More news about how the COVID-19 pandemic in the Philippines is being handled by the public and the government.

It's not enough that face masks are required to be worn when one is out and about but now face shields will be required to be worn by all who ride public transportation.

Starting Aug. 15, all commuters across the country will be required to wear face shields, over the mandatory mask, as an additional layer of protection against coronavirus infection, the Department of Transportation (DOTr) said on Wednesday. 
In Metro Manila and other areas currently under modified enhanced community quarantine, the new requirement takes effect once public transportation is allowed to operate again after Aug. 18. 

The DOTr issued Memorandum Circular No. 2020-14, requiring all land, sea and air travelers to wear face shields. 
In a statement, the DOTr said the new requirement was intended to further reduce the risk of coronavirus transmission on public transit. It quoted “health authorities” as saying “the use of face shields and masks reduces exposure to and emission of respiratory droplets considerably.” 
The department is specific about the kind of face shield it wants travelers to wear: at the minimum, they must wear visors or full-face shields that cover the nose and mouth. 
Otherwise, they will not be allowed to board, according to Transport Undersecretary for Administrative Affairs Artemio Tuazon. 
“We advise [commuters to] use the ones that cover the whole face. It’s actually meant as a redundancy of the protection of the face mask,” Tuazon said. 
“To our countrymen, let’s not look at this as a new expense or an added inconvenience. No amount of protection is too much when it comes to health and safety, especially that we are battling an invisible enemy. What we are addressing is not a transport issue but rather a health issue,” Tugade said.
But it is a new expense and an added inconvenience based on the unproven assumption that the virus can be spread through the eyes via the tear ducts which enter connect to the nasal cavity and thus the lungs. However if that is true then the ears will also have to be covered as the ear canal also reaches into the throat. How long until everyone is required to wear a helmet and gloves when they leave the house?

One enterprising Fil-Am has found a way to halt the spread of the coronavirus within an infected patient.

Filipino-American Rogelio "Vonz" Santos Jr., CEO of biotech firm Nucision, said he has developed a novel treatment called "Relivir" against COVID-19. 
Neither a vaccine nor an antibody treatment, Relivir sits somewhere in the middle. It works by delivering a "programmable" enzyme that "cuts" the RNA of the SARS-CoV-2, essentially removing the virus' ability to replicate and multiply within a host's body, he said. 
When the virus can no longer replicate, it can no longer infect new cells thereby stopping its severe effects on the human body. 
"What that means, is that we are able to directly address not just the elimination of the virus but the replication rate," Santos said. 
He added, "The replication rate is very important to address because if we don't address it at its source no matter how many treatments you put in the blood stream it will end up continuing to grow. You are constantly in a battle." 
Most scientists focus on treating COVID-19 by building immunity either through a vaccine or an antibody treatment or repurposing existing antiviral drugs.
A treatment that won't kill the virus but will prevent it from replicating itself. 

The DOH is taking advantage of the 14-day return to MECQ to hire 10,000 health workers.

“We are in need of almost 10,000 health care workers. This means the call [for a] timeout really means substitution,” said Health Undersecretary Leopoldo “Bong” Vega during the launch of the One Hospital Command. 
In requesting for a timeout, the medical workers said they need time to address the deluge of patients in hospitals due to the exponential rise in COVID-19 cases in Metro Manila and nearby hospitals.  
Health workers themselves have also been infected with COVID-19, with 5,245 cases as of Aug. 4. 
“We will not end the game but rather we will find fresh or new recruits into the system so the efficiency of our health care workers will be there," said Vega.  
As of Aug. 2, the government has hired 6,510 health workers out of the 9,365 approved slots for emergency hiring in 340 health facilities.
Making the sports game analogy work requires that there are indeed enough players waiting in the wings and this seems to not be the case. The low pay and benefits do not help in attracting any qualified workers. But perhaps there are 3,000 more out there. In fact some of these doctors might be pulled from the provinces much to their detriment.

A government plan to pull out doctors and nurses deployed to geographically isolated and depressed areas in the Philippines and move to Metro Manila, the country’s coronavirus epicenter, has raised concerns among healthcare workers. 
Dr. Carissa Rulla, a member of the Doctors to the Barrios (DTTB) program, said there are only 20 plus doctors serving more than 400,000 people living in Tawi-Tawi province. 
"They are the people who have not seen a doctor, have not tasted government healthcare services. If we can be pulled out of our areas, who will be left behind?" she said in an interview on ABS-CBN's TeleRadyo. 
Many provinces are already deprived of medical professionals even before the pandemic. Some 70 percent of the country’s population live in rural areas, but 70 percent of healthcare resources are in cities, said Filipino Nurses United Secretary General Jocelyn Andamo.
The whole nation has been deprived of medical professionals via the OFW problem/program. The PNP has said they will be augmenting health workers with PNP officers who have medical backgrounds.

The Philippine National Police (PNP) has mobilized around 3,000 police officers with medical background for deployment in Metro Manila to help healthcare frontliners in hospitals that are swamped with coronavirus patients, PNP chief Gen. Archie Gamboa said yesterday. 
Gamboa said the police officers are assigned in various units across the country and are ready to augment hospitals in Metro Manila that are experiencing a surge in COVID-19 patients. 
“We are national in scope and anytime we can pull them out and let them work anywhere, we are open to that,” Gamboa told radio dzBB. 
The police officers have degrees in medical-related courses such as nursing, medical technology and radiology. 
Gamboa earlier said the policemen would undergo reorientation for one week before they are deployed in hospitals. 
Gamboa also touted the capabilities of their personnel in helping the government’s contact tracing efforts to locate COVID-19 patients and their close contacts. 
According to Gamboa, policemen have cognitive investigative skills unlike other individuals which can help elicit information from people infected with COVID-19. 
He said police officers have a way of asking questions that would help a subject remember events and the people he had close contact with. 
Gamboa clarified it is different from interrogating a suspected criminal to ferret out information.

