Coronavirus Lockdown: Yantok-Wielding Patrollers, Duterte's Realization, and More!

More news about how the COVID-19 pandemic in the Philippines is being handled by the public and the government.

Vaccine is the word of the moment and the Philippines is doing what it can to prepare for when it arrives.

https://www.gmanetwork.com/news/news/nation/766496/duterte-allows-fda-to-grant-emergency-use-authorization-for-covid-19-vaccines/story/

President Rodrigo Duterte has allowed the Food and Drug Administration (FDA) to issue an emergency use authorization (EUA) for COVID-19 drugs and vaccines.

Duterte gave his consent through Executive Order 121 he signed on Tuesday.

An EUA will reduce the processing time for the approval of the vaccines for local use from six months to 21 days, officials earlier said. The issuance of an EO on EUA was both proposed by Health Secretary Francisco Duque III and vaccine czar Carlito Galvez Jr.

The FDA assures the public that his will greatly speed up the approval process from 6 months to 40 days. This means the vaccine could be ready to distribute by March of next year.

Food and Drug Administration (FDA) Director General Eric Domingo said Thursday it is possible that coronavirus disease 2019 (Covid-19) vaccines would roll out in the country as early as March 2021.

Domingo was responding to Presidential Spokesperson Harry Roque's remarks saying President Rodrigo Duterte wants the Covid-19 vaccines acquired earlier than Health Secretary Francisco Duque III's projected period which is the second quarter of 2021.

(I'm more hopeful, I'm expecting the US, UK or European Union to issue an EUA by December but the UK has issued one already. This is three weeks earlier than what I expected and it seems that the US will EUA to Pfizer and) Moderna within two weeks," Domingo said during an online media briefing.

(So, when they apply to us, probably first few weeks of January we can provide an EUA and there may be a chance that by March there's already vaccine here in the Philippines. It will all depend on the production if supply can be allocated and delivered to us and we'll distribute the vaccines)," Domingo said.

While everyone waits for the vaccine to arrive it is time to get the economy going again. Domestic travel might just be the thing.

https://www.pna.gov.ph/articles/1123738

Domestic travel amid the prevailing coronavirus disease 2019 (Covid-19) pandemic may help lower the country’s unemployment rate, Malacañang said Thursday.

In a press briefing from Palawan, Presidential Spokesperson Harry Roque made this statement after data from the Philippine Statistics Authority (PSA) showed that around 3.8 million Filipinos aged 15 years old and above are unemployed.

PSA said the figure is equivalent to an 8.7 percent unemployment rate in October, which is slightly lower than the 10 percent recorded in July and 17.6 percent in April this year.

Roque said Palace was saddened by the figure but noted that this is precisely why the government is pushing domestic travel to support tourism industry workers and businesses.

“(We are saddened because that’s still a big number. That’s why our advocacy now is to promote places open for tourism because it is easy to provide jobs in tourism. That’s why we support this in our press briefings),” he said.

Since there is a need to balance health and economy, he said travelers should learn to live with the virus while waiting for a vaccine to be available in the market.

(Tourism plays an important role in giving jobs to our citizens. Because of this, we have reached the point where we need to learn how to live with the virus),” he said.

But how many of the jobs which have been lost are tied to tourism? There are rolling lockdowns throughout the nation and many small businesses have had to close. Tourism as a main source of income is, as the pandemic has shown, a very precarious bet. Even domestic travel is easier said than done.

https://www.pna.gov.ph/articles/1123632

"For us to move forward, the government agencies have to acknowledge the potential of the tourism industry and that's the first and in doing so ensure the harmonization of efforts to open," Aileen Clemente, president of Rajah Travel Corporation, said during the Arangkada Forum 2020 on Wednesday.

She said it is very important that “we make sure we have a harmonized implementation towards the opening.”

Compared to April 2020 when every border was almost closed, Clemente said the restrictions have since been relaxed.

"We started at 72 percent where every border was almost closed and not a lot of movement has happened, and now we're down to 43 and 36 percent of those that are now just partially closed, and the rest have just put several travel restrictions so if you will look at the movement from April to September, this is already showing us that the borders are slowly opening," she said.

Despite the pandemic's effect on tourism, Clemente said the sector remains an important driver of economic growth especially now that the country tries to recover from the crisis's impact.

"Tourism doesn't go away it actually just mutates in the way that we offer tourism, in fact, the pent up demand for travel will give us a V-shape recovery rather than a U-shape recovery as predicted even by the World Travel & Tourism Council," she said.

For the moment no foreign tourists are allowed in the country so they really are targeting domestic tourists but with money being tight for everyone because of the pandemic it's just not a sure thing. A COVID-19 passport might change that.

https://news.abs-cbn.com/news/12/08/20/dot-welcomes-proposals-for-covid-19-passport-to-facilitate-international-travel

The Department of Tourism on Tuesday welcomed proposals for a “COVID-19 passport” that would supposedly indicate if a traveller has been vaccinated for the coronavirus while on cross-border transit.

“The Department of Tourism supports initiatives to facilitate international cross border travel with stringent health and safety measures in place,” Romulo-Puyat said.

