The Philippine National Police (PNP) has recorded a total of 22,983 cases of killings that were classified as deaths under inquiry (DUI) since President Duterte launched the war on drugs.
In the Philippines DUI means something completely different from that in the West.
The Commission on Audit (COA) has flagged the failure to utilize P350 million in funds transferred to the Social Housing Finance Corp. (SHFC) for the construction of decent and safe housing for informal settlers.
At the same time, the COA also called out the SHFC for approving the construction of a P414.05-million relocation site in an area at risk of flooding and liquefaction.
In its 2017 annual audit report, the COA said the Department of the Interior and Local Government (DILG) and the SHFC have yet to execute a trust agreement for the use of the funds sourced from the 2015 budget.
This was despite the fact that the SHFC received the funds from the DILG on Sept. 28, 2016. The funds were meant to assist informal settler families living along waterways in Manila, including Estero de San Miguel, Estero de San Sebastian and Estero de Quiapo.
Since the SHFC could not implement the project without the trust agreement, the agency had to temporarily invest the fund in high-yield savings accounts with the Land Bank of the Philippines—“defeating the purpose for which the trust fund was created,” according to the COA.
This agency was given funds they did not use so they put them in a high-yield savings account!! And they also approved building housing on a flood site!

The dismissal order came with another resolution finding probable cause to indict them for one count of graft
The assessor entered into an agreement to cancel a tax declaration against a property but failed to do so why has resulted in his ouster from government service.
The Philippine National Police (PNP) announced plans to stop the practice of parading suspects in alleged criminal cases before the media, discontinuing a long-abandoned practice that was resumed under the Duterte administration.
Police chief Dir. Gen. Oscar D. Albayalde said Monday that this is part of the PNP’s efforts to observe due process.
“We just want to implement the policy that no suspects, even common criminals, will be paraded before the media, because we already have a long-standing policy about this,” Albayalde said in Filipino when asked why arrested suspects in police operations were not presented during Monday’s regular press briefing.
In 2008, the PNP, under its former chief Dir. Gen. Jesus Versoza, stopped the practice of parading the crime suspects to the media in response to the opinion of then-Commission on Human Rights (CHR) chair Leila de Lima that such practice violates the suspects’ basic right to due process.
The practice resumed under former Dir. Gen. Ronald dela Rosa and was regularly done during press briefings.
PNP spokesperson Senior Supt. Benigno Durana Jr. said the policy against the practice “upholds and promotes the constitutional and human rights” of suspects while balancing it with the public’s right to information.
“We can be tough on crime while upholding the rule of law,” Durana said in a text message to reporters.
Interesting. In 2008 the PNP abandoned this practice because it violated due process but the practice was revived once Duterte look office. This means they have been violating their own protocols for two years now! Why? Because of Duterte's "tough-on-crime" stance no doubt. Funny the PNP says they can "be tough on crime while upholding rule of law." As if that is some kind of revelation they are just now receiving.

Of course! Last time I was at a PNP station I spied a bottle of brandy and run in their kitchen. I tried to take a picture but it was too far away and it was night. If they are drinking at the station what can one expect?
(We need to implement city ordinances. All cities, especially in Metro Manila, have ordinances relating to those loitering in the streets, especially those drinking, topless men.)

A year after he landed in jail to face allegations of killing his wife, Provincial Board Member NiƱo Rey Boniel has decided to give up his elective position.
Well that is very nice of him.

Now Duterte's "land reform" plan is laid bare. In essence he wants to give the land to big business. He will do his by circumventing laws by giving the land to natives who will then freely sell the land for a "huge sum of money." How this will happen I have no idea since back in March it was revealed that Boracay is owned solely by the government as protected forestland and as such the land cannot be privatised.