"Police officer have a way of asking questions that would help a subject remember events." Sounds threatening almost. Some lawmakers have suggested forming a medical reserve corps for times such as this.

Cayetano said the proposed MRC would be composed of Filipinos with degrees in medicine, nursing, medical technology and other health-related fields but have yet to obtain a license to practice due to various reasons. 
“We have so many capable kababayans (countrymen) from the medical community who are willing to help and are just waiting to be tapped. All we need to do is to institutionally allow them to do so,” he said.
If medical professionals were paid an appropriate wage so that no one left the country then perhaps there would be no need for an MRC.

The Philippine economy contracted by a record 16.5 percent during the second quarter — at the height of the longest and most stringent COVID-19 lockdown in the region that had put a halt to 75 percent of economic activities and shed millions of jobs. 
The Philippines fell into a technical recession or two straight quarters of gross domestic product contraction during the first half, as GDP shrank by 0.7 percent year-on-year during the first quarter no thanks to the eruption of Taal Volcano and the tourism revenue losses at the onset of the COVID-19 pandemic.
Even though the economy is tanking the peso has hit a 3-year high against the dollar.

The June trade balance narrowed to -US$1.3bn from -US$1.8 bn in May as imports fell faster than the drop in exports. We expect this trend to continue for the remainder of the year.  
Weaker imports translate to lower demand for foreign currency onshore, which has helped support the recent PHP appreciation trend. Since we expect imports to continue contracting, we forecast the peso to remain supported in the near term as steady inflows related to overseas remittances and foreign borrowings outpace onshore dollar demand.  
Meanwhile, we also expect GDP momentum to slow even further as the flow of capital goods, raw materials and consumer goods remain weak with positive GDP growth only expected to return in a base-effect induced rebound in 2021.

The hammer means strict implementation of community quarantine protocols to battle the virus while the dance means the reopening of the economy. With the NCR back to MECQ it seems they might have to modify this plan.

Despite all the strict measures the government has taken the Philippines now has the most number of COVID-19 cases in Southeast Asia.

With 119,460 total infections, the Philippines now has the most coronavirus disease 2019 (COVID-19) cases in Southeast Asia. 
On Thursday, the Department of Health (DOH) reported 3,561 new COVID-19 cases, putting the country ahead of Indonesia in terms of total COVID-19 cases in the region. 
Indonesia’s Health Ministry announced 1,882 new infections, bringing its total COVID-19 caseload to 118,753, the Jakarta Post reported. 
Metro Manila, the epicenter of the outbreak in the country, accounts for more than half or 2,041 of the Philippines’ new cases.
Despite these numbers the Palace disagrees with this assessment and says these numbers must be interpreted with caution.

The Philippines has so far conducted 1,667,831 tests. Meanwhile, Indonesia has so far carried out 908,000 tests. 
(Because we are more aggressive in testing, it’s not true that we have more cases than Indonesia.) 
“The Indonesians just don’t know yet who among them are roaming with the virus. At least, for us, we already know.) 
But the Philippines also has 50,473 active cases or patients who are currently ill—higher than Indonesia’s 37,587 active cases. 
In terms of population ratio versus number of cases, the Philippines has 1,058 cases per million people, while Indonesia has 427 cases per million. 
Asked for his basis for claiming the Philippines has fewer cases than Indonesia, Roque responded: “I don’t know how to answer that. But it’s clear to me that Indonesia, with or less the same [number] of cases as us, has 1/3 of the actual testing we have conducted on our people."
Clearly the Philippines has more COVID-19 cases than Indonesia and Roque is pussyfooting around the fact. His answer to his basis for claiming the Philippines has fewer cases is, "I don't know." That's not an answer.

No vaccine is in sight yet but there could be medicine for treatment soon.

The clinical trials in the Philippines for the Japanese antiviral flu drug Avigan will start on August 10, the Department of Health (DOH) said on Friday. 
Health Undersecretary Maria Rosario Vergeire said the Philippines has already received the Avigan tablets for the clinical trials, amid the continued search for a treatment for the coronavirus disease 2019 (COVID-19). 
(We will start on August 10 for the Avigan trial. Let us just wait. The drugs are already here. We are starting soon.) 
Vergeire said the drug has been approved by the Food and Drug Administration in Japan, thus it will no longer have to undergo excessive regulatory processes in the Philippines. 
“This trial has been approved by FDA and the ethics review board already kaya mag-u-umpisa na po tayo sa (so we can start on) August 10,” she added. 
In a statement, the Embassy of Japan in the Philippines said the tablets for 100 patients have been delivered on Thursday “as part of its emergency grant aid to countries severely affected by COVID-19.” 
It noted that the anti-flu drug “has drawn interest from many countries for its potential to prevent viral replication, even as its effectiveness against the novel coronavirus is yet to be established.”
Hopefully the trials will yield promising results.

The government is suggesting people practice social distancing even at home.

Local Government Secretary Eduardo Año urged people to observe physical distancing even at home to avoid contracting COVID-19, which has already infected over 122,000 persons in the country. 
It means that family members should keep a distance of at least one meter among themselves in their homes as a precaution against COVID-19. 
According to Año, households should practice physical distancing especially if there are family members who are working outside. 
“Even if we are at home, we still have protocols and we still have physical distancing. 
Because you do not know where a member of your household went or came from,” he said in Filipino.
This will of course be impossible for all the millions of poor people who live in tiny shanties.

