The Internal Affairs Service (IAS) of the Philippine National Police (PNP) has recommended the dismisssal of a police official who reportedly sexually assaulted former Ozamiz City vice mayor Nova Princess Parojinog.

The IAS found Lt. Col. Jigger Noceda guilty of two counts of grave misconduct for acts of lasciviousness and sexual assault, two offenses wherein the punishment is dismissal from service and forfeiture of benefits.

Noceda was previously accused of irregularities for an incident in 2015 wherein he was caught on video torturing a suspected thief when he was still the police chief of Carmona, Cavite.
Torturing a thief is merely an "irregularity." This guy should have been booted of the force years ago!

A police officer assigned at the Police Regional Office in Central Visayas (PRO-7) and his cohort were arrested for allegedly being involved in gunrunning activities in Metro Manila, Philippine National Police (PNP) chief Gen. Debold Sinas said on Sunday.

Sinas said Senior Staff Sergeant Reynolfo Ursulum, 50, assigned at the Regional Personnel Holding and Accounting Unit of PRO-7, and a resident of Chavez St., Central Bicutan, Taguig City, was arrested along with his alleged cohort Carvyn Parcon, 21, along Doña Soledad Avenue in Parañaque City on Saturday evening.

An entrapment operation was launched by the Criminal Investigation and Detection Group (CIDG) to buy four assault rifles for PHP500,000 from the suspect in front of a restaurant in the said area. Cops arrested the suspects while in the act of the exchange.

Seized from the suspects were four Bushmaster M4A1 carbines, a PNP-issued Taurus 9mm pistol, magazine assemblies with live ammunition, ID and ATM cards, and a sport utility vehicle with plate number JUN 660.

Seven police personnel in Zambales were removed from their posts after they were accused of recycling illegal drugs by their colleagues.

Maj. Michael Villanueva, chief of the Criminal Investigation and Detection Group (CIDG -Olongapo), said the unnamed policemen were also allegedly giving protection to drug suspects and other criminals.

Villanueva said the rogue cops were subjected to investigation since August this year.

They were mostly assigned in Subic town and other police stations in the province.

He said the so-called "ninja cops" were accused by drug suspects they arrested during anti-narcotic operations.

Villanueva also said they obtained enough evidence to administratively charge the ninja cops.

What about criminal charges? Will those be forthcoming?

A police officer from the Pandacan station of the Manila Police District (MPD) has been tested positive for the use of shabu or crystal meth.

Philippine National Police (PNP) Crime Laboratory director Brig. Gen. Steve Ludan identified the police officer as Master Sergeant Leonardo Mariano Jr., who tested positive for shabu use in a random drug test conducted for participants of the Finance Course for Police Non-Commissioned Officers on December 10.

“Police Master Sergeant Leonardo Mariano Jr. yielded positive for the presence of methamphetamine or more commonly known as shabu,” Ludan said in a press briefing on Monday.

Lapu-Lapu City Mayor Junard “Ahong” Chan decided to terminate the two traffic enforcers who were involved in the questionable issuance of a citation ticket against a driver Saturday night, December 12, 2020, in Barangay Pusok. 

(After a thorough investigation, we decided to impose a penalty of termination to the two enforcers who were involved in the issuing of the citation to the driver.) 

Mario Napule, head of the City Traffic Management System (CTMS) in Lapu-Lapu City, said that currently, he would still be waiting for the termination order against the two traffic enforcers. 

The two traffic enforcers, whom Napule refused to identify, have been working at CTMS for more than a year already. 

Based on the video that they received from the dashcam of the vehicle involved, the vehicle has almost figured in an accident against a motorcycle.  

The two traffic enforcers were riding the motorcycle which cut the other lane and almost collided with the vehicle. The two traffic enforcers then stopped the vehicle and issued a citation ticket against the driver of the vehicle.  

Napule said that based on the citation ticket, they had charged the driver with reckless driving. 

(They were supposed to be the ones who were driving recklessly and not the other driver.) 

He added that the two traffic enforcers were assigned in the border checkpoint of Barangay Pusok and Marina Mall. The two were about to go back to their office to log-out from work.

Currently, Napule said that while waiting for the termination order, he already confiscated the citation tickets of the traffic enforcers and assigned them to other areas.

It appears that two overzealous traffic enforcers weaved around traffic to catch a driver who almost collided with an other driver and they in turn almost collided with him. And termination appears to mean being shuffled around while waiting for actually being terminated.

Marine soldiers manning a checkpoint in Barangay Tamontaka 2 here turned over to the police on Monday afternoon a former town official of Maguindanao province for carrying an unlicensed firearm.

