70 million in “hard” projects, which usually refer to infrastructure projects, and P30 million in “soft” projects, which usually cover financial assistance programs. 
Speaker Gloria Macapagal-Arroyo then added P60 million to the allocation for her colleagues, Lacson said.
Messed up if true but not surprising either. How is this problem still there and how has it increased when the budget has been discussed and debated for the past few weeks?

The Department of the Interior and Local Government will issue show cause orders to 107 local government officials, including two mayors in Metro Manila, for their alleged failure to prevent the pollution of Manila Bay, DILG Undersecretary for barangay affairs Martin DiƱo said yesterday. 
DiƱo said the local officials will be made to explain why they should not be held liable for failure to strictly enforced provisions of Republic Act 9003 or the Ecological Solid Waste Management Act of 2001. 
“We will also be filing administrative cases against them before the Office of the Ombudsman,” he said in a phone interview.
A law from 2001 and they are just now enforcing it? HA!

The Department of Budget and Management (DBM) has generated some P370-billion “pork” in 2017 and more in 2018, which could be used to “sway the outcome” of the May polls, House appropriations panel chair Rolando Andaya Jr. claimed Tuesday. 
Andaya said he has documents to show that the DBM generated a total of P370 billion in savings in 2017, which is at the full disposal of Budget Secretary Benjamin Diokono. 
“Documents in our possession show that for 2017, a total of P370 billion was generated in savings. This amount was at the full disposal of Secretary Diokno,” Andaya said in a statement. 
“We also know that the amount for 2018 savings is higher. More than enough to sway the outcome of the 2019 elections, if he wants to,” he added.
The amount of pork people are being accused of hoarding for themselves keeps growing and growing. If these allegations are true and there is that much savings then that means there is no reason to borrow from China or raise excise taxes.

"Because it is coming out before the start of the campaign period then automatically it is considered as premature campaigning," Jimenez told ANC's "Beyond Politics." 
"It's not illegal. It's not punishable by law. You might not like that it's being done, you might find it distasteful, but technically there is no violation of the law," he added. 
Jimenez, however, clarified that once the campaign period starts on Feb. 12 for senatorial and party-list candidates, all campaign materials earlier posted would be considered in violation of the law.

The Comelec's rules on premature campaigning are confusing. Right now all these tarps are fine but come February 12th they all become illegal? Why aren't they illegal now? Just make premature campaigning an offence that renders anyone's candidacy ineligible.

Two House of Representatives committees on Wednesday did not find former Bureau of Customs (BoC) Chief Isidro LapeƱa liable in connection with the entry of billions of pesos worth of illegal drugs shipments to the country last year.

Found in the house of Eduardo Lopez Sr., 61, a resident of Barangay Aglao, were several unregistered firearms, including a .45-caliber Colt pistol, a .25-caliber pistol, and a gauge shotgun.  
Police also recovered from Lopez’s possession more than 200 live ammunition.  
The village official is facing charges for illegal possession of firearms and ammunition and violation of the Commission on Elections (Comelec) gun ban.  
That is a nice weapons cache.

Chief Inspector Rolly Oranza, President Roxas Police chief, identified the victim as Robert Herbilla, 43, SB Secretary of the Local Government Unit and residence of Barangay Poblacion. 
Oranza said that based on their investigation, at least four suspects barged inside the Herbilla's house and without saying a single word shot him several times. 
Herbilla residence was raided by the police in December last year due to his alleged involvement to illegal drugs. He was arrested and was out on bail when shot.
Another local official assassinated but this situation is likely drug related.

“Chill out. New Chinese get in via ‘visas upon arrival’ strictly administered by Immigration (not DFA) and do not take jobs from Filipinos,” Locsin said in a tweet. 
Locsin’s remark was contrary from Sen. Joel Villanueva’s findings which found that some 119,000 Chinese tourists were able to work in the Philippines by circumventing labor rules.
Again we have a bureaucrat spotting off his opinions which are at odds with another politician's findings. Remember when he tweeted that all the DFA's passport records were stolen which started a national panic and then he said he was wrong about that?