School is set to start soon and poor parents are scrambling to obtain the devices their children will need for online learning.

The Covid-19 pandemic has deprived many Filipino parents of stable income and driven them to the edge. 
Now they are pushed to hustle for the perceived new “necessity” in their children’s schooling and are taking to Facebook to offer certain goods in exchange for gadgets to be used in distance learning. 
Ironically, the Department of Education (DepEd) says these gadgets are “not required.” 
Single parent Ailyn Austria tried her luck in the group “Laguna Barter Community” and offered a flatiron, three towels, and a blanket for an Android phone that her son can use when he enters the eighth grade. 
But according to Education Undersecretary Alain Pascua, parents are not obliged to buy gadgets because they have a choice of learning modalities that will best suit their resources. 
“If that barter trade is true and the exchange of items for devices is happening, it’s very unfortunate because it is not required to have one,” Pascua said. 
“During the enrollment, parents are asked what resources are accessible for them. When that accessibility is defined, then we tell them which learning modality is best for their child,” Undersecretary Pascua said. “But we never told them to buy gadgets.” 
The seeming “confusion” and “panic” of parents who resort to online barter transactions for their children’s schooling resulted from their understanding of the information presented to them, said Jerome Buenviaje, dean of the University of the Philippines College of Education (UPCEd). 
“Parents are panicking because, of course, they only want the best for their kids and they go through such methods because it’s how they understand things,” Buenviaje said, adding it was now incumbent on the school leadership to disseminate information that would allay the stakeholders’ fears.
If this is all a misunderstanding then the DepEd should reevaluate how it distributes information.

The government is not telling people to despise those who do not wear face masks.

Interior Secretary Eduardo Año on Sunday urged Filipinos to follow basic hygiene rules, saying it could help contain the spread of the new coronavirus under moderate quarantine restrictions. 
Año also called on the public to show that they “despise people who are violating the minimum health standards.” 
“If we see people not wearing masks, we should speak about it. Let’s show that we despise these people who are violating the minimum health standards,” he said.
If the government wants people to depose their neighbors who do not wear face masks it stand to reason that they despise those who violate the quarantine regulations.

Police Lt. Gen. Guillermo Eleazar, commander of the Joint Task Force COVID Shield, said in a statement that the task force "continues to receive reports of violations of quarantine rules at the community level such as engaging in drinking sessions, holding and attending parties and other celebrations, and even gambling." 
Earlier, the JTF COVID Shield said it got these reports through "observations on social media."  
“The success and failure of our fight against COVID-19 depends on the cooperation of our kababayan. The more they defy and challenge the rules set by the government to prevent the spread of the coronavirus, the more they make it difficult for our government to protect them,” said Eleazar. 
“On the part of the JTF COVID Shield, we will continue to maximize what we have to strictly enforce the quarantine rules because what is at stake here is the lives of the Filipino people and the fate of our country,” he added.
This kind of language, along with the visible presence of armored vehicles and armed troops, is what has prompted some to decry the militarization of the Philippines' COVID-19 response.  The AFP denies this is the case.  However Senator Bato says the PNP and the military are best equipped to handle the COVID-19 response and has threatened to deploy more troops to fight COVID-19.

“We have also seen a continuous rise in COVID cases, especially in the NCR [National Capital Region]. Now this is what you get… As I told you, I cannot stop all of you. The police cannot be everywhere and anywhere all the time,” Duterte, speaking partly in Filipino, said in his Monday night briefing. 
“The military is not part of the governance yet in the matter of using force or at least intimidating you with soldiers. Far from it, we do not have that plan. But if you won’t learn your lesson —  it’s a runaway contagion — I will be forced to use the military because we really lack police officers,” he said. 
But if it would be the factor that would force the public to strictly follow quarantine rules, then Duterte said he would be willing to do it. 
“Now if the military is there to enforce [the rules] for you to obey this community lockdown, follow it because it is for your own benefit,” he said.
It's a fine line the government is walking. What is the best way to fight the virus? Locking down cities? Duterte says he has no more money and the economy must open. Deploying the military to make sure everyone is following the rules? Experts says face masks are inefficient in preventing transmission of COVID-19. Whatever the response the government says they are preparing for a prolonged pandemic as they wait for a vaccine. In the meantime cases continue to rise prompting one Thailand newspaper to call the Philippines "the land of COVID-19."

The Philippine Embassy in Thailand has expressed "deep dissatisfaction" over a story in a local newspaper that carried a story on returning Filipino teachers and branding the the Philippines as the "Land of COVID-19." 
The statement is based on the Aug. 9, 2020 issue of the Thai newspaper, Thai Rath, that carried a story on the arrival of 165 Filipino teachers at the Suvarnabhumi Airport on Aug. 8, 2020. 
The embassy sent a letter, signed by by Consul General Val Simon T. Roque, addressed to Thai Rath Editor in Chief Saravut Vacharapol. 
"The Philippines Embassy wishes to express its deep dissatisfaction over the characterization in the headline of the Philippines in relation to the return of the teachers," Roque said in the letter. 
"The characterization is inappropriate, insensitive, and unhelpful at a time when all of us, brothers and sisters in the Association of Southeast Asia Nations (ASEAN), are closely cooperating with the new and unforeseen challenges brought about by the coronavirus disease 2019 (COVID-19)," he added.
Despite having the most number of active COVID-19 cases in SEA and being perceived as "the land of COVID-19" the government says they have everything under control. How can they have anything under control when the DOH admits they do not even have a contact tracing team? Now that the Philippines is the "land of COVID-19" China is requiring all Filipino travelers to be tested before they enter the country.