“The proposals for a ‘COVID-19 passport’ is welcome and will be looked into by the DOT, together with the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID), as it will involve medical data on the vaccines and diplomatic agreements with other countries.”

She said a “COVID-19 passport” is vital to reviving international travel “as it will restore the trust and confidence of people to travel to other countries once more while assuring receiving countries that their inbound tourists are vaccinated.”

"Vital to reviving international travel." It's only a matter of time until this becomes a reality.

The IATF does not want minors in malls but it is ok if they go on family trips!

https://newsinfo.inquirer.net/1367611/minors-allowed-in-outtown-trips-with-families-says-ano

Minors are allowed to go on out-of-town trips with their families amid the strict quarantine restrictions being imposed to contain the coronavirus disease (COVID-19) pandemic, Interior Secretary Eduardo Año said Thursday.

(Families who want to have a vacation or go to a specific resort are allowed to bring minors. Minors are allowed to go out with their parents under this setting because they can be easily controlled on these trips.)

(Out-of-town trips are specific so minors can be easily controlled that’s why we allow them to join.)

Children cannot go to the mall but they can go on long distance vacations. Makes sense I guess. In clown world! Here is another update from clown world but it's not funny and laughable.

https://news.abs-cbn.com/news/12/04/20/yantok-wielding-patrollers-to-check-physical-distancing-vs-covid-19-official

Troops wielding "yantok" or batons will make rounds in public areas to check compliance with physical distancing, which is meant to stop the spread of the COVID-19 pandemic, an official said Friday.

The deployment of police officers and soldiers will be doubled in Metro Manila's areas of convergence like public markets, malls, churches, and transport hubs, said Joint Task Force COVID Shield head, police Lt. General Cesar Binag.

(We also have a so-called social distancing patrol. This was ordered by our national police chief Gen. Debold Sinas. They have a one meter-long batons to enforce, measure distancing and hit hard-headed people.)

What's the science behind clubbing people with a stick to fight COVID-19? The Palace has condemned this idea but that does not mean the PNP won't go through with it. They have assured the public that only unruly violators will be bonked on the head.

https://www.pna.gov.ph/articles/1124110

“The instruction for our social distance patrollers deployed in malls, markets, terminals, and train stations is they are required to carry a baton or yantok, whatever term you want. This will be used for social distancing to avoid contact because without it, the police would have to hold the violators,” PNP chief Gen. Debold Sinas told reporters in a press conference held at Camp Crame.

Sinas reiterated that the rattan sticks would not be used to harm anyone.

"You see, we have rattan sticks because we have run out of baton. Baton measures only about one foot so we preferred a longer one which is rattan sticks to determine physical distance. It won't be used to strike anyone. Also, if one turns out to be violent, we can use that to subdue them instead of shooting them,” he explained.

Meanwhile, Lt. Gen. Cesar Hawthorne Binag, Joint Task Force Covid Shield Commander, said rattan sticks are non-lethal weapons and could be used to arrest resisting quarantine violators.

Better to beaten than shot I guess.

If there is one thing the pandemic has done it is to expose the frailties of the Philippines' health system. No less than the president has admitted this fact.

The COVID-19 pandemic has exposed weaknesses of society, prompting the Philippines to prioritize strengthening its health systems, President Rodrigo Duterte said Friday before the United Nations.

The COVID-19 pandemic has exposed the fragility of our societies and institutions. Our immediate responses were necessary, yet have driven our societies apart,” Duterte said in a pre-recorded speech at the UN General Assembly’s special session in COVID-19.

Our first priority is to strengthen the capacity of health systems. Without a cure and a vaccine, we can only delay the spread of the disease while we reopen our economies,” he added.

The deterioration of the nations's health care system has been ongoing for years. Front and center is that too many nurses leave the country because of low pay. Second of all is that all the hospitals, the ones I've visited anyway, are just gross and understocked and understaffed.

The government has done all it can to cancel Christmas in the name of stopping the spread of the virus but the Catholic Church has found a way around those restrictions. They will hold multiple dawn masses in churches and they will hold services in large gyms to allow for social distancing.

https://www.philstar.com/headlines/2020/12/03/2061099/cbcp-hold-dawn-masses-basketball-courts-gyms

The Catholic Bishops’ Conference of the Philippines (CBCP) will bring Simbang Gabi closer to the people as it allows the holding of pre-dawn masses outside of churches to accommodate more mass-goers.

Fr. Jerome Secillano, executive secretary of the CBCP’s committee on public affairs, said some pre-dawn masses would be held in large venues such as basketball courts or gymnasiums.

The holding of the pre-dawn masses in large venues is the CBCP’s way of protecting the people against COVID-19, Secillano said.

CBCP president and Davao Bishop Romulo Valles instructed parish priests and bishops to coordinate with local government units (LGUs) in their localities for the schedule of Simbang Gabi in venues large enough to accommodate more people.

In his instructions, Valles said the pre-dawn masses could be held as early as 6 a.m. for the morning masses and 6 p.m. for the evening masses so more Eucharistic celebrations can be held before Christmas.