In a report, Col. Richard Fiesta, city police director, identified the arrested former official as Kamid Buisan, the erstwhile vice mayor of Talitay town.

“A .45-caliber pistol was found inside the car of the former town official,” Fiesta said on Tuesday.

He said Buisan passed by the Tamontaka checkpoint manned by the Marine Battalion Landing Team 2 around 2 p.m. and was immediately withheld following the discovery of the firearm.

“He (Buisan) failed to show documents allowing him to carry a firearm outside of his home,” Fiesta said.

Police authorities have launched a manhunt against motorcycle-riding gunmen, who shot dead a school district supervisor of the Department of Education (DepEd), in Sultan Kudarat province Wednesday morning, Dec. 16.

The shooting occurred around 9:30 a.m. along the national highway in Barangay Poblacion of President Quirino town.

In a report submitted by President Quirino municipal police office to Sultan Kudarat police director Colonel Noel U Kinazo, the victim was identified as Abdul Khader Sultan, a resident of Barangay Poblacion.

Sultan was aboard his vehicle when the attack happened. He suffered multiple gunshot wounds in the head and body.

The decision to do away with the practice of muzzling police officers' guns for the holiday season aims to prove that they are responsible, the country's top cop said on Monday.

“(There is no need for that anymore. It started with previous commanders who decided not to do it anymore and it was proven to be effective. Majority of our police officers now have self-restraint and are disciplined. It was also proven that even if your gun is taped and you want to use it, you will use it),” PNP chief Gen. Debold Sinas told reporters in Camp Crame.

Sinas added that the practice of gun muzzling might hamper police response.

“There are times when you would respond to an incident and you just remembered that your gun is muzzled. You become hesitant and it hampers quick response. So I think this time, majority or all of the policemen were already informed and they have the proper training and discipline so we rely on them and we will not do gun taping anymore,” he added.

The PNP's gun muzzling tradition for the yearend revelry was first stopped in 2016, under then PNP chief and now Senator Ronald dela Rosa.

This practice really is dumb but so are the police who fire their pistols in the air to celebrate the holidays. Let's wait and see how many are reprimanded for this issue.

A village chief in Hinunangan, Southern Leyte linked to the illegal drug trade was arrested during a buy-bust operation on Tuesday afternoon.

The suspect was identified as Edward Demiao Almine, 52, chairman of Barangay Talisay, who had been listed as a high-value target in the region.

In a report released Wednesday morning, the police said operatives were able to purchase a sachet of suspected shabu from Almine.

Confiscated from him were one heat-sealed transparent plastic sachet containing a crystalline substance suspected to be shabu, drug bust money amounting to PHP30,000, PHP2,383 in cash, a wallet with personal identification cards, a cellular phone, and a motorcycle with key and helmet.

Three policemen and the wife of one of the officers were taken into custody after being caught extorting P2 million from a businessman in Albay province, a police report said on Thursday, Dec. 17.

Arrested were Police Staff Sergeants Jay Quides, Ernan Mullasgo, and Gerald Capuz, all members of the police station in Camalig town; and Melody, the wife of Quides, the report said.

The suspects were caught during an entrapment operation by a joint national, regional, and provincial Criminal Investigation and Detection Group team led by Police Colonel Bayani Razalan, CIDG Bicol chief, in Barangay Salugan, in this City, on Tuesday, Dec. 15, the report added.

The CIDG operatives caught the suspects receiving the entrapment money around 3 p.m. at the designated area along the Maharlika Highway in Barangay Salugan.

The operation was conducted after a “Mr. Fernandez” sought police assistance and reported that two of the suspects introduced themselves as members of the notorious Concepcion Crime Gang and demanded P2 million and threatened to abduct the businessman’s father if he failed to give in to the demand.

The CDIG found that the suspects were carrying two 9-mm pistols, 59 bullets for a 9-mm handgun, four magazines, their police identification cards, and five mobile phones.

On Thursday, the PNP-IMEG identified the accused cop as Police Staff Sergeant Carlo Marsaba Sison who was assigned at the Tipas Police Substation. He was arrested during an entrapment operation along Napindan Road, Barangay Napindan.

According to the police, Sison supposedly told the complainant his name was on the list of suspected drug personalities.

Then Sison allegedly said he could clear the complainant's name in exchange for P15,000.

In the first story the PNP later clarified that one of the cops was actually a security guard. But we still have 3 cops arrested for extortion in two separate incidents. In one of them the cops identified themselves as members of "Concepcion Crime Gang and demanded P2 million and threatened to abduct the businessman’s father if he failed to give in to the demand." That's pretty crazy and hopefully the PNP investigates further.