Inbound travelers to China from the Philippines are now required to take a nucleic acid test for the coronavirus disease (COVID-19) and present a negative result before they can be allowed to board the aircraft starting August 20. 
In an advisory issued by the Chinese Embassy in Manila on Tuesday, it said travelers with inbound flights to China from the Philippines should first secure a nucleic acid test certificate with a negative result within five days prior to their flight. 
This requirement, the embassy noted, is in accordance with the earlier announcement of Chinese authorities requiring travelers to mainland China to undergo a nucleic acid COVID-19 test.
Ironically this kind of measure should have been taken by the Philippines for all travelers from China back in January but they declined to do so. 

Putin says Russia has developed a vaccine and Duterte is ready to try it out. On himself!

In a taped briefing Monday evening, Duterte said he was grateful to Russian President Vladimir Putin for extending assistance to the country amid the COVID-19 pandemic. 
“To show them that I trust them and that they didn’t make a mistake in making the offer, I’ll have myself get vaccinated first. If it works on me, it’ll work on everyone,” he said in Filipino. 
“In public, para walang satsat diyan, in public magpa-injection ako. Ako ‘yung maunang ma-eksperimentuhan. OK para sa akin (In public – so they won’t say anything – in public I’ll get an injection. I’ll be the first to be experimented on. It’s OK with me),” he said.
Sounds good but the only problem is that Duterte does not meet DOH guidelines for participating in vaccine trials.
President Rodrigo Duterte boldly declared on Monday night that he would immediately try out the vaccine against the new coronavirus being developed by Russia, but the government’s own requirements for people who would be allowed to take part in the clinical trials disqualify him outright. 
According to the guidelines set by the country’s vaccine expert panel for the conduct here of the Phase 3 clinical trials, priority will be given to people aged 18 to 59 and are at high risk of coronavirus infection. These people include health workers and contacts of COVID-19 patients.
He is too old!

Proper Explosives Storage?

In the wake of the devastating explosion in Beirut the AFP has reassured the public that all their explosive ordnance is stored safely and properly.

An official of the Philippine Army (PA) on Sunday assured that the stockpile of explosives and ordnance are properly handled and stored. 
Army commander Lt. Gen. Cirilito Sobejana made this statement in the wake of the twin blasts in Lebanon's capital Beirut after some 2,750 tons of ammonium nitrate had been detonated last Tuesday that killed about 154 people, wounded thousands, and displaced local residents. 
"The Philippine Army values the safety not only of its personnel but also of the people, and as such, we ensure the proper handling and stockpiling of all our explosives and ordnance capabilities," he said in a statement to reporters. 
The military does not store nor use ammonium nitrate since its primary use is for agriculture, he added. 
"We nonetheless guarantee the public that we employ measures to avoid such incidents from happening," he added.
However just last year, August 2019, a bomb storage facility located in a Cagayan de Oro PNP camp exploded.

The storage area of the Philippine National Police’s Region 10 Mobile Force Battalion in Barangay Indahag here exploded on Friday afternoon, August 2. 
“There was smoke and then seconds later a series of the explosion was heard,” said Police Major Evan Viñas, Cagayan de Oro City Police Office spokesperson.
The explosions happened around 2 p.m., he added. 
Viñas said they are still probing whether the facility first caught fire which caused its stored bombs and other explosive devices to blast off, or there was an incident that triggered the explosions which resulted in the fire. 
Viñas said more than 50 pieces of assorted ordnance, including court evidence, vintage mortars dating back to the Second World War, and unexploded bombs from Marawi City, were stored in a shed made of wood and galvanized iron sheets.
More then 50 pieces of assorted ordnance were STORED IN A SHED MADE OF WOOD AND GALVANIZED IRON SHEETS!!

How many more bomb sheds are there across the country? Hopefully the AFP and PNP are looking into the matter and rectifying any lapses in safety rather than just making proclamations serving to pacify the population.

Insurgency: Regulating Social Media

There's a new AFP Chief in town and he aims to do the same as all his predecessors which is to clean up this town good. First priority: the IRR for the new anti-terror law.


NEW Armed Forces of the Philippines (AFP) Chief of Staff Gilbert Gapay on Monday, August 3, 2020, vowed that the military will prioritize the implementation of the recently passed Anti-Terrorism Act of 2020 despite the coronavirus disease 2019 (Covid-19) pandemic. 
In a press conference after the turnover of command ceremony, Gapay said they were proposing the inclusion of social media regulations in the law’s Implementing rules and regulations.  
He noted that terrorist groups are taking advantage of social media to radicalize the youth and plan their attacks. 
"We will be providing some inputs on countering violent extremism and likewise maybe even regulating social media. This is the platform now being used by the terrorists to radicalize and even plan terrorist acts," Gapay said. 
"That's why we need to have specific provisions in the IRR pertaining to regulating the use of social media and, of course, likewise regulating materials in the manufacture of IEDs," he added. 
He said he will also suggest the strengthening of information sharing between the AFP and the local and foreign counterparts as terrorism is a worldwide problem. 
Gapay also noted the strengthening of maritime security to prevent foreign terrorists from entering the country. 
Defense Secretary Delfin Lorenzana said the law’s IRR is still a work in progress but he assured that they will consider the proposal of the AFP.
The suggestions to share information with foreign and local counterparts as well as strengthening maritime security are no brainers but the suggestion to regulate social media caused a firestorm of response. Some said that this was in fact what they had warned would happen. However DND Secretary Lorenzana put all the controversy to rest when he said they would not be regulating social media.