Fr. Douglas Badong, parochial vicar of the Quiapo Church, said they would hold more masses in the church – two in the morning and one in the evening – and another at the Liwasang Bonifacio.

Innovation is the name of the game in surviving the pandemic. People have to adapt to these times. It's why one man was declared the most outstanding COVID-19 volunteer in the Eastern Visayas.

https://cebudailynews.inquirer.net/353958/army-reservist-lawyer-named-most-outstanding-covid-19-volunteer-in-central-visayas

The Regional Development Council in Central Visayas (RDC-7) named a lawyer in the army reservist as the Most Outstanding Coronavirus Disease 2019 (COVID-19) Volunteer in the region.

This was part of the national government’s search for the Most Outstanding COVID-19 volunteer in the country as recognition to the efforts of the citizens in the pandemic response.

Jose Mari Gotiangco was deemed the most outstanding volunteer for leading the funding and innovation of improvised face shields during the pandemic, which was distributed to the Armed Forces of the Philippines, hospitals, and other facilities.

His makeshift face shields was a cheaper alternative for the frontliners to use amid the high demand and low supply of personal protective equipment (PPEs) during the onslaught up to the peak of the pandemic in March to July 2020.

Is it really appropriate to be giving out these kinds of awards?

The pandemic has been bad for small business but great for big business.

Within the basket, 22 index stocks suffered a year-on-year decline in nine-month earnings while three turned unprofitable. Only five index companies bucked the downturn.

The five companies, and others, are as follows:

The categories of businesses which have thrived are also as follows:

1. Food manufacturing

2. Grocery stores

3. Telecommunications/broadband service

4. Sin products: Liquor and tobacco

Number 4 is surprising because there have been rolling liquor bans throughout the country since March. It's not a surprising list overall as the number one essential service is food production and procurement, i.e. grocery stores and food factories. A lot of services have moved online too so number 3 is no surprise either.

While the rest of the world has put a priority on mass testing the Philippines has not and the importance of such has only come recently as a realization to Duterte.

https://newsinfo.inquirer.net/1369710/after-duterte-realization-doh-now-bracing-for-free-covid-19-tests

You know, what’s really important, and I realized now, it’s the testing, the swabbing, the test. It’s expensive,” Duterte told Duque, speaking partly in Filipino.

“So maybe if you can give me a figure, see if there’s money, and we will just buy [testing kits]. And in all government hospitals or in health centers, we will give [tests] free of charge.”

Calls for free mass testing have been going since mid-March when the government imposed strict quarantine measures to curtail the spread of the respiratory disease.

But the government repeatedly rejected the appeal, with Malacañang saying that no country can test all its citizens.

That's some real great leadership there. It's the kind of leadership that keeps the Philippines firmly where it is in the global hierarchy.

Picture of the Week: Tile Floor on the Sidewalk

I recently came upon this scene and at first it puzzled me.

But then I quickly realized this is where the barangay hall was. I am sure I have picture of it on my corrupted hard drive which I can no longer access. The story is that this barangay illegally erected a hall on the sidewalk. Then when Duterte issued a nationwide order to clear all obstructions it was dismantled. Except for the floor tiles! Apparently they are here for posterity.

But really think about this situation. The barangay was not content with erecting an illegal structure but they had to install tiles on the concrete sidewalk as if concrete was not good enough. It is rather obscene in the blatant waste of money and the brazen illegality of the whole endeavor in the first place. It's a shining example of Philippine politics at its most typical.

Insurgency: Gospel Truth

There is so much stuff happening this week as regards the insurgency perhaps we should take it one by one.

First is the Senate's ongoing red-tagging hearing about red-tagging. Some have accused Makabyan of bing  front for the CPP. The position of the government is best summed up by NICA Director-General Alex Paul Monteagudo.

https://mb.com.ph/2020/12/01/nica-chief-urges-makabayan-solons-to-heed-authorities/

The Philippines’ top intelligence official has now quoted the Bible as he insisted that Makabayan lawmakers and their organizations are part of the armed communist movement.

At the third hearing of the Senate defense committee on the supposed red-tagging activities of the government security sector on Tuesday, National Intelligence Coordinating Agency (NICA) Director-General Alex Paul Monteagudo maintained that they were telling the “truth” when they said that progressive congressmen and groups influence youths to join the Communist Party of the Philippines, the New People’s Army, and the National Democratic Front of the Philippines (CPP-NPA-NDFP) and take up arms against the government.

He went on to read Romans 13:1-2 of the Bible on the stress that people should submit to authorities. A portion of this Biblical passage reads, “Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God.”

Monteagudo said the Bible serves as their “gospel truth” and that “enable us to see the truth from all the lies and deception around us.”

He particularly mentioned activist and Benedictine nun, Sister Mary John Mananzan, for teaching a “very dangerous” interpretation of the scripture when she spoke about the oppression of the poor during the November 24 hearing of the Senate defense panel.

