Police officers arrested a former soldier who tried to extort money from Pikit Mayor Sumulong Sultan during an entrapment here Thursday.

Maj. Maxim Peralta, town police office chief, the suspect, Ryan Calayan Maborrang, 33, of Barangay Gen. Luna, Carmen, North Cotabato, has been calling and sending short messages to the mayor and introduced himself as a certain Col. Joel Limson of the Police Regional Office (PRO) 12 (Soccsksargen).

The mayor then sought the help of Peralta to launch the entrapment.

Maborrang at first resisted arrest but later mellowed down.

“He was asking PHP50,000 in exchange for police operations against my political opponents,” Sultan said in a radio interview. He did not name the alleged targets of the operation.

An ex-solider has been arrested for extortion for offering to engage in police operations against the Mayor's opponents for the price of P50,000.

The acting election officer of the municipality of Lope de Vega was shot dead by an unidentified man in Barangay Somoge, Catarman in Northern Samar on Thursday afternoon, just months before the 2022 elections.
 
Initial police investigation identified the victim as James Diaz Maghanoy, 42.

Maghanoy was on his way home on board his motorcycle when the suspect shot him past 5 p.m.

An election officer was assassinated by unknown men for unknown reasons.

A ranking officer of the Regional Mobile Force Battalion at the Police Regional Office (PRO) 5 (Bicol) has been relieved as Regional Aviation 5 commander after allegedly beating up a subordinate who is now blind in one eye.

Based on the order from the Philippine National Police (PNP) Aviation Security Group (Avsegroup) dated November 15 and obtained by the media on Saturday, Col. Dulnoan Dinamling Jr. has been transferred to the Administrative and Resource Management Division - Personnel Holding and Accounting Section at the Pasay City headquarters.

PRO-5 Director, Gen. Jonnel Estomo, also recommended the filing of administrative charges against Dinamling, who hit Sgt. Ricky Brabante with a broken piece of glass on the left eye after a drinking session right inside Camp Simeon Ola in Legazpi City on November 12.

The incident resulted in the loss of vision of Brabante’s left eye despite undergoing an operation.

PHILIPPINE National Police (PNP) Chief General Dionardo Carlos reiterated on Monday, November 22, 2021, that drinking alcoholic beverages inside police camps is strictly prohibited.

Carlos reminded police units that cops who will be caught drinking inside police camps will be facing administrative charges.  

“Let us follow the instruction, we will not drink in public and in the police camps,” he said in a press conference in Camp Crame.

Carlos made the statement following the incident where Police Colonel Dulnoan Dinamling Jr. attacked a subordinate, Police MSgt. Ricky Brabante, on Saturday morning, November 20, after attending a birthday party where he had a couple of drinks inside Camp Brigadier General Simeon Ola in Legazpi City.
Much like extortion the PNP has a huge problem with drinking on the job and on PNP grounds. The incident above is not the first and likely not the last.

FORMER Iloilo provincial administrator Manuel "Boy" Mejorada, who was convicted of four counts of libel filed by Ilonggo Senator Franklin Drilon in 2017, was arrested Monday morning, November 22, 2021.

The arrest, done by the National Bureau of Investigation (NBI), was announced on Mejorada’s Facebook page Monday by the former provincial administrator’s partner, Ruby.  

"This is Ruby, Boy's partner. I want to inform everybody he was arrested by agents of the NBI special operations group at around 9:20 a.m. today, November 22, 2021," Ruby said.

"He was treated well, according to him. He will be turned over to the NBI detention center this afternoon. He was arrested on basis of warrant of arrest to serve his sentence for the libel conviction with Drilon as complainant," she added. 
The libel case against Mejorada arose from a series of articles he wrote, accusing Drilon of overpricing the construction of the Iloilo Convention Center (ICC).

Mejorada is an Ilonggo blogger and local opinion writer.

It was also Mejorada who filed a graft case against Drilon before the Ombudsman, but the case was later dismissed for lack of merit. The Ombudsman also stressed that contrary to the allegations of overpricing, the government was even able to save a huge amount of money allotted for the ICC’s design. 
The Supreme Court in 2019 affirmed with finality the conviction and imprisonment of Mejorada.
A former provincial administrator turned blogger has been arrested after two years on the run over a libel conviction for accusing Senator Drillion of overpricing construction projects.

Senators censured on Monday an official of a printing office attached to the Presidential Communications Operations Office (PCOO) for “drinking alcohol” while attending via video conferencing the plenary debates on the agency’s budget. 

