A barangay chairman of a remote village in Las Navas town in Northern Samar was shot dead by one of the two men riding a motorcycle on Thursday.
Apolinario Lebico, 63, the village chief of San Miguel in Las Navas, died on the spot after he was shot in the head about 4:30 p.m. at the boundary between Barangays Quirino and San Jorge in Las Navas.
Another local official shot dead by motorcycle men.

A barangay (village) chairman in Isabela province was arrested on Friday morning for possession of assorted loose firearms, police said.
Police identified the suspect as Reynaldo Hope, barangay captain of Barangay Gud, San Isidro, Isabela province.
Among the guns seized were a Norinco M16 Rifle with tampered serial numbers, an Armscor .45 caliber pistol, and a Daewoo caliber .380 pistol.
Police said the suspect was also involved in gunrunning activities in the 4th District of the province.
Another local official arrested over firearm violations.

One of the campaign leaders of Lapu-Lapu City mayoral candidate, Junard “Ahong” Chan, was shot in the stomach past 8 p.m. on Saturday, April 27.
Staff Sargeant Galser Reales, the investigator of the case, said the victim, Cesar Ybañez Siaton, was tending to a car outside the Babag barangay hall when an unidentified assailant onboard a motorcycle shot him in the stomach.
Initial report by the Police Station 3 of Lapu-Lapu City said that Siaton was shot dead.
But Reales clarified that Siaton was immediately brought to the hospital for medical attention.
Siaton was brought to the Lapu-Lapu City Hospital but the attending physician advised that the patient be brought to Vicente Sotto Memorial Medical Center in Cebu City.
“Ang nakapait kay pagdala nato sa Lapu-Lapu City Hospital ni advise ang doctor nga ipadala sa Vicente Sotto apan walay driver ang atong ambulansya. Kapait aning ospitala,” said Chan in the post.
(It was unfortunate that when we brought him to the Lapu-Lapu City Hospital, the doctor advised that he be transferred to Vicente Sotto Memorial Medical Center. But the ambulance does not have a driver. How unfortunate this hospital is!)
The man was shot in the stomach but couldn't be transferred to the hospital the doctor recommended because the ambulance does not have a driver.

The Commission on Audit (COA) has called out the Philippine International Convention Center Inc. (PICCI), the company that runs the PICC, for failing to remit some P150.32 million to the national treasury in 2017.
The amount, which represented half of its P300.65-million net income for 2017, was instead remitted to the Bangko Sentral ng Pilipinas (BSP), the parent company of PICCI.
But in its audit report released on April 16, the COA said the amount should have been submitted to the national treasury pursuant to Republic Act No. 7656, or the Dividends Law.
In its report, the PICC claimed that it was not covered by the Dividends Law because its annual budget came from the BSP and not from the General Appropriations Act.
But the COA said the national government indirectly owned PICCI through the BSP.
The PICCI does not know they are owned by the government? Seems strange.

The Cebu City Police Office are conducting an investigation on the alleged police brutality allegedly done by Talamban police officers against a drug suspect during an anti-illegal drug raid in Barangay Carreta on April 18 in Cebu City.
The beating of the drug suspect, Eddie Basillote and two others, by six men during the drug raid on April 18 was caught on the security camera of Basillote’s house.
The video footage of the alleged beating was posted on Facebook and went viral.
Garma said that police substations had been allowed to conduct operations outside of their area of responsibility, with the coordination of the concerned police station commander.
“It’s still the area of Cebu City. I give clearance to all police station commanders that they can conduct drug bust operations outside their area of responsibility,” said Garma.
That the cops beat the man seems to be open and shut since it was caught on video. But why would this lady authorise all police station commanders to conduct drug raids outside of their area of responsibility? That seems like a recipe for disaster.