Meanwhile, AFP spokesperson, Marine Maj. Gen. Edgard Arevalo said what Gapay meant by "regulating" is looking for the need to explore mechanisms by which would ensure that social media will not be used as a convenient tool to promote terrorism, recruit new members, solicit and generate financial, logistical, and material support from domestic and foreign sources. 
"This seeks to prevent and avoid a repetition of the tragic experiences our people have suffered in the past from the hands of terrorists which have resulted to countless and senseless deaths of innocent citizens or their serious physical injuries, the deliberate massive destruction of vital government infrastructures and public properties which translated to billions of pesos of worth of losses of taxpayers' money," he added in a media statement.
New AFP Chief Gapay gave two different explanations of what he meant by regulating social media. Lorenzana says he meant the dark web which is impossible to regulate while AFP spokesperson Maj. Gen. Arevalo gave a more expected answer about making sure social media is not used a as a tool to promote terrorism.

A few days later a third Gapay offered a third explanation.

So Gapay wants the IRR for the ATL to regulate social media platforms? That is an absolutely nonsensical explanation. The fact is no government anywhere in the world regulates these companies. Gapay should read what Mark Zuckberg has to say about regulating his company. If the government were to regulate social media companies a new law would be required. The implementing rules and regulations deal only with how a law is to be implemented. No wonder Lorenzana advised AFP Chief Gapay to talk less.
Defense Secretary Delfin Lorenzana said Monday that he had urged the new Philippine military chief to follow the "less talk, less mistake" tact after the latter drew criticism for a proposal to use the anti-terror law to regulate social media. 
"Sabi ko nga sa kanya (I told him), if you are not sure of your answer, then do not answer. Sabihin mo (tell them), 'I’ll find out, I’ll research.' Less talk, less mistake," he said.

The DOJ says they expect writing the IRR to be finished out within 90 days.

"I believe that we can finish the IRR within the 90-day period provided under the anti-terrorism law," Guevarra said in a message to reporters. 
He said the DOJ legal team has started drafting the IRR of Republic Act 11479 or the Anti-Terrorism Act of 2020 (ATA) which President Rodrigo Duterte signed last July 3. 
“We shall consult our law enforcement and military institutions as we go along. We shall also coordinate with intelligence agencies for inputs. Then, we'll present an initial draft to the anti-terrorism council for consideration," he said. 
Guevarra, however, said it is "too early to say" whether the inclusion of provisions for social media will be included in the IRR draft. 
Solicitor General Jose Calida earlier said RA 11479 is already in effect even if the government has yet to craft its IRR. 
Calida, citing precedent cases previously decided on by the Supreme Court, such as SEC v. IRC decided in 2008, said laws are not contingent on the implementing rules.
If the law is not contingent on implementing rules then why bother crafting them? Why add to the law? What is the point? The new AFP Chief admits that the AFP made significant gains against the insurgency in the first six months of this year without a new anti-terror law.

With thousands of NPA, BIFF, and ASG terrorists surrendering and as well as scores of the same dead the AFP appears to be doing just fine without the new law. Perhaps the first to be charged under this new law will be Haroon Basher.

The city police arrested on Thursday a Pakistani national that they described as a suspected bomb maker who has been under intelligence surveillance. 
The foreign national was identified as Haroon Basher, a Pakistani who has apparently been living in the city for the last seven years and has a Filipina girlfriend and several local friends. 
Basher was arrested in his rented house in Atis Road, Dacillo Compound, Barangay San Jose by members of the city police who had with them a search warrant issued by a local judge. 
Found inside the residence of Basher, according to the police, were two improvised explosives and a .45 caliber pistol. The two explosives were apparently small enough that EOD personnel decided to explode them right away, one along the roadside in front of the house and one at the backyard.
The man claims his innocence and the article says nothing about what he has been charged with. However since he has been under surveillance for some time there should be plenty of evidence to charge him and his associates under the new anti-terrorism law.

New soldiers are being told to wipe out the NPA in the eastern Visayas.

The Philippine Army in Eastern Visayas has asked its 151 new soldiers to actively take part in wiping out the decades-old insurgency in the region by 2022. 
During the closing ceremony in Catbalogan City, Samar on Tuesday, Maj. Gen. Pio Diñoso III, commander of the Army’s 8th Infantry Division said the new batch of soldiers is lucky to see the dwindling force of the New People’s Army (NPA) in the region. 
“You became soldiers at the time when we are about to finish the internal security concern. Be proud that you are part of the division that will wipe out insurgency in Eastern Visayas. You still have the chance to see the enemy eye to eye and convince them to surrender,” Diñoso told the new soldiers comprising batch 633-2020. 
The Philippine Army is optimistic to make the region insurgency-free by 2022 after a series of successful operations that dismantled two NPA guerrilla fronts in Leyte. 
Still ongoing is the dismantling of two guerrilla fronts operating in San Jose de Buan, Matuguinao, Motiong, Paranas, Basey, Marabut, and Sta. Rita in Samar.
It sounds good that the Army thinks they can make the region insurgency free by 2022 but remember what that term means.  It does not mean zero insurgents.
“Insurgency-free”, according to Luga, means that they have received no more reports of armed men in the province. 
Insurgency free means that there are no reports of insurgents in the area, not that there are no insurgents in the area. Perhaps the AFP has redefined insurgency to mean zero insurgents. If they haven't they will only remain stuck in the cycle which allows the NPA to recruit to regrow once the military has let down their guard by giving the area over to LGUs.

