Backhoe Backup Blunder

Traffic was backed up for some reason but finally the road cleared a bit and the problem was made quite apparent.


This truck was backing up into some area and was taking its sweet time.



The tops of the cars on the other side of the road trapped behind this truck can just barely be seen. The line of cars was long and growing. 

The real reason for the truck blocking traffic? It was this: 



The backhoe, ether being offloaded or unloaded, was tilted over and falling off the truck! What a mess!

The Death of Fernando Poe Sr.

Sixty-seven years ago on October 23rd, 1951 movie star Fernando Poe Sr. died.


The cause of death? 

Rabies! 
It was disclosed that Poe entered the hospital last Monday complaining of hip pains believed caused by a fall the actor suffered while celebrating something in his studio last week. He did not know that he was suffering from hydrophobia, and the doctors knew it only early Tuesday morning when Poe began complaining of difficulties in respiration and stiffness in the neck. It was then that Dr. Congco, approached Mrs. Poe to ask if the patient was ever bitten by a dog. It was only then that Mrs. Poe said that he was really bitten by a puppy last August and never took anti-rabies injections. 
At 2 a.m., Tuesday, Poe’s infection turned for the worse, and the doctors were summoned for consultations. All said that it was hydrophobia and all the doctors opined that he could not live for 24 hours more. Poe did not know that he was suffering hydrophobia, except at the last minute when, in a moment of consciousness, he asked about his sickness from his friend, Dr. Congco. 
The family recalled that three of Poe’s children were also bitten by the same puppy, but they were injected with anti-rabies serum. He was not similarly treated because he did not believe that he had the virus.

He was only 34 years old.

This is another ridiculous dog story. There are not many details about this incident online. In fact this brief news clipping seems to be the sum total of sources discussing his death. Was it a stray puppy? Was it his puppy? How did it contract rabies? How did all his children and himself get bitten by this puppy? What exactly were they doing? There are holes in they story which will never be filled.

But it doesn't matter.

What does matter is that this story just goes to show that rabid and stray dogs have been a problem in the Philippines for decades and no one is safe. Not even a popular celebrity.

Martial Law: Groundbreaking Moved

Last week was the first anniversary of the liberation of Marawi. The end of the siege anyway. Marawi has hardly been liberated. How can it be? It was decimated! What's left of Marawi "is like somebody's memory of a town, and the memory is fading. It's like there was never anything (t)here but jungle."

Soon a new Marawi will rise from the ruins of the old Marawi. Or maybe later.

Interviewed on Balitanghali on Monday, Lanao del Sur 1st District Assemblyman Zia Alonto Adiong said they have to reschedule as President Rodrigo Duterte is not available on October 17. 
"Ang Presidente talaga ang mag-inaugurate. I think the President is not available on that date so baka i-move nila on the 28th within this month," he said.

Why is it necessary that Duterte lead this event? They wanted to capitalise on symbolism and hold it on the anniversary of the city's liberation but Duterte could not accommodate so they have to put it off for eleven more days! No doubt Duterte attending the groundbreaking ceremony will be a great photo-op. Could even be historic. But the people want their city back. They even want to rebuild it themselves. The city of Marawi does not need any political theatrics.

A day before the commemoration of the liberation of Marawi City, protesters took to the streets demanding they be allowed to go home.
On Monday, protesters aimed to march to ground zero, however, they were barred from getting a glimpse of what was left of the war-torn city. 
Displaced residents said their only wish was to go back home. 
Drieza Laninding, chairperson of the Moro Consensus Group earlier said, "Kung gaano kabilis ang pagdecide nila na bombahin yung mga bahay, religious institutions, madrasah, mga mosque, lahat-lahat ng nandiyan sa Marawi, e hindi naman ganon kabilis ang pag-aksyon nila sa rehabilitasyon." 
[Translation: The speed at which they decided to bomb homes, religious institutions, madrasahs, mosques, everything in Marawi, was not the same speed as the rehabilitation.] 
Laninding also said, "Makakauwi kami o hindi? May pondo o wala? Gusto niyo ba na tulungan namin kayo o hindi? So yun lang po. Napakasimple. Magtulungan tayo. Gusto namin tulungan ang gobyerno na hindi na kailangang mangutang. Itatayo namin ang aming mga bahay." 
[Translation: Will we be able go home or not? Are there funds? Do you want us to help you or not? That's it. It's very simple. Let's help each other. We want to help the government without needing to borrow money. We will build our houses.] 
Task Force Bangon Marawi said the ₱75-million debris clearing project was awarded to FINMAT International, a local company that partnered with Power China, a state-owned construction company of People's Republic of China.
If the government wants the rebuilding of Marawi to be theatre then get the show on the road! Start already! Funny that even though they are going with a local company China is still involved. Come hell or high-water China will have a hand in the rebuilding of Marawi. Why? What for? China is no good and they are even attempting to dictate the activities of the AFP and DND!