The NICA chief claimed that the progressive groups use the “CPP-NPA philosophy” to supposedly influence idealistic and “naturally gullible” youths, again naming the Bagong Alyansang Makabayan (Bayan), among others, as “fronts” of the communist group.

It's rather an ironic verse for the government to quote as the Philippines has a history steeped in rebellion. That is what the independence movements and resistance to American occupation was about, rebelling against the God-appointed governance of the Spanish and Americans. Not to mention the EDSA revolution and the backlash against Marcos.

Makabayan denies the charges that they are a front for the CPP and that they recruit for the CPP-NPA. The government says its case is justified and strengthen further by the death of the daughter of Makabayan solon Rep. Cullamat in a gunfight between the AFP and NPA.

https://www.gmanetwork.com/news/news/nation/766154/lorenzana-says-linking-makabayan-bloc-to-reds-now-has-basis/story/

"Actually because of what happened today, the deceased is still the son of the Makabayan congresswoman ... our red-tagging has a basis. They have a basis to support, the Makabayan, they support it CPP-NPA (Communist Party of the Philippines-New People's Army) and then the so-called armed struggle of the NPA, "Lorenzana said in an ambush interview.

I thought they already had a basis because Joma Sison said in a speech back in 1986 that Makabayan is one of the CPP's legal fronts. These accusations are by no means new so there must have been a basis prior to the death of this woman.

Not content with merely linking them tot he CPP Gen. Parlade says the death of Jevilyn Cullamat is proof that Makabayan is recruiting for the NPA.

https://www.pna.gov.ph/articles/1123355

"The death of her daughter is yet another proof of Bayan Muna recruitment of youth into the NPA, aggravated by the fact that this time, it's no less than the daughter of a Bayan Muna Representative herself, who made a sacrifice for a useless cause," said Southern Luzon Command (SOLCOM) chief, Lt. Gen. Antonio Parlade, Jr., in a statement Sunday.

He added that Jevilyn, a student of Tribal Indigenous Filipinos Phil-Surigao Del Sur (TRIFPSS) and ALCADEV (Alternative Learning Center for Agricultural and Livelihood Development), is also another proof of IP children radicalized in TRIFPSS and ALCADEV schools of the CPP (Communist Party of the Philippines) to join the NPA.

“Later in 2018-2019, she would come back to teach at ALCADEV and TRIFPSS, confirming the direct link of these schools with the NPA," he added.

The younger Cullamat alias "Reb" was a medic of the  "SYP Platoon, Guerilla Front 19" and a former of "TM Baking. GS/SYP 1, SRC Southland".

"She is the equivalent of the Morong 38  'health workers' released during the time of President PNoy. Also recovered were three AK-47, one M-14, and one M-653 rifle, five backpacks, and subversive documents. These were the same firearms, the NPAs have been using to kill IPs (Indigenous Peoples) like Datu Jumar Bucales in Lianga and other former rebels," Parlade said.

But what exactly is the proof? Is he alleging that the mother recruited the daughter? The thinking is understandable but its a typical guilt by association logical fallacy to make such a connection. How does he explain Jevilyn's brother who is singing quite a different tune from his sister and mother.

https://www.pna.gov.ph/articles/1123385

Jikson Cullamat, son of Bayan Muna party-list Rep. Eufemia Cullamat, has cited the various community programs put forward by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) for indigenous peoples (IP) communities.

In a video statement on Facebook posted by the 3rd Special Forces Battalion of the Philippine Army on Nov. 17, Jikson said soldiers have not committed any violation since they arrived in Sitio Han-Ayan (Km. 16) in Barangay Diatagon, Lianga, Surigao del Sur, a Lumad community where a series of NPA harassments have been reported.

"As a matter of fact, they even helped with providing water in the mining area, they built a dam," Jikson said in the local language.

Jikson said the presence of military personnel in their community has brought peace to IP communities.

"For our part, for those who live here, we are thankful for the presence of the soldiers who have been helping us with our needs, most especially in providing us roads, electricity and (addressing) other issues we have at the moment here in the community," he said. "For our other (problems) that are, until now, not responded to by the government, we hope that we will be assisted by the soldiers in solving these kinds of problems in our community."

Jikson said the relationship between the IP communities and the soldiers so far "seems to be okay."

"For now, with our condition, with what the behaviors the soldiers are showing, things seem to be okay," he said. "This is what we are thankful for, for the other side. For now, we are hoping that the soldiers will help us so that roads will finally reach us. The lack of electricity has also been a persisting problem for the people here.”

Maybe his was recruited too but they failed to win him over? It's pretty silly. Absurd really.

https://news.abs-cbn.com/news/12/04/20/absurd-to-tag-makabayan-as-communist-front-due-to-death-of-lawmakers-daughter-zarate
"The leap of logic in their conclusion is very absurd...Their logic was that since she was the daughter of Cong. Cullamat, therefore Cong. Cullamat supports the NPA. Therefore, Cong. Cullamat's organization is a front of the CPP-NPA, and therefore, all of them are terrorists. That is very absurd."