For those villages which have been cleared of the communist threat the government has allotted billions for various projects.

The government will allot over P45 billion worth of various projects to thousands of villages cleared of communist threat, National Security Adviser Hermogenes Esperon has said. 
He said 1,431 barangays would receive programs and projects amounting to P45,935,704,998, a development program of the government to alleviate the sufferings of communities whose livelihood had been severely affected by the presence and harassment of New People’s Army. 
“President Rodrigo Duterte, in his State of the Nation Address on July 27, underscored the government efforts in attaining internal peace and security, citing the endeavor as an intervention, and implement projects already cleared of influence of Communist Party of the Philippines-New People’s Army,” Esperon said. 
Aside from the 1,431 barangays, some 2,379 threatened barangays will also receive government projects, a package which is part of the government Barangay Development Program. 
The DBP projects include farm-to-market roads that will be implemented both by the Department of Agriculture and the Department of Public Works and Highways; and school buildings by Department of Education; water and sanitation by the Local Government. 
The other projects include national greening and reforestation program by the Department of Natural Resources; health stations by the Department Health; raising of livestocks, crops, and fisheries by the Agricultural Department. 
Esperon said communities freed of NPA influence would be accorded electrification by the DOE; internet connectivity; and capacity-building activities by the Department of Trade, Department of Labor and TESDA. 
The funds intended for the projects will be sourced from the budget of the agencies spearheading the projects in coordination with local chief executives.
Roads, school buildings, water and sanitation, electricity and the internet, health stations, and aid to raise livestock and crops? This is stuff the government should have done long ago. Of course the commies burn the equipment used to construct such projects.

The Philippine Army has deployed troops to secure a government road project in Sarangani province after soldiers on foot patrol foiled an attempt by communist rebels to burn construction equipment last Wednesday, a military official said. 
Lt. Col. Allen Van Estrera, commander of the Army’s 37th Infantry Battalion, said soldiers were now guarding the project in Barangay Bales of Maasim town to ensure its uninterrupted work. 
According to Estrera, the company contracted to undertake the project received a demand from the New People’s Army (NPA) operating in the area for “protection money.” 
When it refused to give in, the NPA guerrillas threatened to exact “punishment” on the construction firm, Estrera explained. 
On Wednesday, soldiers on foot patrol foiled a group of 10 armed men who were carrying containers of gasoline as they approached a parked backhoe and several dump trucks of Cherifer Builders at around 7 p.m. 
A brief battle ensued before the armed men fled, Estrera said.
This is all part of the whole-of-nation approach.

It's pretty sad that roads, electricity, school buildings, and water and sanitation facilities are held out as rewards to villages which are communist free. Without these basic modern utilities it's no wonder much of the Philippines remains backward and behind the times.

While Tim does often name drop the Rothschilds, Jesuits, and other groups he never comes out and says just who is actually running the show. In this synopsis of his screenplay Tim paints Hilter as "history's prince of darkness" and as a man who wants nothing more than to control the world by wrecking vengeance upon it. This is based on a fake history which ironically enough Tim continues to vomit forth even though he tells his audience to test all things and challenge tradition. In Tim's worldview, at least according to this movie script, the organization pulling the strings behind the scenes is the Nazis. The reality is of course much different.

To call Hitler "history's prince of darkness" is to ignore all of human history. One has to forget about Stalin and Mao who killed far more people then Hitler has been accused of killing. They in fact killed THIER OWN people to further their goals. Hitler did not purposely starve millions of Germans like Stalin did to the Ukrainians. Does Tim know what the Holodomor is?

Some would say that Antiochus Epiphanies is also one of history's many princes of darkness, a type of the anti-Christ who slaughtered many people and also desecrated the temple by sacrificing a pig on the altar. Tim would disagree.

In 2 Maccabees 5:11 when these happenings were reported to the king, that's Antiochus Epiphanes who was in Egypt in war with the Ptolemies at the time, so doing pretty important work. But what does he do well he thought that Judea was in revolt. Why would he think that? Something was happening right? Raging like a wild animal. Well something was definitely happening then right? I mean was he just crazy? No. He set out from Egypt, so he ended his war, and goes and took Jerusalem by storm. He ordered his soldiers to cut down without mercy those whom they met and to slay those who took refuge in their houses. There was a massacre of young and old a killing of women and children. A slaughter of virgins an infants. 
Boy this guy must be incredibly evil or this is manufactured and lined with a whole lot of leaven and that seems far more obvious to us. In the space of three days eighty thousand were lost. Forty thousand meeting a violent death and the same number being sold into slavery. See and they're attempting to paint Antiochus as the evil villain, and perhaps he was we're not saying he was a good guy at all, they forget that they just told us that there was a civil war that broke out in Judea first before his return if the Maccabees revolted in response to Antiochus well this makes no sense.
According to Tim Antiochus Epiphanies was not a good guy but all the bad stuff we know about him is just leaven which is one of the many reasons he rejects Maccabees as scripture. So if all we know about Antiochus is just leaven how can Tim even say he was not a good guy? Tim thinks the history of Antiochus in Maccabees is falsified in a conspiracy to paint him as an evil villain.

Tim talks about conspiracies all the time in his videos. But the conspiracy he believes in does not exist. The overarching conspiracy which informs Tim's fake history and blasphemous theology is that the Israelites left Israel and were replaced by others pretending to be Israelites. The northern tribes became Kurds and Filipinos while the southern tribes magically metamorphosed from Semites into Hamitic Negroes! This is simply not the case. Neither according to biology or scripture.