Albayalde said KMU activities — particularly instigating workers to rally — were driving away foreign investors to the country.
"Sino mawawalan ng trabaho? Eh di 'yung mga kapwa Pilipino natin," he said. "This is what they're doing... they instigate the worker, mag-rally 'yung worker, nagtratrabaho ng maayos, kumikita ng maayos, napapakain ang pamilya tapos tayo ang may kasalanan?"
If you search "philippines driving investors away", but not in quotes, you will see that this excuse is brought up offend in order to detract from the policies of politicians or actions of undesirables. Seeing as foreign investment continues it would seem this accusation is a red herring meant to silence.

Speaking before young athletes and their parents at the opening of the 2019 Palarong Pambansa in Davao City, the President said the country was not a dumpsite for other nations’ garbage.
He was reading from his prepared speech when he veered off-topic upon saying the words, “patriotic fervor.”
“Together, let us nurture the talents and patriotic fervor of our youth so that… See, patriotic fervor. There are about 200 containers there sent by Canada, we are being treated like a dumpsite,” Duterte said Sunday afternoon.
Recalling his threat to ship back Canada’s garbage himself, he added: “I will tell them to load it onto ships next week. If you don’t accept your garbage, I will dump it on your beautiful beaches.”
How very patriotic of him.
Former Llorente Mayor Tito Balois Codoy Jr. of Eastern Samar decided to plead guilty to a lesser offense before the Sandiganbayan First Division after initially being charged with graft in relation to his unauthorized travel expenses.
He was slapped with a violation of Section 3(e) of R.A. 3019 or the Anti-Graft and Corrupt Practices Act for taking advantage of his position and causing undue injury to the government in the amount of P81,954.04 from September 2013 to March 2014.
On March 12, 2019, Codoy moved to plead guilty for violating Article 218 of the Revised Penal Code for failure of an accountable officer to render accounts instead of graft.
There are several provisions to his plea bargain, such as his commitment to return P81,954.04 to the municipality. He will also be meted with a penalty of P2,000. Codoy also asked that the accessory penalty of perpetual disqualification from holding office and forfeiture of benefits not be imposed.
The Ombudsman approved the plea bargain of Codoy on March 28, so the Sandiganbayan found him guilty for failure to render accounts.
“Wherefore, in view of the plea of guilty of accused Codoy and taking into consideration, the terms and conditions of the plea bargain agreement by both the prosecution and the accused, the court hereby finds the accused guilty,” the decision read.
Considering that the penalty meted for the crime that he has committed does not include any accessory penalty, the anti-graft court decided not to impose any on him.
“It should be noted that the leniency of this court in imposing penalty upon the accused also is conditioned on the fact of the willingness of the accused to pay the civil liability, which he promised and undertook to deposit,” the decision added.An interesting decision. Instead of graft he pleaded to a lesser charge and because he did so he can still run for office. In fact he pleaded with the court to not be perpetually disqualified from holding office. But who would vote for this man again?
John Lloyd Pacete ceased to be mayor of Bugasong town in Antique province as he is now behind bars for violating the gun ban during the May 2016 elections.
“He is no longer the town mayor,” said Bernard Pesayco, the elected vice mayor who has been elevated as acting mayor of Bugasong since Monday.
It was last February when the court convicted Pacete for having possession of a gun involved in an April 2016 criminal incident. Pacete, who was the incumbent vice mayor and mayoralty candidate at the time, hid the gun instead of turning it over to police.

A police officer, who allegedly killed six-year-old Gian Habal, underwent inquest proceedings at the Caloocan City Regional Trial Court (RTC) on Tuesday afternoon.
P/Cpl. Rocky Delos Reyes is charged with murder and attempted murder cases before the fiscal’s office. He is also charged for violation of the election gun ban.
P/Col. Restituto Arcangel, Caloocan City police chief, said Delos Reyes already faced two administrative cases before. One is for firing his gun in a birthday party last year, while the other is after “admitting” that he went on duty while he was drunk.
Delos Reyes was reportedly chasing a wanted drug personality identified as Joevannie Mosquito on a path walk in Barangay 178, Camarin, Caloocan when he opened fire on Sunday at around 2:20 p.m.
Delos Reyes said there was a firefight between him and the person he was chasing. But witnesses said, they only heard one gunshot.
Habal, who was then playing outside their house, was hit by a stray bullet allegedly from the police.
Habal was rushed to the Caloocan City North Medical Center by his mother, but he was pronounced dead on arrival.
Meanwhile, Elsa Montañez, his grandmother, was also wounded after Delos Reyes allegedly shot her in her left feet when she tried to stop him from escaping.
Delos Reyes told the police that when he “felt that people would mob him, his only resort was to fire his gun.”
This guy sounds like a bad egg who should have been tossed after he went on duty drunk last year. This is what happens when bad cops are recycled.