Members of the Association of Southeast Asian Nations are hedging their strategic risks in the South China Sea by stepping up military cooperation on multiple fronts as tension between China and the United States grows in the region, political analysts have said. 
The assessment follows Monday’s decision by the Philippines to join a regional military exercise involving China and other Asean countries later this month, and comes days after a Chinese destroyer and an American warship came within metres of colliding in the South China Sea. 
The drill, from October 22 to 29, would be Manila’s first military exercise with Beijing, and will form the second phase of a tabletop maritime exercise China held in August with several Asean nations in Singapore, in which they focused on simulating joint search and rescue operations under the Code for Unplanned Encounters at Sea.
Hedging their bets against what? Ever since the end of World War 2 experts have been predicting the nuclear wasteland of World War 3 but it has not happened and it is doubtful such a war would happen. Who wants it? What exactly is the Philippines and the ASEAN hedging their bets against? 

Doesn't matter though because no matter how much bluster China may blow the USA is here to stay. 


The USA is even giving billions to the rebuilding of Marawi.

The Marawi siege was the catalyst for declaring marital law in Mindanao but even after the siege ended and the rebellion was put down martial law was still extended until the end of 2018. Now that the expiration date is coming up people are wondering if martial law will be extended once again.

“Well, according to the military, the martial law has helped in the peace and order situation. And it has dissuaded the terrorists from inflicting the usual violence against the population,” Presidential Spokesperson Salvador Panelo said in a Palace briefing. 
“As I said, if it is helping the population, [and] the population is not even [opposing] it, so to my mind there is a need to extend it,” Panelo said. 
He, however, said the extension of martial rule in Mindanao would depend on the recommendation of the military. 
“But according to the President, it will depend on the advice, the recommendation of the military because they are the ones on the ground,” Panelo said.
Helping out the population and no one opposing it is no reason to have martial law. This is a very common argument though. Crime has been reduced and the people want it. But those are not constitutionally valid reasons. What happens when martial law is rescinded? Will crime skyrocket again?
The Senate will have to assess the current situation in Mindanao if there was, indeed, a need to extend martial law beyond Dec. 31, 2018. 
Sen. Sherwin Gatchalian made this remark in a radio interview on Sunday, following MalacaƱang’s statement that it was taking its cue from the military over whether to extend martial law. 
“We will study it very carefully,” Gatchalian said. 
“At first glance, martial law might be scary,” he said. 
“But if you go to Mindanao, they are happy because warlords are now afraid to go around,” he added. 
Gatchalian said the threat of terrorism still existed in Mindanao. 
He said investments and businesses did not seem to have been adversely affected by martial law. 
“I talked to some businessmen in Mindanao” who support martial law “because there is now order,” Gatchalian said.

The warlords are now afraid to go around? Now there is order? Those are still not valid constitutional reasons for martial law. They are admissions that Mindanao is a very violent region. That violence is what should be scary. Not martial law. Sen. Gatchalian won't address that issue though. Better to eradicate warlords completely than merely restrict their movement. Even after the imposition of marital law and the  passage of the BOL with a new hope for peace Mindanao remains violent.
Sabang, reportedly trained in the fabrication of improvised explosive devices by the slain Malaysian terrorist Zulkifli bin Hir, most known as “Marwan,” belonged to the outlawed Bangsamoro Islamic Freedom Fighters, or BIFF. 
Two of Sabang’s companion, Aktab Musib and Kadun Sanuy, were also wounded in the incident. 
The group, operating in the fashion of the Islamic State, has been trying to sabotage the now 20-year peace process between the government and the MILF.  
Reports reaching the office of Major Gen. Cirilito Sobejana, commander of 6th ID, indicated that the skirmishes on Thursday in Barangay Pimbalakan in Mamasapano involved local MILF guerillas and the group of BIFF Commander Zainudin Kiaro. 
Barangay leaders said the encounter erupted when BIFF gunmen attacked MILF guerillas marching towards Sitio Makalag in Barangay Pimbalakan to check on the reported convergence there of gunmen displaying a black Islamic State flag.  
Why are MILF guerrillas out and about engine in skirmishes? The MILF said they would be decommissioning their forces once the BOL passed but it seems they are not at that stage yet.  Why should they ever get there since the BOL has no brought peace except between the MILF and the government? All the other groups are still at war!