Filipinos, Kurds, and sub-Saharan Hamitic Negroes are not Israelites whose identity has been usurped by Ashkenazi Jews who are really Edomites in disguise. Just look at these three people groups:

A Kurd, Filipino, and American slave. Do these people look like they are from the same genetic group?

These groups are not ethnically related in any way, shape, or form. Nor will they one day return to the land of Israel. A reading of the Gospels will bear this out because not one single time does Jesus Christ accuse the Levite priests or the Jews of being impostors! Not once! Tim says otherwise.

The Hasmonean revolt occurred 165 AD (BC!!!) and the Hasomenas took over 140 AD (BC!!!) this was their era that this was written. So this was responding to them usurping the high priesthood and they did not have a right to do it. There are scholars out there who are literally trying to justify this behavior and it is completely uneducated to even think about heading in such a direction. Hasmoneans have never been proven to be Levites certainly not of Aaronic blood. And since they didn't even live in Judea...come on! They weren't even lost tribes or tribes of Israel.   
Also have you ever wondered why there is never any mention of the Pharisees nor even the Sadducees in all of the Old Testament? I mean they're not even there. So where did they come from? Well this is because both parties came to power around the same time as the Hasmoneans or Maccabees. And the Essene era is basically the same time period. Rather odd that in addition to Hasmoneans you now have these new, I repeat new, factions which end up opposing Messiah short after this. And what do they do? They have complete control of the temple. They even tired to murder Messiah in the temple or in the courtyard. So this is no joke. This is serious. The enemies of Israel inhabited the temple. They took it over and Messiah was very clear who they were. He said much about them and we'll cover that in the next videos as well. 
In the sequel to this video Tim proclaims that the Levites abandoned the temple and fled to the desert.

24:46 There is no placing Paul in that category or one is saying even Yahushua was fooled because he thought Paul was human and pretty sure he knew the difference and he says Paul was saved and very sure he knows the difference. Now yes he called the Pharisees the seed of Satan he says that. And the group he was talking to may have actually been Nephilim bloodlines perhaps if in fact  he meant it literally and he may have. We don't have an issue with that point necessarily but applying it to Paul we have major issue because it's a lie.
This is part of a long section where Tim is attempting to prove that not only was the Apostle Paul a human being but also an Israelite. Funny how his slide says Benjamites are Jews when the tribe of Benjamin is actually separate from the tribe of Judah and are strictly speaking not Jews. The point of all this is that Tim teaches that Pharisees are not Israelites and some may in fact be Nephilim and thus not human.

All of this stands in stark contradiction to what the Gospels say about the Pharisees and the priests in the temple. Let's start with John the Baptist who Tim claims led the group at Bethabara and maintained the library which we know as the Dead Sea Scrolls. If Tim's interpretation of the Habakkuk commentary were true then Luke 1 is a lie.
5 There was in the days of Herod, the king of Judaea, a certain priest named Zacharias, of the course of Abia: and his wife was of the daughters of Aaron, and her name was Elisabeth. 
6 And they were both righteous before God, walking in all the commandments and ordinances of the Lord blameless. 
7 And they had no child, because that Elisabeth was barren, and they both were now well stricken in years. 
And it came to pass, that while he executed the priest's office before God in the order of his course, 
According to the custom of the priest's office, his lot was to burn incense when he went into the temple of the Lord.

This passage alone refutes everything Tim has said. He says the Levites left the temple and hid out in the desert sometime around 140 BC. He says the enemies of Israel inhabited the temple in their stead. Yet here we have the father of John the Baptist burning incense in the temple according to the course of Abia which is one of the divisions of the priests made by David in 1 Chronicles 24. We have two choices: either Zachariah was a Levite or he was a usurper. If he was a usurper then John the Baptist is also a usurper pretending to be an Israelite. If he was a Levite then Tim's fake history crumbles into dust. The answer is obvious.

The fact that Elisabeth is said to be a daughter of Aaron also does not help Tim's case. He says the Aaronic Levite bloodline fled into the desert. If that is true then what is Elisabeth doing in Jerusalem? Does Mary her cousin, which means she too has the blood of Aaron in her veins, go all the way out to Bethabara to visit her? No.
Luke 1:39 - And Mary arose in those days, and went into the hill country with haste, into a city of Juda; 
40 And entered into the house of Zacharias, and saluted Elisabeth.
She went to a city and visited Elisabeth at her house. Mary did not make a trip to the caves of Qumran.

When John the Baptist was baptizing he condemned the Pharisees but he never called them impostors. Instead he told them to repent.
Matthew 3:7 - But when he saw many of the Pharisees and Sadducees come to his baptism, he said unto them, O generation of vipers, who hath warned you to flee from the wrath to come? 
8 Bring forth therefore fruits meet for repentance: 
9 And think not to say within yourselves, We have Abraham to our father: for I say unto you, that God is able of these stones to raise up children unto Abraham.

John recognized and admitted these Pharisees and Sadducees were blood descendants of Abraham and thus Israelites!

Likewise Jesus never condemned the Pharisees or priests as being fake Israelites and usurpers.
Matthew 23:1 Then spake Jesus to the multitude, and to his disciples, 
Saying The scribes and the Pharisees sit in Moses' seat: 
All therefore whatsoever they bid you observe, that observe and do; but do not ye after their works: for they say, and do not.
If the Pharisees were not Israelites how could they possibly be said to "sit in Moses' seat?" Why would Jesus say to observe what the Pharisees bade them to observe if they were strangers and enemies to Israel? Jesus said he was sent to the lost sheep of the house of Israel!
Matthew 15:24 But he answered and said, I am not sent but unto the lost sheep of the house of Israel.
But we read nothing of Christ sending any disciples across Asia to the Philippines or towards Kurdistan. Instead all the ministry they did was within the vicinity of Palestine. Of course Thomas did reach India and there are churches in India that trace their roots to his ministry. But Christianity never reached the Philippines until the arrival of the Spanish. Until then they worshipped the false god Bathala whom Tim claims is Yahuah, the creator God of Genesis!