China has deployed as many as 95 ships near the Spratly Islands after the Philippines started construction projects on Pagasa Island, a report by a Washington-based think tank has indicated. 
The Asia Maritime Transparency Initiative (AMTI) of the US Center for Strategic and International Studies said the fleet included a mixture of fishing, law enforcement, and naval vessels in what has been called the "cabbage strategy." 
AMTI used photo capture from satellite images to confirm the presence of the vessels.
China builds in the WPS and the Palace says its great and we should all be thankful but the Philippines attempts to build on their own territory in the WPS and China acts aggressive sending in all kinds of ships to form a blockade! Maybe the Philippines should be thankful they sent so many ships?

The mother of the 17-year-old boy killed in an alleged shootout with policemen in Rosales, Pangasinan last year filed murder charges at the Office of the Ombudsman on Thursday against the cops involved in the incident.
The Philippines' justice system really does need an overhaul. Mothers should not be filing murder raps against the police. Such charges should be the outcome of an investigation by the DA but there are no DA's in the Philippines.


The national budget debacle is pretty scandalous. It is February and a budget has still not been passed! There are two articles above about the the pork inserted in the budget but let's take a look at this series of article and the story they tell.

Lawmakers would run to the Supreme Court to seek “clarification” should President Rodrigo Duterte decide to veto the “pork” funds allegedly inserted in the P3.757-trillion budget for 2019, a House leader said Wednesday. 
“I am in full support of the call for the president to use his line-item veto power to remove all pork barrel insertions in the 2019 national budget,” Andaya said. “A veto message prepared by Sec. Diokno will surely perpetuate these unanswered issues, unfortunately with the president as unwitting victim.” 
“The House panel will elevate the veto message to the Supreme Court to clarify, not to defy, the veto message. We need to know the clear implications of the line items to be vetoed,” the lawmaker added.
The story here is unbelievable. The Senate and the House are both admitting the existence of massive amounts of pork in the budget BUT they both want Duterte to line-item veto every instance of pork! They are passing the buck to the President instead of doing their jobs. Does Duterte have time to figure out which is which? Of course not. I bet these politicians are counting on there being so much noise that no one will figure out what is going on. The Senate is willing to pass the budget as is, pork and all, and let Duterte do their work for them. Amazing!

Reservoir of Rabies

Dogs. Stray dogs. All over the Philippines. An epidemic.  An infestation.


If you have followed this blog or if you actually live here you would know that stray dogs are quite the problem in the Philippines! Now it's a new year and new goals have been set. Goals to stem the tide against the "reservoir of rabies"!

Majority of dogs that have not been vaccinated against rabies in Iloilo province are stray, making them a “virus reservoir”, the Provincial Veterinary Office (PVO) warned on Friday. 
Last year, the province, including municipalities and barangays, targeted to vaccinate 70 percent of its dog population. 
Given that this goal has been reached, the remaining 30 percent continues to pose a challenge, PVO Veterinarian, Dr. Darel Tabuada, said in an interview. 
“The 30 percent unvaccinated dogs are most likely be made up of stray dogs,” Tabuada said, adding that they continue their campaign to local government units to widen their dog vaccination coverage to prevent the rabies virus from spreading. 
He called the unvaccinated strays  “virus reservoir” that can transmit the virus to other dogs through biting.
Woof, woof! Oh but guess what? If you get bit you might be out of luck!

The hospital has reached out to almost 2,000 patients who were administered the fake vaccine to examine and vaccinate them. It has also filed criminal charges against Geramil Trading.  
“We did our obligation to tell the public that this thing is happening and I would now like to put the burden on the Department of Health, that this is a public health issue that should be addressed and confronted,” said The Medical City CEO Dr. Eugenio Ramos. 
The DOH said that the fake vaccine has no ill effects, apart from not being a real vaccine to protect one from rabies. 
Let me get this straight. Being injected with a fake vaccine which is made of who-knows-what will have no adverse effects on your body? Is it just a saline solution? Hopefully the rabies vaccine for dogs is not fake or else one city will not be able to meet its goals to vaccinate 20,000 dogs this year.

Last year, the CVO was able to vaccinate 19,625 out of the total 20,816 dogs in the city, which is a 94 percent accomplishment rate. 
High density anti-rabies vaccination is an annual activity of the CVO that seeks to maintain Legazpi’s status as a zero-rabies locality. 
Aside from vaccinating dogs, Andes said her office will also conduct all year round impounding of stray dogs to prevent the spread of rabies in the community.
The dogs the city wishes to vaccinate most of all have owners. What is great about this program is the plan to impound stray dogs. It is stray dogs that are the problem. Digging through trash, messing everywhere, biting people on occasion, breeding like mad, and generally causing a ruckus. Is any neighbourhood in this country free from stray dogs? Rounding them up and putting them far away from society sounds like a wonderful idea and the first step to a healthy environment.