Duterte is not necessarily wrong here. The fighting has been unending and continual for decades. If the various terrorist groups simply laid aside their weapons peace would come.

But that is not likely to ever happen.

Really all these sugarcane trucks are so dangerous. How they are allowed to continue day in and day out to operate like this is astounding. 









The 4th picture, if you look closely, has a net on the back. A flimsy little net to hold all that weight in.  As if something so weak can hold back a wave of sugarcane if it decides to spill out like what happened in this picture:


Are there regulations for these trucks? Likely. I have no idea what they are though. And for sure these trucks are not following those regulations. It's obvious just at looking at them.

Defense Secretary Delfin Lorenzana on Friday admitted that the Red October plot was quashed from the time it was discovered. 
Lorenzana said there was no other plot brewing. 
“Maybe there’s still ‘White Christmas’ because the holidays are coming,” he added in jest.
Now they are just being silly. Why would they joke about such a serious matter if in fact this plot existed? Who jokes about plots to overthrow the government?

President Rodrigo Duterte has chosen Nicanor Faeldon to replace Ronald “Bato” Dela Rosa as head of the Bureau of Corrections (BuCor). 
Last year, the DOJ cleared Faeldon and several others of illegal drugs charges filed by the Philippine Drug Enforcement Agency (PDEA).
Right so whats happening here is Duterte is recycling a man who has more than a whiff of corruption about him over to the BuCor which oversees New Bilibid prison which is a major source of drug running. Doesn't really matter if he was cleared since he was still implicated and was even placed under Senate arrest for refusing to testify. A lot of major cabinet reshuffling going on as Duterte attempts to stack Congress with his men.

If elected, Gadon said that he would not back down to his critics in the Liberal Party (LP) citing that he did not even turn his back on his fight against former chief justice Maria Lourdes Sereno

It doesn’t matter who succeeds the President in a federal form of government, as long as there is a line of succession, MalacaƱang said on Friday. 
Newly appointed presidential spokesperson Salvador Panelo noted that the move to restore Vice President Leni Robredo to the line of succession was not yet final as this would need the people’s approval. 
“The amendments to the federal Constitution are all subject to the ratification of the people . . . [T]here will still be deliberations,” he said at a press briefing. 
“What is important is that there should be a line of succession, regardless of who these people are,” Panelo said. 
This is to avoid a power vacuum when there is no one to succeed the President during the transition period, he said. 
He made the remarks after the House of Representatives restored Robredo to the line of succession to the presidency during the transition to the federal system.
This deal with attacking the Office of the Vice President has been happening for a few years now. Previously the OVP was completely removed from the drafted federal constitution. Now there is a controversy about succession during the transition period to the the federal form of government. There are two things to keep in mind here.

1. Everything depends on there actually being a plebiscite wherein a federal constitution is approved and that looks like it won't be happening since the Senate is not so keen on making moves toward ratifying the draft federal constitution. Could this be why many of Duterte's men are running for elected office?

2. These people are being short sighted and not looking past the current administration. The ire here is not against the OVP per se but against Leni Robredo herself. If BBM was the VP none of this nonsense would be happening. This is Petty Pinoy Politics 101©.

3. According to this logic the Senate janitor would be just as good as anyone to succeed the President.

Former city mayor and congressman Carmelo “Tarzan” Lazatin, who is an incumbent village chief of Barangay Balibago, has filed usurpation of authority against five councilmen including former barangay chairman Rodelio “Tony” Mamac. 
Lazatin filed the charges against Mamac and other councilmen including Abel Reyes, Fernando Yambao, Arnold Ibay, and Leonardo Yambao, before the Provincial Prosecutor's Office on Wednesday, October 10. 
The village chief said Mamac, in conspiracy with the other councilmen, “knowingly, intendedly and falsely represented himself to have the authority to act as the punong barangay of Balibago.” 
On September 10, 2018, Mamac and his group, “in bad faith” passed Resolution Number 9 Series of 2018 declaring temporary vacancy in the office of the village chairman due to Lazatin's physical sickness, according to Lazatin.
Mamac and his team claimed that Lazatin was incapacitated for 29 days prior to the passing of the resolution.
That's not so bad. They passed a resolution declaring "Tarzan's" office empty because he had been absent for so long due to sickness. It's not graft at least!