Perhaps the clearest refutation of Tim's false history and theology is John 1:11.
John 1:11 He came unto his own, and his own received him not.
He came unto his own. Was Jesus a Jew or was he an Edomite, an Ashkenazi? He was a Jew and so were those who he came to including the Pharisees, Sadducees, and the common folk. When standing before the High Priest he never condemned him as being a usurper. Though in John 8 Jesus did in fact call the Pharisees vipers and say they were of their father the devil He also declares that He is a door! Is Jesus literally a door? If we take Tim's exegesis it could be that Jesus Christ is made of wood and has a handle which needs turning.

It is true that John Hyrcanus forced the Edomites to convert to Judaism and the Babylonians did put their people in the land and mixed the religion of Israel with their own. However this does not change the fact that Judah returned and when Christ was on earth he never called them out for being impostors. Nor did he reject worshipping at the temple as he even sent those he healed to the temple to make the proper sacrifices of thanksgiving.
Luke 5:14 - And he charged him to tell no man: but go, and shew thyself to the priest, and offer for thy cleansing, according as Moses commanded, for a testimony unto them. 
Mary even offered up the proper sacrifice for her purification after she gave birth.
Luke 2:24 - And to offer a sacrifice according to that which is said in the law of the Lord, A pair of turtledoves, or two young pigeons.
How could Jesus send a man to the temple to offer up a sacrifice and how could Mary be properly purified according to the law if the priests ministering in the temple were enemies of Israel and of Israel's God? It defies all logic and reason. There are many more examples one could bring up such as when Christ cleansed the temple he never condemned the priests as being impostors and said the real priesthood was sequestered in the desert at Bethabara. Nor did Paul indicate any such thing as he worshipped and participated in a purification ritual at the temple in Acts 21. A proper reading of the scriptures overturns all of Tim's nonsense just as Christ overturned the tables of the moneychangers.

Let's get back to Code 88. Do you know what 88 means? It means Heil Hitler! H is the 8th letter of the alphabet. Put 14 in front of that, which stands for the 14 words, and you get 1488 which means:
"We must secure the existence of our people and a future for white children. Heil Hitler."
Without a script there is no way to tell if the 14 words makes it into the final cut. But the synopsis does have hints of the New World Order. In Tim's movie two intrepid investigative journalists, Tucker and Ashley, face the NWO all on their own. But according to Tim's fake history and theology the Filipinos and the Kurds will rise up in the end times to fight the NWO.

The Two Witnesses are coming and they will stand in the strongest of ways and we do believe that will be the first three and a half years of the tribulation when many will rise all over the world against the corruption. But the two lands which will lead this charge will be Kurdistan and Philippines according to the words of Yahusah Himself. And the Two Witnesses will come from there as well.  
In other words other governments around the earth will be preparing for the rise of their Messiah.  They already are.  The Beast or the anti-christ, the anti-Messiah to some, also known as the Mahdi in Islam, Maitreya in the New Age mythos, and the Jewish Messiah to come as well who is not Yahusha who they reject even still, who already came.  
But these two lands, Kurdistan, Philippines, will rise against that final generation and condemn it in Messiah's words. That means they will lead a charge to repentance all over the world. Though two of them, perhaps prophets, maybe even small groups, will go to Jerusalem and prophesy for 1260 days. We believe we are already beginning to see the stage set for this as these two lands especially are lost tribes areas as is Central Africa. 
Filipinos and Kurds won't simply rise up to fight the NWO, oh no!  They will do battle with the anti-Christ himself and they will prevail. To be sure there are unique and interesting aspects to Tim's heresies such as his claim that the stage being set for Filipinos to rise up around the world is the OFW problem/program which sends Pinoys into every country.

The lost ten tribes of the northern kingdom in the Philippines through its overseas workers programs have now spread literally into every nation on earth and from Kurdistan the lost tribes have scattered into 66 countries but they retain their Filipino and Kurdish identities mostly. 
Of course that big brain drain is very detrimental to the Philippines. But it's Bible prophecy so who cares?

If Tim's movie was ever committed to celluloid it might be good. But there is already a rather interesting sci-fi film about Nazis from 1978 which everyone should watch. It's called The Boys From Brazil.

Even Steve Guttenberg plays a minor yet important role in this movie. It's a sci-fi film involving the Nazis and cloning. Did Tim take a few plot points from this film or any inspiration whatsoever?

Here's something that is not science fiction. Hitler really did promise to rise from the dead.

It would take too much time to explain this quote to Tim but suffice to say Bolshevism means communism which Hitler was fighting against. And what happened when the allies won? Half of Europe, including East Germany, was sacrificed to the communists! We are told communism "died" in '89-'91 but Bolshevism still reigns supreme in the West through Cultural Marxism via the unscientific and destructive critical theory of the Frankfurt School which was forced out of Nazi Germany and ended up as part of Columbia University in New York City. 

Perhaps if one really wanted to "challenge tradition" and "prove all things" as Timothy Schwab encourages his listeners to do they would come to the conclusion that Hitler and the Nazis were right. But that is not a topic for this blog.