You know what else is absurd aside from life itself? Dismissing a major terrorist attack by the BIFF as an "isolated case."

https://newsinfo.inquirer.net/1368052/ph-military-chief-says-maguindanao-attack-an-isolated-case

Armed Forces of the Philippines (AFP) chief Gen. Gilbert Gapay said the late-night attack in Datu Piang, Maguindanao on Thursday was distinctly different from the months-long Marawi siege in 2017.

Another Marawi siege incident would be “highly improbable” at this time, the AFP chief said in an online press briefing.

“They have already learned their lessons of Marawi and we can consider what happened in Datu Piang as an isolated case and it’s really far from another Marawi incident,” he added.

The small band of terrorists, allegedly from the Bangsamoro Islamic Freedom Fighters (BIFF), burned a police car during the attack. Troops immediately responded Gapay said.

Gapay said the BIFF strength was already on a “decline” and “not that strong” to carry out an attack on a similar scale as the Marawi incident.

They are really not that strong but as I’ve said this is terrorism we are confronting and usually they attack whenever we put our guards down,” he said, as he called for the support of the general public.

Far from being an "isolated case" this attack shows that the BIFF is very active and still a force to be reckoned with. What happened is 50 armed BIFF fighters showed up in town to capture the local PNP Chief, did not find him, burned a police car, and then left.

https://newsinfo.inquirer.net/1368201/biff-gunmen-storm-maguindanao-town

Gunmen belonging to the Islamic State-linked (IS) Bangsamoro Islamic Freedom Fighters (BIFF) stormed Datu Piang town in Maguindanao province past 10 p.m. on Thursday, in a show of force reminiscent of the siege of Marawi City in 2017.

Lt. Col. Anhouvic Atilano, spokesperson of the Army’s 6th Infantry Division (ID), said the gunmen were led by a “Commander Motorola,” entering the town around 10:30 p.m. and looking for its police chief, Police Capt. Israel Bayona.

Unable to find Bayona at the municipal police office, Atilano said the gunmen, instead, burned a newly acquired patrol car parked outside.

According to Atilano, the gunmen could have wanted to retaliate on Bayona for leading a law enforcement operation earlier in the day.

“One of the suspects sought the help of his relatives in the BIFF,” Atilano said. “They came to get back at the police chief.”

Datu Piang resident Akeel Hasan said he saw the gunmen arriving in motorcycles and multicab vehicles, brandishing high-powered weapons such as machine guns.

The scene, Hasan added, was “similar to the Marawi siege” although the gunmen carried no black IS flag.

“They were firing in different directions; many fired guns in the direction of concrete houses,” Hasan recalled.

The men, who wore black uniforms, tried to enter the town hall compound but were repulsed by Army troopers, Hasan said.

Although there were no casualties, Datu Piang Mayor Victor Samama said the people in the town were traumatized by the hour-long attack.

“It was first time in [our] history that the town center was attacked by Moro gunmen,” Samama said, adding that many residents, especially women and elders, were crying.

Samama said there were around 50 armed men involved in the attack.

“We are used to armed conflict [happening] outside the town, but this time, it happened right at our doorstep. Really terrifying,” said Samama, who was at the town hall with the police chief at the height of the attack.

“I never thought the BIFF, who admittedly have relatives in the town center, can ever do that,” the mayor said.

“A handful of soldiers and policemen secured and defended the town hall during the attack,” Samama recalled.

As Army reinforcements, backed by armored personnel carriers, from the 6th ID arrived past 11 p.m., the BIFF gunmen were forced to escape.

Maj. Gen. Juvymax Uy, 6th ID chief, said the BIFF’s attack was obviously to impress that it was still a force to reckon with.

Admitting to carrying out the attack, BIFF spokesperson Abu Jihad told a local radio station on Friday that they were forced to do it due to the rampant illegal activities in the town, including the proliferation of illegal drugs and alcoholic drinks.

“The law of Islam prohibits all wrongdoings … We are just enforcing it,” Jihad said.

“We will not stop and no one can stop us until there are illegal activities in the town,” he added.

All of that wounds very reminiscent of Marawi.  Especially the part about the townspeople thinking "it can't happen here" because many of them are related to BIFF members! And just like many other times they got away. There were no casualties and the BIFF managed to escape. The AFP's dismissal of this group as not "still a force to reckon with" is also just like Marawi. How many times did they downplay the very real threat of ISIS, even denying their presence in the country, until it was too late?

The fact is even though BIFF and ASG numbers appear to be on a downward trend they are both still very real threats. The AFP knows this.

https://www.pna.gov.ph/articles/1123509
Members of the Criminal Investigation and Detection Group in the Bangsamoro Autonomous Region in Muslim Mindanao (CIDG-BARMM) killed a suspected terror bomber at his hideout here during a pre-dawn operation on Tuesday.

Maj. Esmael Madin, CIDG-BARMM deputy regional chief, identified the suspect as Abraham Abad Abdulrahman alias Abu Suffian, one of the primary suspects behind the South Seas Mall bombing on Dec. 31, 2018.

The explosion that took place just outside the mall’s main entrance door killed two and injured 34 others.