“Those named in the matrix demand proof of their participation in the ouster plot. Such is totally unnecessary,” Presidential Spokesperson Salvador Panelo said in a statement.
Duterte has previously said he got the information from a foreign source, which he refused to identify.
“It does not conclusively mean however that the information was originally obtained by the foreign country by an unlawful method that violates the privacy of an individual,” Panelo said.
“The information,” he said, “may have been acquired by a Filipino citizen who shared the same to the foreign country which then transmitted to PRRD pursuant to the global policy of intelligence information sharing between countries.”
“It is also erroneous to speculate that the information was obtained through wiretapping or any similar device prohibited by laws as it could have been personally heard or witnessed during a conversation between plotters in a place where there is no reasonable expectation of privacy, which according to jurisprudence is not violative of our privacy laws,” he added.
He further mentioned that the information in the matrix “could also have been heard by one of their colleagues who does not agree on the ouster plan, who then shared the information to another, who in turn also relayed the information from whom PRRD received it.”
“The possibilities are endless,” Panelo, who also serves as Duterte’s chief legal counsel, pointed out.
The gist here is that Duterte is free to accuse citizens of conspiracy without any proof and is under no compulsion to offer proof and nobody knows where Duterte got this information.
Presidential Spokesperson Salvador Panelo admitted Thursday that the “Oust Duterte” matrix he released to the media in a Palace briefing came from an unknown number.
Panelo said President Rodrigo Duterte personally talked to him over the phone during the Holy Week to discuss the matrix in his next press briefing.
“Apparently, there is an ouster plot against me and there is a matrix,” Panelo quoted Duterte as saying during their phone conversation.
“He asked me to discuss it in the briefing, ‘yung matrix. Oh sinabi niya nga, ‘You touch on the matrix in your press briefing tomorrow,’” Panelo added.
He said he was then not yet aware of the said matrix.
He then revealed that he received a copy of the matrix through a message to his phone sent by an unknown number.
In his Palace briefing on April 22, Panelo said the matrix he showed to the media came “straight from the Office of the President.”
But why did he not verify the matrix?
Panelo said, “Because I believe the President when he said there is. He’s an authority. He is the Chief Executive of the land. He has unlimited sources of information.”
“I don’t have to verify what the President told me because he is the President. The President does not lie about these things,” he added. “The President does not lie on anything, on serious matters, especially it involves the work of the President. He is a very honest man.”
Panelo lied to the media when the told them his information came directly from the Office of the President, the truth being that an unknown number sent him a phone message containing the matrix. What else are they lying about?

Pajo barangay captain and mayoralty aspirant Junard “Ahong” Chan believes his former allies are being used by the camp of incumbent Lapu-Lapu City mayor Paz Radaza to destroy his reputation.
According to Chan, his former allies, ex Department of Interior and Local Government undersecretary Lito Ruiz, and radio block timer Rufo Bering, were paid by the camp of the Radaza to destroy his image, especially with the elections just around the corner.
“Mga binayran! Mga tawong mga binayran. Lito Ruiz? Binayran. Wala namay laing mahimo. Rufo Bering? Labaw na binayran,” Chan said in an interview at the barangay hall of Barangay Pajo.
(They are all being paid. Lito Ruiz? He’s being paid. He has nothing else to do. Rufo Bering? He is also being paid.)
Chan will be going up against Arturo Radaza, the husband of the current mayor, this May 13 elections.
There is certainly a a lot of drama happening in this particular mayoral election. One of this candidates assistants was shot on Saturday.