Trucks of Garbage

Could it be that the current zeitgeist in the Philippines is that pollution and littering is bad and it's high time to clean up all the trash?  The Manila Bay clean up netted 45 tons of garbage! That is both awesome and disgusting. Now other regions are getting into the spirit and cleaning up their polluted water ways.

Around 700 volunteers joined the clean-up drive on Sunday along the coast of heavily polluted Panalaron Bay and Mangon-bangon creek in this city. 
Although not all solid wastes were removed during the three-hour cleanup, organizers said they are happy with the outcome. 
“At least we’re able to raise awareness on the value of cleaning our bays and waterways. This is in support to the program of President Rodrigo Duterte to rehabilitate the polluted bodies of water,” said An Waray founder Bem Noel, one of the event organisers. 
The activity collected at least five truckloads of garbage. 
Joining the drive were the Maritime Group of the Philippine National Police, Sangyaw Foundation Incorporated, Rotary Club of Ormoc Bay, San Juanico Eagles Club, Boy Scout of the Philippines, Tau Gamma Sigma members, students of Eastern Visayas State Universities, Carigara School of Fisheries Alumni Association members, villages officials and An Waray party-list volunteers.
That is a lot of garbage. Five truck loads! Even the AFP has gotten into the spirit.

Former members of the Moro Islamic Liberation Front and the Bangsamoro Islamic Freedom Fighters also took part in the campaign.  
“The project aims to sustain cleanliness, beautification, and sanitation in the municipalities through an active and continuing partnership among government agencies as part of the clean and green campaign of the national government,” Catu said in a statement.
Great! Even terrorists are pitching in and picking up the trash.
These beautification projects are a real testament to how polluted the waterways and highways of this country are. Hey fun fact! If all the garbage from all the waterways in the Philippines were removed then flooding would be reduced dramatically!

Garbage is still one of the reasons why Cagayan de Oro City is vulnerable to street flooding, and this was seen during the de-clogging operation in the flood-prone Villarin Street, Barangay Carmen where tons of garbage were collected.

A waste and pollution watchdog deplored on Saturday the reckless waste disposal of cities in Metro Manila which worsened the floods triggered by monsoon rains enhanced by Typhoon Gorio (international name: Nesat). 
“The rainwater will not drain fast enough to Pasig River and its tributaries if the storm drains and creeks are clogged with trash,” said Daniel Alejandre, Zero Waste Campaigner of EcoWaste Coalition. 
Alejandre pointed out that many are yet to realize how waste disposal could affect them. 
“It doesn’t take a rocket scientist to grasp the need to keep the waterways free of rubbish and debris to allow the water to freely flow and minimize flooding, but many have yet to realize what we recklessly throw on the ground or estero (creek) will come back to haunt and harm us,” he said.
Are there any rocket scientists in the Philippines? Are there any Filipinos concerned about these kind of effects garbage has on the environment or are they just happy to get rid of their garbage? Only a fool would spurn these projects.

And only a fool would rest on their laurels without instituting programs designed to instill an anti-littering mindset in the population.

There is a lot of work to be done. In fact there is so much work to be done that the Office of the President has taken over all the reclamation projects in the country. Nice to have it all centralised and streamlined right?

The Office of the President (OP) now has direct control and supervision over the Philippine Reclamation Authority (PRA), which has jurisdiction over 43 reclamation projects in Manila Bay alone. 
One reclamation project has been awarded to Dennis Uy, a businessman from Davao City who has close ties to President Rodrigo Duterte.  
The 265-hectare project, called Pasay Harbor City, is estimated to cost P62 billion. 
The President has issued Executive Order (EO) No. 74 delegating the power of the President to approve reclamation projects to the PRA Governing Board. 
EO 74 repealed directives that placed the PRA under the Department of Environment and Natural Resources (DENR).
Dennis Uy? The billionaire Davao businessman and friend of Duterte whose company Misatel just happened to win the contract for the nation's third telecom which just so happens to be linked to Chinese interests? That Dennis Uy? And now he has won a contract worth P62 billion to clean up Pasay Harbor City?

Which other friends of Duterte will be receiving massive contracts for reclamation projects?

Only in the Philippines can an environmental project stink to high heaven of corruption!