“A surprised Abdulrahman was killed after pulling out a handgun from underneath a pillow on his bed and firing at our arresting team,” Madin said of the 1:30 a.m. operation against Abdulrahman and his group in Barangay Bagua 2.

Madin said the arresting team was in the area to serve a search warrant issued by Judge Allan Edwin Boncavil of the 12th Judicial RTC Branch 19 in Isulan, Sultan Kudarat, against Jasmiya Camsa Ibrahim, an alleged cohort of Abdulrahman, for violation of Republic Act 10591, or the Comprehensive Law on Firearms and Ammunition Act.

“Unfortunately, Ibrahim, who is the primary target, managed to elude arrest,” Madin said.

The primary target got away. Happens often enough.

There have been renewed peace talks with the CPP-NPA but the AFP has rejected those calls saying that the Reds have been weakened.

https://newsinfo.inquirer.net/1368196/saying-reds-weak-already-afp-chief-rejects-return-to-peace-talks

Armed Forces of the Philippines (AFP) chief Gen. Gilbert Gapay rejected the idea of resuming peace talks with communist rebels, saying a pause in the counterinsurgency war would simply give rebels time to rebuild their ranks.

“They only buy time, respite from the pressures being provided by security forces,” said Gapay at an online press briefing on Friday (Dec. 4).

“Their capabilities are on the decline, their numbers are dwindling and in fact we have their backs against the wall and this is not the right time to really impose or recommend such ceasefire or even peace talks,” he told reporters.

On Thursday, the military said it would not recommend to President Rodrigo Duterte a ceasefire for the holidays with New People’s Army (NPA) rebels. The government and NPA had been traditionally declaring ceasefires during the Christmas season.

“For so many years, we have learned our lessons,” said Gapay. “First, they are not sincere here. In the past, we had a ceasefire and they continue to attack not only security forces, but even communities for the purpose of extortion,” he said, speaking in Filipino. “So there are many incidents,” he added.

He said to “permanently” end the insurgency, the government has to deprive rebels of any chance to rebuild, recruit or continue with their tax collection which the AFP chief said was just extortion.

“They are already weak and I think the security sector has already gained momentum,” Gapay said. “It’s just a matter of time before we really put an end to this insurgency problem,” he added.

"It's just a matter of time" before the insurgency is over. How many times have they said that before? Maybe this time it will be true.

The God Culture: The God Culture vs Facebook

The God Culture has been more active than ever in the past few weeks since they founded a think-tank and began publishing their books. What better way to get the information out than social media?  CIA-funded Facebook is the platform of choice for most people to get out their message. What else is there anyway? But it seems The God Culture has hit a snag. Facebook is censoring them!

https://www.facebook.com/permalink.php?story_fbid=823730291523076&id=100016583385154

What are you doing Facebook? Who do you think you are. Whoever you are inside, you better stop playing around. We are coming for you. This post is not limited in any sense. It is a simple posting for our book on sale on Amazon and how dare you attempt to censor this illegally. Keep it up. You are just giving us further documentation of you illegal actions. You are gonna sink your company. We did not limit anything, just posted you crook and you better stop it. We have not deleted it. If you cannot function as a simple site, you are gonna be out of business. What a fool you are you loser who is inside Facebook playing around.

That is God Culture founder and anti-trinitarian heretic Timothy Jay Schwab's personal Facebook page  which it seems is now a backup for the official God Culture Facebook page. Over at their official page the same accusations of censorship are being made.

Wow Facebook. You reached 34 people out of 6,600 in almost 2 hours. I guess this is becoming very difficult for you. Maybe feed the mice in wheels and get this post out there? Keep censoring Facebook and you will pay for that. Whoever you are inside, we will find you and you will be dealt with. This is illegal.

https://www.facebook.com/watch/?v=3262707493851703

Oh Facebook, you are really rocking the world with 48 people reached in 4 hours on a page with 6,600 friends. That must have been so difficult for you to get this out to less than 1 person per minute. I mean please don't go out of your way to notify our friends on our own page of our posts that they wanted to be notified. Of course, none of us joined Facebook to actually connect and communicate. No, we all came here to submit to the Social Nazi tell us "no post for you." Maybe stop acting like Hitler or you will fall like he did. Your censorship is filthy and you will face the music for this.

As a follow up to this comment thread The God Culture asks anyone else having problems to let them know because they are "documenting."

I can just hear 351 screams of "REEEEEEE!!!" bouncing up and down Bonifacio Street as the above comments were typed out. The sheer amount of ignorance and stupidity in those posts is only surpassed by the paranoia that fuels them. Does the person who posted this, likely Anna Zamoranos, even know that in the first example her link is broken and when you click on it you get a 404 page from Amazon?

https://www.amazon.com/.../B08M.../ref=dp-kindle-redirect?fbclid=IwAR3wmOzPz0jcO1c2RC5AUOzmM1QImLjhrqZU1ebbOLCB894_JUgyJ3yQqKg

In fact 7 out of the 17 links on that post do not lead to their book. Why post so many links in the first place when all you need is one Amazon link and they will sort it out for you? This situation is even stranger than it appears because this was posted at 11:29 on November 20, 2020. Only half an hour earlier at 10:58 the same post was made on The God Culture's official page and all the links work because they are posted in full and not partially.