Piqued by this “total disrespect” of the Senate, senators agreed to defer the deliberations on the PCOO budget until Tuesday. 

The official was identified as Dominic Tajon, the general manager of the APO Production Unit, a government-owned and controlled corporation attached to the PCOO. 

“This is total disrespect for the Senate, we are in session. They are inside the session hall virtually and they are taking alcoholic drinks during our session,” said Senate Minority Leader Franklin Drilon, who also moved that the Senate censure Tajon for his behavior.

His motion was approved. 

“This is reprehensible. This is the first time in my 24 years being in the Senate that I hear of a resource person imbibing hard liquor or alcohol during our session,” Drilon added. 

“To see them there in the luxury of their homes, maybe not even wearing pants. It’s really so — I move to defer the budget,” Zubiri added.

A PCOO official has been reprimanded for drinking while during a zoom session about the budget. The official accused denies it.

PARTY-LIST group Sanlakas has filed a complaint for grave misconduct and gross neglect of duties against reelectionist Cebu Gov. Gwendolyn Garcia before the Office of the Ombudsman Visayas, for her alleged failed response to the coronavirus disease (Covid-19) pandemic that has led to the death of 2,504 individuals in the province.


Teodorico Navea, secretary-general of Sanlakas Party-list Cebu Chapter, led the group in filing the 15-page complaint Monday, Nov. 22, 2021. 


Two other complainants were listed as urban poor leaders Celsa Santillan of Mandaue City and Crescito Ditchon of Talisay City, both Provincial Council members of Sanlakas Cebu.


The complaint alleged that Garcia violated Republic Act 6713, otherwise known as the Code of Conduct and Ethical Standards for Public Officials and Employees, and the Administrative Code of 1987.


According to Sanlakas, the governor downplayed and belittled the pandemic, leading the public to believe that Covid-19 is a simple flu, and advocated the use of the scientifically unproven “tuob” or steam inhalation to treat it.


The complainants further argued that Garcia failed to immediately purchase vaccines and conduct aggressive vaccination among her constituents, resulting in a low vaccination rate that prevented the province from reaching a strong herd immunity status. 

Garcia fired back at Sanlakas for filing the complaint against her, saying: “They are making a mockery of the justice system by filing this baseless and ridiculous complaint. All in their desperate attempt to gain media mileage, hoping to bolster their dwindling political stock. Pathetic.”

Homicide charges were filed against a police officer who allegedly shot and killed a teenager in Pampanga as Philippine National Police (PNP) chief Gen. Dionardo Carlos ordered a thorough investigation on the incident. 

Carlos tasked the Police Regional Office 3 (PRO-3), directing Regional Director Brig. Gen. Matthey Baccay to start the administrative and criminal probe against Police Cpl. Alvin Pastorin, who is being blamed for the death of Abelardo Vasquez, 19, in Bacolor, Pampanga, last Sunday, November 21. 

Pastorin, 33, an intel officer of the Pampanga Police Provincial Office, is currently detained at the Bacolor Municipal Police Station, according to the PNP. 

Citing initial reports from the Bacolor police, the PNP said in the same statement that Pastorin went to a store when he confronted the victim and his other companions for allegedly not wearing any face masks. 

Pastorin, the PNP added, asked the victim and the other teenagers to return home but this resulted in an altercation between the police officer and the victim’s group. 

Based on the testimony of a witness, the PNP said Pastorin was attacked and just tried to defend himself. 

“Based on the witness’ statement, victim Vasquez called for backup from his relatives who were having a drinking session at home. The witness added that when Pastorin decided to go back to his vehicle, he was pelted with rocks and stones by the group,” the statement from PNP’s Public Information Office reads. 

“The witness said Pastorin was attacked and pinned down after he fell to the ground. Pastorin reportedly took his firearm and shot Vasquez who was putting some weight on him,” it added. 

However, the victim’s companions in an interview with GMA-7’s Unang Hirit offered a different story. According to them, they were just outside their house when Pastorin allegedly confronted them for being noisy. 

The victim’s companions were his cousins, who also claimed that after their uncle tried to intervene, Pastorin was chased by the victim because the latter allegedly saw the police officer pushing their uncle.  After that, Pastorin opened fire.

PNP officer accused of shooting and killing a teenager. There are two conflicting stories. In one he is jsut defending himself and in the other he confronts them, pushes their uncle, and then is chased and opens fire.