“But we can counter this. Urban gardening is possible even in the most crowded areas. You should seriously consider this new norm to ensure not only food on your tables, but the health of your family as well,” she said.
She said every centavo saved from growing vegetables can be used to pay for other expenses.
Duterte admits the government can do nothing about inflation after saying the government is doing all it can to fight inflation! Then Senator Villar suggests people plant vegetable gardens as if that is a real solution to the inflation problem. How about fasting every other day? Then you can use the money you save to pay for other expenses.

It is a huge leap of logic to assume that being voted onto the UNHRC means that the UN in toto approves of Duterte's drug war in all of its aspects. In fact many countries who have served and who currently serve on the UNHRC are major violators of human rights which is a sad irony of the UNHRC.

As the campaign season nears, the police and military are poised for tougher and more coordinated operations against gun-for-hire groups and owners of loose firearms who could end up as private armed groups (PAGs) or security escorts of candidates and politicians – and potential perpetrators of poll-related violence. 
This was according to Philippine National Police chief Director General Oscar Albayalde, who stressed that the PNP – along with the Armed Forces of the Philippines (AFP) – would be working vigorously to ensure peaceful and orderly polls in May 2019 under the supervision of the Commission on Elections (Comelec). 
The official campaign season begins in February. 
“As deputized agencies of the Comelec, the AFP and PNP shall take frontline initiatives to carry out aggressive operations against loose firearms and gun-for-hire groups, some of which are known to double as PAGs during elections,” Albayalde said. 
Durana said that as of the second quarter of 2018, the PNP has detected at least 77 active PAGs with 2,060 members and 1,574 firearms. 
Of the 77 armed groups, 72 are reportedly based in the Autonomous Region in Muslim Mindanao. 
He said the police are also monitoring 226 inactive groups with 2,028 members and about 1,000 firearms.

Most militias are seasonal? Who knew!?  Political violence happens year round so expect more blood to be shed.

He will run under the People’s Reform Party (PRP), which was also the party of late Senator Miriam Defensor-Santiago. 
“Ang aking babala ay ‘yung mga korap, mga bobo, mga tiwali sa gobyerno ay mumultuhin na po ni Miriam Defensor-Santiago sa pagkatao ni Harry Roque,” he said in a press briefing. 
(My warning to the corrupt and to the fools in the government is they will be hunted by Miriam Defensor-Santiago in the personality of Harry Roque.) 
He said he refused a certificate of nomination offered by President Rodrigo Duterte’s Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban), but maintained that he was grateful for the offer to run under the ruling party. 
Roque also revealed that it was presidential daughter and Davao City Mayor Sara Duterte who arranged his candidacy under the PRP.
The big take away here isn't that Roque has risen to new heights of shamelessness by sullying of Miriam Defensor-Santigao's name by associating her with himself but that Sara Duterte arranged for Roque's candidacy. That is some fine backdoor politicking proving her power is growing and the country can expect more to come from her.

In a report, the Camarines Sur police said the ambush, perpetrated by at least 20 members of the communist New People's Army, transpired around 9:10 a.m. along the national highway of Lupi, Camarines Sur. 
Puno was unharmed. 
Philippine National Police (PNP) chief Oscar Albayalde said investigators have yet to find out if Puno was the target of the attack and if there was failure of intelligence on the part of the police. 
Just before the ambush, Albayalde said an improvised explosive device (IED) exploded in the area. 
“Baka masyadong complacent mga kapulisan doon, 'kala dahil baka walang insidenteng mga ganyan sa lugar nila, 'kala na hindi na pwedeng mangyare dun sa lugar na ‘yun mga ganyang pangyayari,” he said. 
(The police in the area might have become complacent. They might have not considered the possibility that something like this would happen.)
Wouldn't be surprising if there was a failure of intelligence on the part of the police or if they were complacent.

Duterte seemed to have confirmed his daughter’s role in the ouster of his closest ally at the House of Representatives, Davao del Norte Rep. Pantaleon Alvarez.
He did not seem to do anything. He actually did confirm it. Will his new spokesman claim it was just a joke and not to take him seriously?