Eight minutes later at 11:37 on Tim Schwab's page the same post is made but this time with a picture added. Because there were no links to parse as a result of the picture there was no "This content isn't available right now" box. But Anna does not understand this. She probably has no idea what it means to parse a link and generate a preview.

Note: This post was just blocked from some illiterate loser inside Facebook. You better grow up and get a life because we are coming for you. Stop blocking our posts! Who do you think you are. We are allowed to post on our own site and how dare you. This is a simple post with links to Amazon. So threatening. Grow Up and stop behaving as a criminal! Censorship is illegal.

What a total moron. The post wasn't blocked as she was able to post it. If it had been blocked there would have been a message from Facebook telling you it was blocked because it goes against their community standards.

The link didn't parse because it was a bad link which is why a box telling her that the content is not available popped up. It is still a bad link. Does she think this lady is being blocked and censored too:

As for the other two allegations of censorship because not many of The God Culture's 6,600 friends are being reached, that is a problem. It is NOT censorship though. Or perhaps it depends on your perspective. Facebook does not show everything on your timeline in chronological order. What you see in your news feed is based on your past interactions in order to give you the best Facebook experience.

https://www.facebook.com/business/news/Organic-Reach-on-Facebook

The second reason involves how News Feed works. Rather than showing people all possible content, News Feed is designed to show each person on Facebook the content that’s most relevant to them. Of the 1,500+ stories a person might see whenever they log onto Facebook, News Feed displays approximately 300. To choose which stories to show, News Feed ranks each possible story (from more to less important) by looking at thousands of factors relative to each person.

Why not just show everything — every piece of content from every friend and Page — and let people decide what they want to see?

Several other online feed platforms display all content in real time. But the real-time approach has limitations. People only have so much time to consume stories, and people often miss content that isn’t toward the top when they log on. This means they often do not see the content that’s most valuable to them.

In our tests, we’ve always found that the News Feed ranking system offers people a better, more engaging experience on Facebook. Additionally, given the amount of content in the average News Feed, using a real-time system for content would actually cause Pages’ organic reach to decrease further.

The short answer is there is too much content so Facebook curates everyone's newsfeed in order that they see what is most relevant to them based on their Facebook usage. That means if someone Likes The God Culture but does not regularly interact with their page then they won't be seeing the latest updates.

But there are tips and tricks to fix this plastered all over the internet. It is rather strange that Timothy Jay  Schwab, a man trained in marketing, does not know how to properly utilize Facebook to market his company. I guarantee he has no idea what FB Purity is and how it can force Facebook to show you things chronologically. It's not a conspiracy, it's not illegal, and it sure is not censorship. It's funny how The God Culture is always howllng about censorship when it is THEY who have tried to censor me on several occasions and still seek to shut me down. That's not stopping The God Culture from liking silly Facebook conspiracy memes posted in their comment section.

https://www.facebook.com/photo.php?fbid=3462714627152783&set=p.3462714627152783&type=3&theater

I have indicated above that Solomon's Treasure co-author Anna Zamoranos, interesting that Tim's second wife does not use her third husband's surname on the cover of the book they claim to have co-authored, is making all these wild and hysterical accusations against Facebook and I have a good reason. That's because on her own business page she is posting the same God Culture material albeit minus the wild, and I dare say libelous, accusations of censorship.

https://www.facebook.com/annarose.z.3

Anna's name is clearly listed under the Team Members section again with no indication she is a Schwab. Why would anyone post non-relevant materials on their business page? Shouldn't she be posting real-estate listings? Though there is a pinned post from 2017 the last post about real-estate is dated February 7th, 2019. That is almost two years ago. Maybe the real-estate market isn't so hot in Tim and Anna's hometown of San Fernando, La Union?

It makes more sense when you realize that The God Culture is spamming their book info all over their social media pages. Go to Youtube and read the comment section. All their replies to responses are huge walls of text with links and other matters that are in the video description and in their first pinned comment. That is completely unnecessary and actually quite rude. It's real interesting that instead of making this book about the Philippines available in the Philippines first they chose to use Amazon which takes a few weeks to ship here.

Now all this might seem inconsequential and even like a bit of needless drama but it's actually quite relevant. You see with this book The God Culture is claiming to be amending scholarship and restoring the lost history of the Philippines. Will they be doing interviews on TV or radio or other popular media? Will the media pick up the story of their book?

The God Culture claims to have a "profound scientific method" to prove all their claims. They actually claim that NO ONE has disproved their research.
After 4 years, no one has disproven these findings... I repeat NO ONE! Not a single Rabbi, theologian, pastor, certainly no bloggers or other channels... NO ONE!
Tim and Anna are very bold to make such claims with a straight face. I have been thinking of the Golden Chersonese of late because there are several references to it in a book I am currently reading which has nothing at all to do with the subject at hand. Incidentally there are many parallels between the methods and intent of Godfrey Higgins and Timothy Jay Schwab. Much of Tim's research rests on the identity of the Golden Chersonese and the island called Chryse. He wrongly conflates the two identifying them as the Philippines. That mistake is enough to disprove his findings and I have written at length about this very thing.

It's not as if Tim and Anna actually care about historical realities. Tim has made it clear that they are not proving a historical case.
"Remember one thing though. We are not proving an historical case here. That is not what this is. That is not what we ever claimed it to be. We are proving a multi-disciplined position with strong pose across-the-board. The reason our foundation is incredibly strong is because we set it in scripture and that is solid rock."
What do we see time and time again when The God Culture is confronted about their false claims but lashing out and naming calling and threats of one kind or another? Not rational discussion. That they cannot even utilize Facebook properly and freak out when they post a bad link is just icing on the paranoid cake. They are also spreading disinformation about Facebook because they do not care to look hard enough to find out what is actually happening. No one has ever accused The God Culture of being good and reliable researchers!

If you think these people who cannot even utilize Facebook properly are going to rewrite and correct the history of the Philippines then I've got some Ocean Realty in Arizona to sell you.

Retards in the Government 183

It's your weekly compendium of foolishness and corruption in the Philippine government.

Police officers who fail to comply with the required body mass index (BMI) would face sanctions, the Philippine National Police (PNP) said on Friday.

Their BMI would be monitored every month, PNP spokesperson Brig. Gen. Ildebrandi Usana said.

"Kung sino man po ang hindi nakaka-comply sa ganitong panuntunan, meron pong epekto ito sa kanilang schooling, promotion, and even placement sa iba't ibang mga units, assignments (Those who fail to comply with the policy would see the effects on their schooling, promotion, and even placement in different units or assignments}," Usana said in a Laging Handa briefing.

He noted that there is a standing policy on the physical fitness of police officers, saying they should be fit to fulfill their duties.

"We do not want our police officers to be affected or afflicted with diseases as a result of non-compliance with exercise requirements," Usana said.

Too many fatties on the force!

https://newsinfo.inquirer.net/1365720/cop-gets-a-year-suspension-for-hitting-tricycle-driver-with-gun

A police officer in Quezon City was suspended for a year after he was found guilty of oppression and grave abuse of authority after he allegedly hit a tricycle driver using his firearm.

The Quezon City’s People’s Law Enforcement Board (PLEB) said in its seven-page decision that Police Officer 2 or Police Corporal Rick Tanguilan “inflicted bodily harm upon the person of the Complainant by hitting the latter’s head with the butt of a gun. And he was able to do this because Respondent gravely abused his authority as police officer.”

The case stemmed from tricycle driver Jerry Jermina’s complaint that accused Tanguilan hit him several times using the butt of his firearm in January 2017.

PLEB, an office that acts on complaints against errant policemen, is handling about 40 cases awaiting resolution as of July 2020.

Why not kick this guy off the force completely?

https://www.philstar.com/nation/2020/11/29/2060164/p1-million-shabu-seized-army-headquarters

More than P130,000 worth of methamphetamine hydrochloride or shabu have been confiscated from the Philippine Army’s headquarters in Taguig, according to a report released by the National Capital Region Police Office (NCRPO) on Friday.

Arnold Penkian, a 45-year-old tailor living at the Army camp, was arrested in a sting at the Artillery Training Unit (ATU) office on Nov. 25, NCRPO spokesperson Lt. Col. Jenny Tecson said.

The sting was staged after an informant from the Army reported Penkian’s alleged drug deals.

Penkian’s house was allegedly used as a venue for drug sessions and for other pushers and users to conduct transactions, police said.

How was this man able to operate a drug den while living on an Army base?

https://cebudailynews.inquirer.net/353110/cebu-city-barangay-councilor-shot-dead

An unidentified gunman shot dead a 61-year-old Cebu City barangay councilor this noon of November 30, 2020 in an alley along Sitio Adelfa, Barangay Kinasang-an, Cebu City.

Engineer Ponciano Villamil, Barangay Kinasang-an councilor, was passing along an alley near his home on his way to the barangay hall at noon today when the gunman, who waited for him in the alley, shot him with a handgun twice in the back.

The emergency rescue team, who responded to the shooting alarm, declared Villamil “dead on the spot.”

Barangay Captain Susan Enriquez, told reporters that they only knew that there were some complaints against Villamil about land matters.

Another barangay captain assassinated. This time it appears to be over land matters.

More than 300 cases have been filed against local officials over alleged anomalies in the distribution of the social amelioration program (SAP).

In a televised meeting with President Rodrigo Duterte late Monday, Interior Secretary Eduardo Año said 27 alleged SAP-related anomalies were re-filed before the Office of the Ombudsman while 270 were filed with the Prosecutors’ Office, with 30 cases now reaching the trial courts.

Año’s report was based on the SAP-related criminal complaints the DILG has probed which involved 782 complainants and 1,278 suspects.

Año gave these updates on the 367 cases investigated by the DILG.

307 LGUs have raps field against them over SAP irregularities and only 30 have reached the trial stage so far.
